    Abstract:

    The economic and financial crisis leads to deterioration in the Employment market in Taiwan. T he Bureau of Employment and Vocational Training, Council of Labor Affairs of Executive Yuan has been aggressively conducting Employment Service Outreach Program to resolve this tough issue. Under such program, the outreach personnel are recruited, trained, and supervised to perform the duties including identifying unemployed persons and then providing job information for them, using the social resource link to increase Employment opportunities, conducting employer forum or workshops for job-seekers, and so on. This study applies fuzzy decision-making trial and evaluation laboratory method to not only evaluate the importance of the criteria but also construct the causal relationships among the criteria of evaluating outreach personnel. The results show that job-seeking Service is the most critical criterion among the three first-tier criteria. In addition, identification of the number of unemployed people and number of follow-up visit are the two most important causes under the category of job-seeking Service when the performance of outreach personnel in Employment Service Outreach Program is evaluated.

    Abstract:

    Contracting out public Services to private firms has ambiguous effects when quality is imperfectly observable. Using a randomized experiment over a national sample in France, we compare the efficiency of the public Employment Service (PES) vs. private providers in delivering very similar job-search intensive counseling. The impact of each program is assessed with respect to the standard, low intensity track offered by the PES to the unemployed. We find that job-search assistance increases exit rates to Employment by 15 to 35%. But the impact of the public program is about twice as large as compared to the private program, at least during the 6 first months after random assignment. We argue that the observed contract structure with the private providers has not overcome the underlying agency problem. We find no evidence of cream-skimming: rather, it seems that profit maximizing private providers have found it optimal to enroll as many job-seekers as they could, but to make minimum effort on the placement of some of them.

  • An 8 year follow-up of a specialist supported Employment Service for high-ability adults with autism or Asperger syndrome

    Abstract:

    Few supported Employment programmes have been specifically designed for people with autism, especially those who are more able. This study examines the outcome of a supported Employment Service (NAS Prospects) for adults with autism or Asperger syndrome (IQ 60+) over an 8 year period. Approximately 68 percent of clients found Employment. Of the 192 jobs, the majority were permanent contracts and most involved administrative, technical or computing work. Assessment of current clients indicates that IQ, language skills and educational attainments are high. However, work has also been found for those of lower abilities. Individuals supported by Prospects show a rise in salaries, contribute more tax and claim fewer benefits. Satisfaction with the scheme is high among clients, employers and support workers. Although the programme continues to incur a financial deficit, this has decreased. Moreover, there are many non-financial benefits, which are difficult to quantify. The importance of specialist Employment support of this kind is discussed.

    Abstract:

    The article describes the outcome of a 2 year supported Employment project for high-functioning adults with autism. Thirty individuals with a diagnosis of autism or Asperger syndrome living within the London area took part in the scheme. The control group comprised 20 individuals of similar intellectual and linguistic ability,and previous Employment history, living in metropolitan areas out-side London. Over the course of the project significantly more of the supported group than the controls found work; job levels were higher; they were in work for a greater percentage of the time; and they received significantly higher wages. Thirteen different employers (mostly multinational companies) were involved during the course of the project and several were willing to take more than one employee because of their positive experience of employing someone with autism.     Abstract:

    A perennial problem when political decisions are to be implemented is how to make authorities work together. Previous research shows that resource interdependence, goal congruence, and mutual trust increase interorganizational cooperation. In this article, it is argued that interaction effects must also be considered in order to fully understand how these variables affect cooperation. The study is based on 203 dyads of Swedish Public Employment Service offices and municipalities in 2003. I find that mutual trust is necessary if goal congruence is to increase cooperation between these agencies. Furthermore, mutual trust only has a positive effect if organizations have similar objectives. However, trust is not required for resource interdependence to affect cooperation, and the effect of trust is not dependent on the organizations' mutual dependence. The results imply that trust and goal congruence must exist simultaneously in order to promote joint actions. Thus, if a management strategy aimed at increasing cooperation only focuses on the organizations' objectives or the level of trust between them, it will fail. An important lesson for future research is that including interaction terms in the analysis improves our understanding of interorganizational cooperation.

    Abstract:

    Decentralisation of decision-making in active labour market policy makes it possible to use local information to the fullest, but may also impinge on the fulfilment of national objectives, as suggested by principal-agent theory. The purpose of this study is to examine the effects of a Swedish pilot programme in 1996, which strengthened the role of the local authorities in labour market policy in parts of the country. Survey evidence suggests a non-negligible divergence between the objectives of the municipality representatives and the central government’s goals. Regarding programme effects, our econometric findings do not indicate any increase in geographical lock-in of the unemployed, but decentralisation seems to spur local initiatives in the form of labour market programmes organised by the municipalities. In addition, targeting on outsiders is to some extent more common in municipal projects than in others.
