    Abstract:

    This article examines the first two decades of the history of the Coase theorem in Environmental Economics, a period during which the theorem's validity was widely acknowledged but its relevance for economic analysis of Environmental issues was almost universally dismissed. The repeated claims of the theorem's irrelevance and its dismissive treatment in the literature raise the question of why Environmental economists were so interested in the Coase theorem in the first place. Several explanations are offered here including the roots of Environmental economic theory in the theory of externalities, economists' fascination with the interesting and challenging theoretical puzzle posed by the theorem, and the normative and ideological thrust that permeated discussions of the theorem, both within and outside the field of Environmental Economics.     The diffusion of the Coase theorem into the Economics literature has many facets, one of which lies in its use and treatment by Environmental economists. This paper examines the first two decades of this history, a period during which the theorem’s validity was widely acknowledged but its relevance for the economic analysis of the environment was almost universally dismissed, generally on the grounds of the theorem’s perceived irrelevance for dealing with the large-scale Environmental issues - e.g., air and water pollution - that loomed large in the social conscience and preoccupied Environmental economists during this period. The strident critiques of the theorem that we observe in the 1970s Environmental Economics literature evidence a measure of hostility toward the theorem and the suggestions by some (generally outside of Environmental Economics proper) that it offered a prescription for dealing with large-scale Environmental problems. This attitude is shown to be grounded in concerns about normative factors such as equity and qualms about leaving solutions to Environmental issues to the market. The repeated claims of the theorem’s irrelevance and the attendant dismissive treatment of it in this literature raises the question of why it was that Environmental economists were so interested in the Coase theorem, and several possible explanations are offered, including the roots of Environmental economic theory in the theory of externalities, the fascination of economists with interesting theoretical puzzles such as that posed by the theorem, and the normative and ideological aura that permeated discussions of the theorem inside and outside of Environmental Economics.

    This study looks at two distinct questions: What have been the most influential journal articles in Environmental Economics and ecological Economics over the 10-year period 1994-2003; and How much overlap is there between the fields of Environmental and ecological Economics. We examine the references in all articles published in JEEM and Ecological Economics (EE) over this period. For each of these two fields, a list of the top articles and top journals cited by articles published in JEEM and EE is presented. We also present some results based on our study of the ISI Journal Citation Reports. We find that there is a significant overlap between the two fields at the journal level - the two journals cite similar journals. There is a correlation of 0.34 between the number of citations received by the journals that are most cited and the correlation is even higher if journal self-citation is excluded. The main differences are that ecological Economics tends to cite (but not be cited by) general natural science journals more often than Environmental Economics does, Environmental Economics cites more heavily from journals rather than other publications, and citations in Environmental Economics are more concentrated on particular journals and individual publications. However, there is much less similarity at the level of individual articles. Nonmarket valuation articles dominate the most cited articles in JEEM while green accounting, sustainability, and the Environmental Kuznets curve are all prominent topics in EE.

    Abstract:

    This article examines the use of Environmental Economics at the European Commission in recent policy making concerning climate change, energy, and air pollution. In particular, we describe economic analysis of policy options designed to help the European Union (EU) to achieve its objective of reducing greenhouse gas emissions by 20 percent and increasing the share of renewable energy to 20 percent by 2020. This analysis looked at cost-effectiveness and emission trading options as well as equity issues. We also discuss an economic analysis of policy options for including carbon capture and storage (CCS) in the EU Emissions Trading Scheme. The analysis finds that CCS could result in significant cost savings. The additional costs of making CCS mandatory or using subsidies were also estimated. Economic assessments prepared for the revision of the national emission ceiling directive suggest that air pollution objectives can be met at modest costs and that monetary benefits exceed costs. The assessments also find that limiting the additional costs for poorer Member States does not increase overall costs significantly and that when limited to regional zones, emissions trading of air pollutants could save costs but might lead to hot spots.

    The field of social psychology explores how a person behaves within the context of other people. The social context can play a substantive role in non-market allocation decisions given peoples choices and values extend beyond the classic market-based exchange institution. Herein we explore how social psychology has affected one aspect of Environmental Economics: preference elicitation through survey work. We discuss social representation, social isolation, framing through cheap talk, and commitment theory through an oath.

    In this essay we examine the coevolution and cross-fertilization of Environmental and agricultural Economics over the past century. We discuss the key role that agricultural economists have played in the intellectual development of Environmental Economics. We focus on three primary contributions: incentive design, nonmarket valuation, and joint determination. The nature of these contributions is illustrated using specific examples from the literature. Agricultural economists’ tendency to focus on applied problems has enriched and broadened both the academic debates and the policy advice provided by economists.

    Environmental Economics is now a long standing field of research ; much has been learned on how Environmental policy can use incentives to drive individual behaviors. Among the many examples, preference elicitation is the most discussed case in which incentives fail to accurately implement efficient behavior. Using this as our motivating example, herein we explore the cross-fertilization between Environmental Economics and social psychology. We first review how the lessons drawn from social psychology helped address the hypothetical bias issue. We then turn to the future of this process by focusing on how cheap talk scripts influence preference elicitation. Our experimental results shows CT scripts work through persuasion – i.e. changes mind, but poorly changes actions. in that sense, preference elicitation still lacks a way of making communication binding – i.e. a way to alter intrinsic motivation of subjects to behave truthfully.

This covers a number of themes: resource use and ecosystem management; growth and Environmental resources; economic and evolutionary progress; and individual behavior and Environmental policy. The treatment will address both biological and economic—including institutional, organizational and technological-evolutionary phenomena.
