    Abstract:

    The tourism sector's demand for Food, and the distance some Food travels, has significant impacts on greenhouse gas emissions and implications for climate change, especially in long haul small island state destinations. This paper describes the development of the concept of Food Miles, and the many measurement issues involved. It analyses a small island ecotourism project in Fiji where the source, and transport mode, of all Food consumed over 35 months was recorded in detail, during which time conscious efforts were made to minimise imported Foods and increase island-grown Food. In 2008, the share of imported “non-Fiji” Food was 18%, by 2010 it was reduced to 5%. On-site production had risen from zero to 15%. Off-island, but Fijian, Food accounted for the balance. Food Miles were reduced by over 50%; carbon emissions from Food transport fell by over 20%.     Abstract:

    Abstract We develop a multiregional input–output model to evaluate the importance of international trade of agricultural products as well as their Food-Miles emissions on the proposed extended carbon footprint (ECF) measure of Spanish agriculture in 2000–2008. This measure of ECF incorporates the virtual carbon embodied (domestic, imported and international transport) in the consumption of Spanish products of agriculture plus the direct emissions or producer responsibility of the Spanish agriculture sector. Our results show that Spanish agriculture ECF in 2008 is 18.5 Mt CO 2 , more than doubles the usual measure of carbon footprint. The importance of these emissions leads us to calculate the effect of levying a carbon border tax, on both embodied emissions and international freight transport in agriculture products, on the price of agriculture products consumed by Spanish households and bought by different Spanish industries. Our results do not appear to impose too great a burden on the economy as a whole (3.7% over the value of imported agriculture products and 0.02% over total Spanish domestic final demand). However, there might be a significant impact from taxing embodied carbon and transport emissions on some sectors and in terms of a potential change in the origin of imports, with Chinese and East-Asian exports into Spain being the most affected.

    Abstract:

    Abstract Life cycle assessment (LCA) has become widely used to evaluate the environmental sustainability of products. It has been increasingly realized, however, that the conventional framework, attributional LCA (ALCA), may be inadequate for steering decision making. Here we show how ALCA can be improved for decision support if we recognize its limitations. Using local Food production in the U.S. as a case study, we show that ALCA can be enhanced by relaxing some of the restrictive assumptions (e.g., static, aggregate, site-generic, linear), by evaluating the situation in question from a more dynamic and prospective angle, and by accounting for the important role of decision makers to introduce innovative systems that reshape the status quo. For local Food, studies of Food Miles have shown that transportation is a minor source of carbon emission, with an implication that local Food is not an effective means of helping the environment. But these studies fail to realize other potential benefits which Food localization may uniquely enable including recycling of energy, water, and nutrients. These benefits cannot be derived from a simple presentation of the status quo as often done in ALCA studies. Our results show that for some crops, irrigation could contribute up to 50% of the cradle-to-gate carbon emissions, thus they may benefit from Food localization making use of water from wastewater treatment plants. Our results also show that local Food could reduce the water footprint of lettuce by 50%. Our study suggests that exploring future scenarios, beyond assessing historical outcomes, is critical if ALCA is to support sustainable decision making.

    Abstract:

    In the last decade, the local Food movement has achieved a growing popularity in the Italian Food system. Nevertheless, the Italian Food market still lacks a shared definition and labels indicating the local origin of the Food products. In this study, we explore the meaning of “local Food” in the Italian market using a qualitative approach. Results from twenty-three individual semi-structured interviews show that the meaning of “local” should be explained more in terms of connection between a community traditions and a geographical area than in terms of Food Miles.

    We assessed the consumer welfare effects of two generic Food Miles labels: "carbon dioxide (C[O.sub.2]) emission" label and "time and number of kilometers" label. Using data from a choice experiment, our results generally suggest that a mandatory labeling policy for either type of label would have a positive welfare effect. However, a label informing consumers about the time and number of kilometers the Food product has traveled provides greater positive welfare effects than a label informing consumers about the amount of C[O.sub.2] emission. ********** "Food Miles" (FM) is a term coined in a 1994 Report (Paxton 1994) by the Sustainable Agriculture Food and Environment (SAFE) Alliance to indicate the distance that Food travels from the time it was produced until it reaches the consumers. The distance that Food travels has important implications for the social, economic, and environmental sustainability of the Food system. For this reason, FM is now becoming a concept of interest for both consumers and policymakers. Given the current interest in the environmental impacts of Food origins, we posit that the "FM" concept can be used as a quality cue of a Food product since it can inform consumers about the environmental impact and the distance traveled by the Food product. A FM label could include information about the amount of greenhouse gas emissions, usually expressed as carbon dioxide (C[O.sub.2]) emitted during the transportation of the Food products. It could also or alternatively include information more directly associated with the travel (i.e., the time and number of kilometers or Miles that the Food traveled). By providing such information, the implementation of a FM labeling system could help consumers make informed purchasing and consumption decisions. From a consumer's point of view, the introduction of FM labeling could reduce the asymmetry of information between consumers and producers and increase the utility of consumers with higher sustainability or environmental concerns. For policymaking, FM labels can be used as an incentive to promote the sustainable production or consumption of Food products in accordance with international trends. Several studies that have focused on FM have estimated the environmental effect of the transportation of Food products around the world (Pretty et al. 2005; Smith et al. 2005; Weber and Matthews 2008), as well as the differences in the environmental impact of domestic and imported Food products (Jones 2002; Pirog et al. 2001). Relatively few studies have focused on consumers' perceptions (Kemp et al. 2010; Sirieix, Grolleau, and Schaer 2008) and preferences for FM information (Aoki 2009; Pirog 2004). While these studies analyzed how consumers perceive the distance the Food traveled and how consumers value information provided by FM labels, to the best of our knowledge no studies have investigated the consumer welfare effects of FM labeling policies from the mere existence of generic FM labels independent of the information that is included. The purpose of this study is to investigate whether consumers value the existence of generic FM labels, and to calculate the welfare effects of a mandatory FM labeling policy. In particular, using data obtained from a choice experiment (CE), we (1) calculate the welfare effects of mandatory labeling policy related to two types of generic FM information: C[O.sub.2] emission (C[O.sub.2]) and time and number of kilometers (Nkm) that the Food product traveled and (2) find the maximum price increment for which these mandatory labeling schemes have a positive welfare effect. Although we do not claim that such labels should become mandatory, it is important and interesting to study the effect of such a policy on consumers' welfare. Calculating the welfare effects of FM labels is important because among other factors, only this information can help policymakers make informed decisions on whether to develop and implement mandatory labeling policies related to FM. …

    Our study is aimed at evaluating whether or not different Food Miles information displayed on labels such as information on the distance and time that the Food traveled (nKm) and information on CO2 emission (CO2) during Food transportation can affect consumer choice in the case of fresh tomato product. We also examined: (i) the level of sensitivity and knowledge of consumers with regard to the impacts of agro-Food system in terms of environmental pollution; (ii) consumers’ perception of the effects produced by Food transportation; (iii) the degree of importance that consumers attach to information directly or indirectly related to the sustainability of a Food product. We conducted a quantitative survey in Naples (Italy) using a discrete choice approach. The data were analyzed using univariate analysis techniques (frequencies) and the estimation of the multinomial logit model (mnl). The results of the univariate analysis show that respondents actually perceive Food products distribution as the phase that causes a high negative impact on the environment. The results of the mnl model suggest that on average consumers choices are affected by all the attributes of fresh tomato included in the experimental design. However. a comparison across different fresh tomato attributes suggests that respondents in our sample get the highest utility when nkm label is present, followed by the presence of other sustainability-linked attributes such as organic, CO2.
