    Abstract:

    The Garment Industry in Vietnam has been included in global buyer-driven networks since the 1990 s. Industrial upgrading takes place, but the changes are generally small and incremental. Profit margins tend to decline and backward linkages in the home country are few. The Garment Industry in Sri Lanka was included in buyer-driven networks already in the 1980 s and shares this experience. The objective is to explain what processes and mechanisms that lead to this outcome and discuss in what respects it is a result of contingencies and in what respects impediments to industrial development are inherent to buyer-driven networks.     Abstract:

    Abstract The objective of this article is to explain how globalisation, the phase-out of MFA and regionalisation affect the development of the Garment Industry in Sri Lanka. The article starts with a discussion of the key concepts of globalisation and regionalisation, followed by a presentation of the analytical framework, including a theoretical discussion of winners and losers in commodity networks. It is argued that regionalisation may exacerbate the problems that the Sri Lankan Garment Industry has already experienced in terms of globalisation. In addition to the limited industrial development effects that are the outcome of the functional division of labour, regionalisation makes it even harder to obtain market access. It is likely that Sri Lanka continues to be tied in, both to the European and American trading blocks for the production of some good quality and reasonably priced standardised Garments for the middle market.     Abstract:

    Due to its uniqueness and developmental characteristics,textile and Garment Industry has been a top research topic,and been considered as the first to go through global relocation and one of the important industries with characteristics of industrial relocation.This study found that structural changes in textile and Garment Industry are relatively stable,concentrated in the eastern region.By introducing the coefficient of structural change in the Industry to describe the pattern of the location shift Structural changes show striking differences between the regions,with the changes in the coastal region greater than the inland region,the eastern region greater than the mid region,the mid region in turn greater than the western and northeastern region.The structural change coefficient values in Zhejiang,Guangdong,Jiangsu,Shandong,Shanghai and Fujian in the coastal region,Hubei and Henan in the mid region,and Liaoning in the northeastern part are all higher than the average value of the country;the coefficient values in most provinces of the western parts are clearly lower.The value of structural change coefficient is determined by the level of regional economic growth,location,and structural factors.In order to study the driving mechanism of location shift of textile and Garment Industry,a modified classic "shift-share"analysis is conducted on the structural and spatial effects of the development of the Industry separately,using the economic data from 31 provinces divided into 8 regions.The analysis shows that Henan,Anhui and Jiangxi have become target areas and the models of textile and Garment industrial relocation in the eastern region;there is a consistency between the competitive effects and net spatial competitive effects of the Industry’s location shift.

It is characterized by development of fashion trends, brands, development of distributive network and stores and optimization of logistics from production to retail stores. Technical-technological development in the last forty years enabled Garment Industry to implement new methods and procedures and increase productivity while using new textiles and knitting. On that way the Industry keeps up with more complex wishes of consumers, demands and fashion trends in the world. The most important tone concerning the rate of growth, design, fashion, utilization and size of assortment is given by centers of large consumption, i.e. the richest countries.

  • Impediments to Promoting Backward Linkages from the Garment Industry in Sri Lanka

    Abstract The slow growth of backward linkages from the Garment industries (export-oriented) in developing countries and the policy merits of promoting these linkages have considerable contemporary relevance. Backward linkages are useful particularly for a Garment Industry to reduce the lead time and remain competitive in the international market. Local suppliers to the Garment Industry cannot function however unless conditions exist which allow them to be competitive. Furthermore, in a world where multinational Garment-buying firms are dominant, a large import dependence in the Garment Industry does not necessarily imply that there are many opportunities to create local supplies and thereby create backward linkages. These factors are shown from the Sri Lankan attempts to promote backward linkages from the Garment Industry. It is argued that formation of backward linkages in the Garment Industry that operate in an open economy such as Sri Lanka is a natural outcome of industrial deepening and therefore will be time dependent. It is noted that even with less backward linkages, the Garment Industry in Sri Lanka has contributed significantly to foreign exchange earnings and employment creation in the country.
