Environmental impact assessment system and process a study on policy and legal instruments in nepal
African Journal of Environmental Science and Technology, 2010Co-Authors: Ramesh Prasad Bhatt, Sanjay Nath KhanalAbstract:An efficient system of decision making for sustainable socioeconomic development, with an effective Environmental management of the sources of Environmental impact and effects of such impacts, need to be put in place in order to implement the government policy of Environmental Protection and safety at the regional level. To obtain such kind of results; Environmental Impact Assessment (EIA) tool has been followed by the developing countries enacting Environmental policies or judicial system to introduce regulatory framework in EIA system and procedures. Sustainable development is the result of carefully integrating Environmental, economic and social needs in the policy level to achieve both an increased standard of living in the short term, and a net gain or equilibrium among human, natural and economic resources to support future generations. This study is based on the review of the EIA system and process, policy, guidelines and legal instruments and consultation with concerned stakeholders by emphasizing the EIA reports of 100 different projects from 12 different developmental sectors in Nepal. Nepal has taken an initiative to integrate Environmental aspects in the national policy and development plan conducting EIA of major development projects since 1980 - 1996. Enforcement of the Environmental Protection Act (EPA), 1996, and the Environmental Protection Regulation (EPR), 1997, formally implemented EIA system with participatory monitoring. In Nepal, EIA has been conducted for 100 development projects up to 2010. Among these, the highest (25%) is in the hydropower sector and the lowest (3%) is in each of the hotel and tourism development, irrigation and apartment buildings, respectively. It has been found that the implementation of mitigation measures, monitoring and auditing of EIAs, limits only (20%) on the large scale donor supported projects. The EIA system only limits screening, scoping and ToR, prediction and assessment and monitoring of impacts. However, there is no policy for EIS as well as post evaluation mechanism which could show some implications and constraints in the EIA system for an effective EIA system as in the international level. Key words: EIA (Environmental Impact Assessment), EPA (Environmental Protection Act) EPR (Environmental Protection Regulation), EIS (Environmental Impact Statement), EIA system and process.

Development of GMO Technology and Strategy of Environmental Protection
Ecologic Science, 2006Co-Authors: Yan Wen-hongAbstract:Based on the industrialization and technology development of GMO, the paper described the technology and industrialization of GMO products. And the research analyzed the rapid globalization of GMO crop planting and trading. It also discussed the potential problems of safety about environment、natural ecology and human body due to GMO sharp growth. Long term impact to ecosystem was also indicated by GMO. International GMO management patterns were described: product-base management and process-based management. Alternative Environmental management suggestions were probed to deal with the circumstance: enhance international and regional dialogue and corporation、build Environmental Protection Regulation system、improve the GMO monitoring and assessment ability、popularizing general GMO knowledge.

A Research on Environmental Legal System of Natural Gas Development and In-Situ Conversion in Dazhou
Environmental Science Survey, 2012Co-Authors: Nan Jing-yuAbstract:The development and in-situ conversion of the natural gas in Dazhou has led to the local ecological disturbance and Environmental pollution, since there is not a spicial law to regulate it.In light of the theory of legal operational mechanism and the systematic research,it is advised to issue an "Environmental Protection Regulation on Energy Development and In-Situ Conversion in Sichuan Province" by Sichuan Provincial Government in order to provide a legal basis.

Application of Environmental Protection Zinc Stripping Technology in the Pretreatment of Aluminum Alloy before Plating
Plating and Finishing, 2011Co-Authors: Wu Can-zhaoAbstract:A new eco-friendly zinc stripping method capable of replacing the traditional zinc stripping in electroplating of aluminum alloy, which is composed of 50%nitric acid and has the problems of high concentration, high volatility and harmful to human body is introduced. This new zinc stripping method consists of 10 mL/L concentrated sulfuric acid and 50 g/L eco-friendly zinc stripping agent AL-ZS1.Based on the effect of zinc stripping and binding strength of coatings, the traditional zinc stripping process could be replaced by this new zinc stripping mediod. And this new zinc stripping mediod accords with the requirement of cleaner production and Environmental Protection Regulation because of the characteristics of low concentration,no volatility,no yellow fume and low harmful to human body.
