    Abstract:

    This Final Supplemental Environmental Impact Statement (FSEIS) to the 1995 Cassini mission Environmental Impact Statement (EIS) focuses on information recently made available from updated mission safety analyses. This information is pertinent to the consequence and risk analyses of potential accidents during the launch and cruise phases of the mission that were addressed in the EIS. The type of accidents evaluated are those which could potentially result in a release of plutonium dioxide from the three Radioisotope Thermoelectric Generators (RTGS) and the up to 129 Radioisotope Heater Units (RHUS) onboard the Cassini spacecraft. The RTGs use the heat of decay of plutonium dioxide to generate electric power for the spacecraft and instruments. The RHUs, each of which contains a small amount of plutonium dioxide, provide heat for controlling the thermal environment of the spacecraft and several of its instruments. The planned Cassini mission is an international cooperative effort of the National Aeronautics and Space Administration (NASA), the European Space Agency (ESA), and the Italian Space Agency (ASI) to conduct a 4-year scientific exploration of the planet Saturn, its atmosphere, moons, rings, and magnetosphere.

    Presented here is a Final (Tier 1) Environmental Impact Statement (EIS) addressing the potential Environmental consequences associated with continuing the modifications of the Galileo and Ulysses spacecraft for launch using a booster/upper stage combination that is different from the one planned for use prior to the Challenger accident, while conducting the detailed safety and Environmental analysis in order to preserve the October 1989 launch opportunity for Galileo and an October 1990 launch opportunity for Ulysses. While detailed safety and Environmental analyses associated with the missions are underway, they currently are not complete. Nevertheless, sufficient information is available to enable a choice among the reconfiguration alternatives presented. Relevant assessments of the potential for Environmental Impacts are presented.

    The ongoing operation of KSC for expendable launch vehicles and automated spacecraft, continued development of facility capabilities, and the approved follow-on operations of the Space Transportation System and associated payloads are described. Emphasis is placed on the expendable launch vehicle and space shuttle traffic projected as of January, 1979. The maximum potential effect on the environment is addressed. Site specific Environmental effects are summarized. It is indicated that all potential Impacts will be localized, of short duration, controllable, and of minimum severity. The Impact on land use, air and water quality, weather, and noise effects is covered.

    This is an institutional Environmental Impact Statement relating to the overall operation of the NASA, Flight Research Center. The Center is located in Kern County, California, approximately 100 miles northeast of Los Angeles. Flight activities relate primarily to areas in the vicinity of Los Angeles, Kern, Inyo and San Bernardino counties in Southern California; and to areas in Southern Nevada (principally Nye and Clark counties. Operations of the Flight Research Center have a very neglibible Impact on the environment; and they are planned and controlled to eliminate or minimize effects on water, air and noise.

    Abstract:

    The Environmental Impact Statement (EIS) process is central to the assessment of Environmentally significant actions. Yet decisions about what matters in the environment and what gets studied as part of an EIS are based on values that are largely implicit and come primarily from technical experts. In this article we propose using the techniques of decision analysis (DA) to articulate values explicitly and make the EIS process more effective as an aid to decisionmakers in developing defensible Environmental policies. We identify five major sources of problems with the current EIS approach, propose a new Environmental decision process that incorporates DA in the EIS framework, and consider the merits, problems, and feasibility of implementing the suggested policy improvements.

    Runs of the endangered wild salmon/steelhead in the Columbia River basin may be only two to seven percent of historic levels. These fish are a common-pool resource, where stakeholders over-consume, pollute rivers and oceans, block passage with dams and culverts, operate net pen fish farms, and plant huge numbers of hatchery fish that compete with and hybridize wild fish. Rivers provide free or subsidized services that stakeholders covet, however recovery of the endangered wild fish requires that peoples utilizing the rivers and the ocean must constrain their behavior, often reducing their profit. A new Environmental Impact Statement (EIS) and cost-benefit analysis are in progress for recovery of the endangered wild salmon/steelhead in the Columbia River basin. New regulations require surveys of U.S. households to measure the non-use benefits of salmon/steelhead recovery that can be important for endangered species. We review the 2002 EIS for juvenile salmon migration on the lower Snake River tributary to find mistakes to avoid in the new EIS and in other recovery studies.

    The review of Environmental Impact Statements (EIS), despite its relevance to Impact assessment effectiveness, has received scarce scholarly attention. Few studies have gone beyond the realm of regulatory evaluations to understand the managerial meanders of the review process. This study evaluated the responsibilities, procedures, information inputs, and scope of EIS reviews within two Environmental authorities: APA (Portuguese Environment Agency), in Portugal, and SEMAD (State Secretariat for Environment and Sustainable Development), in the Brazilian state of Minas Gerais. Based on a qualitative multiple-case study methodology informed by participant observation, unstructured interviews, and content analysis of 12 EIS review reports, the study provided what is arguably one of the most detailed characterizations of EIS review to date. While following similar institutional arrangements and broad procedural steps, the EIS review has important differences in APA and SEMAD. Overall, the Portuguese agency was found to have a more structured, participative, interdisciplinary, detailed, and grounded review, thus meeting some of the good practices often cited in the literature. The EIS review reports prepared by APA reviewers were also found to provide a profoundly more complete and transparent account of the review process. The details of the review process revealed in the article can affect perceptions around the legitimacy and reliability of reviewers’ recommendations.

    Abstract The Environmental Impact assessment (EIA) follow-up program that involved an indigenous community can verify the effectiveness of a project's mitigation measure. This research is a case study of Indonesia's nickel smelter that examines community perceptions on executing programs listed in the Environmental Impact Statement (EIS). We used bivariate regression models to explore the link between the perceived sustainable programs and subset socio-demographic variables at the individual level. The questionnaire survey (n = 370) indicated that community views underscored the implementation of programs on Environmental dimensions; however, they were satisfied with the programs’ results on economic and social dimensions. The respondents’ job background was consistently a top-ranked and positively tied to the respondents’ opinions on the effectiveness of programs. Overall, the study provides insights into how the community's feedback for the EIA follow-up may lead to benefits regarding the project's corrective actions as well as provide inputs to the government to decide relevant permits, contracts, or other legally binding documents.
