Critical Asian Studies, 2002Co-Authors: Philippe Le BillonAbstract:“Logging in Muddy Waters” analyzes the boom in Forest Exploitation that characterized the 1990s in Cambodia, focusing on the instrumentalization of disorder and violence as a mode of control of Forest access and timber-trading channels. The article examines tensions existing between the aspirations of Cambodians for a better life, the power politics of elites, and the hope of some in the international community for a green and democratic peace. These tensions have produced both an interlocking pattern of “illegal logging” from the highest levels of the state to self-demobilized soldiers and peasants and sustained criticism that was only temporarily resolved through a legalization of the Forest sector that benefited large-scale companies to the prejudice of the poor.

Forest Exploitation financed the continuation of war beyond the Cold War and regional dynamics yet it also stimulated cooperation between conflicting parties. Timber represented a key stake in the rapacious transition from the (benign) socialism of the post-Khmer Rouge period to (exclusionary) capitalism thereby becoming the most politicized resource of a reconstruction process that has failed to be either as green or as democratic as the international community had hoped. This article explores the social networks and power politics shaping Forest Exploitation with the aim of casting light on the politics of transition. It also scrutinizes the unintended consequences of the international communitys discourse of democracy good governance and sustainable development on Forest access rights. The commodification of Cambodian Forests is interpreted as a process of transforming nature into money through a political ecology of transition that legitimates an exclusionary form of capitalism. Three hundred and fifty women involved in Forest related activities were randomly chosen from 10 Forest communities purposively selected. Structured interview schedule was used to elicit information from the respondents about the necessary preparation, pre-training, training and post-training steps for the improvement of women’s participation in sustainable Forest activities. Data collected were subjected to descriptive and inferential statistics using frequency counts and percentages. Chi-square was used to test for significant differences between the means. The results showed that the training needs indicated by the respondents included alley farming, controlled bush burning, chemical application, financial management and record keeping. It was obtained from wood-ash from broadleaved trees, which was refined in several steps into the pure chemical. The production primarily took place in the periphery of Europe, in Russia and in the United states. In Sweden, potash was produced in the southern parts on a larger scale from the 17th century. In northern Sweden the production started in the early 19th century, reached considerable proportions within a few decades, and then ceased completely in the 1860s. The trees used were primarily birches (Betula pubescens and B. pendula). Previous research on the subject of Swedish potash production has concluded that the production ceased due to shortage of raw material. Through studies of historical records and experimental potash production we challenge these conclusions. In our opinion potash production in northern Sweden lost out to German producers who started to produce potash industrially at the same time that production in northern Sweden ceased. The ecological significance of the potash production is difficult to estimate, primarily because the impact caused by this form of Forest Exploitation is obscured by subsequent logging and other human activities. Nevertheless, the removal of large old broadleaved trees was one important step in the large-scale transformation of the Forest landscape which has influenced the structure and function of north Swedish Forest ecosystems.

History and Forest biodiversity of woodland key habitats in south boreal Sweden
Biological Conservation, 2005Co-Authors: Tysk Staffan Ericsson, Håkan Berglund, Lars OstlundAbstract:Abstract Forest Exploitation has destructed Forest habitats in Fennoscandia during last centuries. Vital components of existing Forest biodiversity have been identified as small (a few ha) woodland key habitats (WKHs). Many WKHs in boreal Forest landscapes are assumed to represent remnant near-natural Forests from before the phase of industrial Forest Exploitation. Thus, WKHs are supposed to (i) exhibit a low degree of Exploitation, (ii) have old-growth characteristics and (iii) host Red-list species. Yet, WKHs’ history and biodiversity have not been systematically investigated. Thus, their conservation values remain unclear. This study investigates history and biodiversity of 15 WKHs in central Sweden with retrospective methods and field studies. We analyze (1) Forest structure before, during and after the Forest Exploitation period, (2) existing biodiversity, i.e. species and structural elements, and (3) to what extent human activities (Forestry) have influenced current biodiversity. Our results indicate that Forest structure within the areas that currently are classified as WKHs has changed dramatically since the mid-19th century, when Forests were unaffected by logging. The results suggest that fire-suppression during last century, gradually increased logging until mid-20th century and abandonment by modern Forestry during the late 20th century, are main causes behind this transformation. Less than 10% of studied WKHs had biological features that resembled those of pristine boreal Forests. Thus, most studied WKHs cannot be classified as near-natural or remnants of pristine Forest. We suggest that the program for WKHs give more focus to pre-industrial Forest structure, local historical aspects being seriously regarded and ecological restoration efforts being introduced.
