In Europe the system has been applied since 2005 to energy intensive installations and, since January the 1st 2012, to airlines with flights arriving and departing from Community airports. Regulators should consider not only the efficiency of the ETS in reaching an environmental goal, but also its implications for market competition. In this work, we develop a theoretical model that analyses the European ETS׳s main features as devised for airlines, focusing on its effects on potential competition and entry deterrence. Contrary to other economic activities under an ETS, potential competition is usual in most airline markets. Our results indicate that the share of capped allowances allocated initially for free to air operators may be a key element in deterring or allowing entry into the market. This result may be against the European principle of promoting competition and may represent a step backwards in the construction of a single European air transport market.

Este sistema se encuentra en aplicacion en Europa desde el ano 2005 para instalaciones que utilizan la energia intensivamente, y desde el 1 de enero de 2012, para aquellas lineas aereas que operan en aeropuertos comunitarios. La eficiencia de este sistema deberia considerar no solo como permite alcanzar el objetivo medioambiental, sino que tambien deberia tener en cuenta sus implicaciones en terminos de competencia. En este trabajo desarrollamos un modelo teorico que analiza el sistema de derechos de emision europeo tal como se ha disenado para su aplicacion a las lineas aereas, centrandonos en su impacto sobre la competencia potencial y la entrada. Al contrario que otras actividades incluidas en mercados de derechos de emision, la competencia potencial es frecuente en los mercados en los que operan las aerolineas. Nuestros resultados indican que el porcentaje de permisos que se asignan inicialmente de manera gratuita a las lineas aereas puede constituir un elemento clave a la hora de disuadir o permitir la entrada en el mercado. Este resultado puede estar en colision con el principio general europeo de promocion de la competencia y podria representar un paso atras en la construccion de un mercado unico europeo de transporte aereo.
