The Interference of Flexible Working Times with the Circadian Temperature Rhythm—a Predictor of Impairment to Health and Well‐Being?
Chronobiology international, 2008Co-Authors: Ole Giebel, Anna Wirtz, Friedhelm NachreinerAbstract:In order to analyze whether impairments to health and well‐being under Flexible Working Hours can be predicted from specific characteristics of the work schedules, periodic components in Flexible Working Hours and their interference with the circadian temperature rhythm were analyzed applying univariate and bivariate spectrum analyses to both time series. The resulting indicators of spectral power and phase shift of these components were then related to reported health impairments using regression analysis. The results show that a suppression of both the 24 and the 168 h components in the work schedules (i.e., a lack of periodicity) can be used to predict reported health impairments, and that if there are relatively strong 24 and 168 h components left in the work schedules, their phase difference with the temperature rhythm (as an indicator of the interference between Working time and the circadian rhythm) further predicts impairment. Two studies -- a company based survey (N=660) and an internet survey (N=528) -- have been conducted. The first one was a questionnaire study (paper and pencil) on employees Working under some 'typical' kinds of different Flexible Working time arrangements in different companies and different occupational fields (health care, manufacturing, retail, administration, call centres). The second study was an internet-based survey, using an adaptation of the questionnaire from the first study. The results of both studies consistently show that high variability of Working Hours is associated with increased impairments in health and well-being and this is especially true if this variability is company controlled. These effects are less pronounced if variability is self-controlled; however, autonomy does not compensate the effects of variability. Recommendations for an appropriate design of Flexible Working Hours should be developed in order to minimize any impairing effects on health and psychosocial well-being; these recommendations should include -- besides allowing for discretion in controlling one's (Flexible) Working Hours -- that variability in Flexible Working Hours should be kept low (or at least moderate), even if this variability is self-controlled.

A new approach for evaluating Flexible Working Hours.

According to available evidence, variability of Working Hours seems to play an important role. The question, however, is how this variability can be assessed and used to explain or predict impairments. Based on earlier methods used to assess shift-work effects, a time series analysis approach was applied to the matter of Flexible Working Hours. Data on the Working Hours of 4 week's length of 137 respondents derived from a survey on Flexible work Hours involving 15 companies of different production and service sectors in Germany were converted to time series and analyzed by spectral analysis. A cluster analysis of the resulting power spectra yielded 5 clusters of Flexible work Hours. Analyzing these clusters for differences in reported impairments showed that workers who showed suppression of circadian and weekly rhythms experienced severest impairments, especially in circadian controlled functions like sleep and digestion. The results thus indicate that analyzing the periodicity of Flexible Working Hours seems to be a promising approach for predicting impairments which should be investigated further in the future.

Es zeigt sich ein positiver Effekt von selbst bestimmten Arbeitszeiten auf die Arbeitszufriedenheit bei Vollzeitbeschaftigten und eine klare Praferenz von bezahlten Uberstunden gegenuber allen anderen Abgeltungsarten bei Teilzeitbeschaftigten. Considering skills evolutions in multi-skilled workforce allocation with Flexible Working Hours

Since the company personnel are increasingly considered as the core of the organisational structures, a strong and forward-looking management of human resources and skills is crucial to performance in many industries. These organisations must develop strategies for the short, medium and long terms, in order to preserve and develop skills. Responding to this importance, this work presents an original model, looking at the line-up of multi-period project, considering the problem of staff allocation with two degrees of flexibility. The first results from the annualising of Working time, and relies on policies of changing schedules, individually as well as collectively. The second degree of flexibility is the versatility of the operators, which induces a dynamic view of their skills and the need to predict changes in individual performance as a result of successive assignments. We are firmly in a context where the expected durations of activities are no longer predefined, but result from the performance of the operators selected for their execution. We present a mathematical model of this problem, which is solved by a genetic algorithm. An illustrative example is presented and analysed, and, the robustness of the solving approach is investigated using a sample of 400 projects with different characteristics.

A MILP model for an integrated project scheduling and multi-skilled workforce allocation with Flexible Working Hours
IFAC-PapersOnLine, 2017Co-Authors: Ahmed Karam, El-awady Attia, Philippe DuquenneAbstract:In this paper, we integrate two decision problems arising in various applications such as production planning and project management: the project scheduling problem, which consists in scheduling a set of precedence-constrained tasks, where each task requires executing a set of skills to be performed, and the workforce allocation problem which includes assigning workers as scarce resources to the skills of each task. These two problems are interrelated as the tasks durations are not predefined, but depend on the number of workers assigned to that task as well as their skill levels. We here present a mixed integer linear programming model that considers important real life aspects related to the flexibility in the use of human resources, such as multi-skilled workers whose skill levels are different and measured by their efficiencies. Hence, execution times of the same workload by different workers vary according to these efficiencies. Moreover, the model considers the Flexible Working time of employees; i.e. the daily and weekly workload of a given worker may vary from one period to another according to the work required. Furthermore, efficient team building is incorporated in this model; i.e. assigning an expert worker and one or more apprentice worker(s) together with the purpose of skill development thanks to knowledge transfer. A numerical example is provided to check the performance of the model.

The skill profile of the employees and the provision of Flexible Working Hours in the workplace: a multilevel analysis across European countries
Industrial Relations Journal, 2018Co-Authors: Egidio Riva, Mario Lucchini, Laura Den Dulk, Ariane Ollier-malaterreAbstract:This article investigates the relationship between the skill profile of the employees (i.e. the percentage of employees in highly skilled jobs) and the provision of Flexible Working Hours in the workplace (i.e. the proportion of employees entitled to adapt, within certain limits, the time when they begin or finish their daily work according to their personal needs or wishes). Analyses draw on the 2009 European Company Survey, conducted on a representative sample (N = 26,640) of European establishments in 29 countries. Multilevel mixed†effects linear regressions are used to study to what extent both workplace†level and national†level variables affect this relationship. Findings suggest a strong, positive and non†linear relationship between the variables under scrutiny, which is moderated, at national level, by both unemployment and trade union density rates.
