    Abstract:

    Abstract Most evaluations of Environmental Planning consider how Planning is conducted, implemented or perceived. The quality of the Plans themselves has received limited attention. Plan quality is a key factor in determining Planning outcomes with Plans of high quality more likely to produce positive Planning outcomes. Using criteria for Plan quality well established in Planning literature, we develop a framework of 62 indicators to measure the extent to which Environmental Plans are: 1) collaborative; 2) adaptive; 3) action-orientated; and 4) evidence-based. We apply this framework using a systematic methodology to evaluate the quality of a specific type of Environmental Plan – regional natural resource management Plans - introduced in the Australian state of Queensland over a 13 year period between 2004 and 2016. We tested a number of Plan quality factors, including the number of funding sources, Planning experience (in terms of the numbers of Plans produced) and Plan format (web-based and ‘traditional’ paper format). Our analysis finds that, rather than improving over time, Plan quality has declined between three distinct generations of Plans in Queensland. We conclude that dedicated funding for Plan development is important for Plan quality, while Planning experience and Plan format do not guarantee higher Plan quality. Our findings add to the growing literature on establishing factors of Plan quality. We propose that the Plan quality framework could be useful in future evaluations and Plan comparisons.

    Abstract This paper synthetizes, although within the limits of Italian spatial Planning perspective, the enormous opportunities emerging from the application of complex forms of knowledge for the benefit of water culture, especially at the present time of significant climate changes, that is for the purpose of stimulating proper cultural behaviors of the inhabitants in terms of water. The implementation of tools of participatory democracy, as set forth for example in the River Contracts, for governing the territory, soil, water, biodiversity, landscape and existing historical and architectural heritage, gives rise to the awareness that the land is a common good. Even starting with minor land disputes, inhabitants and manufacturers regain the awareness of place and this Environmental understanding is useful for overcoming, reducing and settling conflicts between different uses of resources – the common goods, starting with water. As an example, this paper sets out the synthesis of the ecohydrological results of the interdisciplinary and transdisciplinary research carried out to support preparations of the Environmental Plan for the Adige Park in the meander of the River Adige immediately downstream of the city of Verona, Italy. It aims to demonstrate how, through active participation of the population, the protection and renewal of the natural, cultural, historical, and Environmental landscape qualities existing there as a whole, together with the sustainable management of the river flow for the protection of biodiversity and of the river's self-purifying capacity have been achieved.

    Abstract The reuse of treated wastewater effluents from wastewater treatment Plants (WWTP) is a recent practice in the Environmental restoration of marginal areas in combination with tree and shrub Planting. In urban areas, an integrated approach to the application of this practice implies (a) reuse of treated domestic wastewater for irrigation of hardy Plant species and (b) design of Environmentally friendly outdoor landscape including the Planting of species acceptable for irrigation with such kind of wastewater. The application of this practice in urban areas is possible through the combined reuse of treated municipal wastewater effluents inside buildings as well as towards the Environmental configuration of outdoor spaces in combination with the concurrent Planting of hardy Plant species and their parallel irrigation with such effluents, within the scope of an integrated, complete reuse. For the successful application of such a Plan, it is important to continuously monitor a number of parameters concerned with the physical–chemical properties of wastewater effluents heavy metal concentrations as well as their corresponding concentrations in the soil, and also their corrosive effects that take place within the pipes and the facilities where such reuse is practised. The installation of such a system indoors in urban complexes (house, hotels, etc.) for the reuse of municipal wastewater will make available considerable quantities of water with the simultaneous protection of the environment and the development of urban areas.

    Abstract:

    The beer industry has been seeking alternatives to reduce the negative impacts of global warming on its manufacturing processes with the hope of attaining a more sustainable development. In accordance, a three-stage Environmental Plan has been put forth. The first stage proposes a washing and disinfection process for glass bottle reutilization applying lean principles, which in turn comply with current sanitary regulations. Secondly, distribution and recollection routes have been established after considering a vehicle routing problem (VRP) with simultaneous pick-up and delivery, as well as time windows (VRPSPDTW). This VRP involves beer bottle pickup and delivery at different customer locations, with both early and late deadlines, along with pre-established pickup and delivery demands. Tabu Search metaheuristic was adapted for a greedy algorithm in order to bring about positive outcomes. Therefore, a Life Cycle Analysis (LCA) for actual and proposed situations was applied to measure and compare emissions. Finally, with the objective of evaluating its financial impact, a Monte Carlo simulation was applied considering risk and uncertainty impact in all financial outcomes. This uncertainty was appraised through a Weighted Average Capital Cost (WACC) in conjunction with forecasted sales growth. In conclusion, the results showed that the cost-benefit ratio was stable in both the short- and mid-term.
