Background to the preparation of the Croatian Food Safety Strategy

Croatia has been challenged in recent years in enforcing its institutional and legislative Food Safety framework, especially through EU pre-accession activities and various international projects. This paper discusses the procedures that Croatian authorities have been carrying out to prepare the national Food Safety Strategy based on the modern FAO/WHO Food Safety Approach that incorporates a risk analysis framework. The Croatian model for the preparation of the Strategy presented in this paper could serve as a help to other developing countries on their way to carrying out this complex and multi-institutional task.

2007Co-Authors: Boris Antunović, Gordana Kralik, Bela NjariAbstract:Jedan je od glavnih ciljeva hrvatske poljoprivredne politike potrosacima omoguciti pristup odgovarajucoj i ispravnoj hrani koja je u skladu s propisima, narocito onima koji se ticu sigurnosti hrane. Hrvatska nacionalna strategija za sigurnost hrane na temelju novog pristupa sigurnosti hrane EU-a trenutacno je u fazi pripreme. Službeni okvir sigurnosti hrane upravo se reorganizira u cilju poboljsanja ucinkovitosti uvođenjem procesa analize rizika. Koordinacija i suradnja između tijela nadležnih za pitanja sigurnosti hrane sve je intenzivnija zbog pocetka pregovora s EU-om. Osoblje i ustanove ukljuceni u nadzor sigurnosti hrane kroz pretpristupne programe jacaju svoja znanja i sposobnosti. Takvo usklađivanje pristupa i standarda između zemalja clanica traži se kao jamstvo zastite potrosaca. Isti dokument razmatra izazove i mogucnosti s kojima se Hrvatska suocava tijekom pretpristupnog razdoblja.

Establishing new Food Safety Approach in EU accessing countries – Croatian challenges and opportunities
2006Co-Authors: Boris Antunović, Gordana Kralik, Bela NjariAbstract:One of the basic goals of the Croatian agricultural policy is to enable consumers the access to the adequate and stable Food offer that complies with their requirements, especially regarding Food Safety. Croatian National Food Safety Strategy, based on new EU Food Safety Approach, is currently in the phase of discussing drafted material. Official Food Safety framework is being redesigned in the aim to improve effectiveness by introducing the process of risk analyses. Coordination and cooperation between the competent authorities involved in Food Safety issue is becoming more intensive due to the start of negotiation process with EU. Personnel and institutions involved in Food Safety control are, through pre-accession programs, increasing their knowledge and abilities. Such harmonization of Approaches and standards within all the EU member countries is required in order to guarantee same protection to all consumers. The paper discusses challenges and opportunities that Croatia is facing during the EU pre-accession period.

Such diseases are transmitted to humans through their interaction with animals in the Food value chain including through the consumption of bush meat. Climate change has also facilitated the emergence of new zoonotic diseases. The lack of adequately enforced Food-Safety standards in managed agricultural production systems creates the necessary conditions for diseases to mutate into highly contagious strains. The lack of Food Safety measures in handling, packaging and sales of Food increases risks of cross-species contamination. Finally, increasing anti-microbial resistance, combined with rapid urbanization and global interconnectedness allows diseases to spread rapidly among humans. Thus, part of the reconstruction efforts, post covid19, should include prioritizing proactive investments in Food Safety. The key to stave off another such pandemic lies in integrating one-health knowledge on zoonotic diseases along with Food Safety measures along the Food value chain. Refocusing policy priorities from disease control to prevention will improve international coordination efforts in pandemic prevention. Implementing such proactive actions will cost a very small fraction of the reconstruction budgets. However, the expected benefits of the Food-Safety Approach will include preventing global economic losses due to pandemics.
