    Abstract:

    Considering the design of data fusion architecture for naval ships cooperative engagement in wide sea battleground, first, the cooperative engagement information flow are analyzed from the technical and combat point of view. In addition, the advantage and disadvantage in different Coordinate system are discussed in detail. According to the scientifically analyzed result, a decentralized fusion architecture based on Geodetic Coordinate system for naval ships was presented according to the concept of Network-Centric Warfare. To verify the correctness and effectiveness of the proposed fusion architecture, a simulation testbed is developed. The proposed architecture is applicable to the over-the-horizon cooperative engagement in the modern naval battle. It can effectively unify tracking and fusion algorithms in short range, intermediate range and long-distance circumstances and simplify the process of system information calculation, which also can provide the system with merits of scalability, robustness, modularity, adaptivity, and selforganization.

    Abstract:

    Abstract The main objective of this paper is to analyze models, techniques, algorithms and infrastructures needed to complete cooperative engagement for warships with constrained bandwidth based on the Geodetic Coordinate system. To increase the performance of maneuvering target tracking, the 2D and 3D target motion models and the observation model based on the Geodetic Coordinate system are derived. In order to cope with the target tracking and fusion problems which arise from the intense non-linearity and decentralization in a Geodetic Coordinate system, two decentralized fusion algorithms denoted as SR-UKF (TR) and SR-UKF (CI) which we developed before are used. Considering the limited bandwidth of the communication network in a battle environment, an adaptive selection scheme which captures the competitive and cooperative relations among the neighbor sensor nodes is developed for decentralized information dissemination. The simulation results show the efficiency, adaptivity and robustness of the proposed algorithms with high precision.

    Aiming at naval cooperative engagement problem, a decentralized fusion architecture based on Geodetic Coordinate system is presented. To increase the performance of maneuvering target tracking and fusion four efforts are made. Firstly, a more appropriate multiple model method is used in describing movement properties of the maneuvering warship, Secondly, the Unscented Kalman filter in an interacting multiple mode (IMM) algorithms to track the maneuvering warship is provided. Thirdly, for numerical stability problems often encountered in implementing of interactive multiple modes unscented Kalman filter, a numerical robust solution based on square root filtering is given. Fourthly, a decentralized fusion algorithm for warships is proposed. The proposed algorithm can unify tracking and fusion algorithms in short range, intermediate range and long-distance circumstances, and simplifies the system information flow for target calculation. The simulation results show the efficiency and robustness of the proposed algorithm with high precision.

    Considering the rapid development and wide popularization of space and information technology, the question what kinds of concept and techniques should be updated or introduced in the modern Geodetic Coordinate system is discussed in the paper. The following 6 elements are suggested to be the marks of a modern Geodetic Coordinate system in China, i.e. precision, cover whole Chinese territory, three dimensions, geocentric, kinematics, integrate with the international conventional reference system. It is necessary to densify GPS stations and GPS continuous operation stations in the GPS2000 network in order to have enough distributed density of Chinese Geodetic Coordinate frame. The Chinese modern Geodetic Coordinate system should provide a reliable, suitable geographical spatial fundamental reference frame for the Coordinate determination in any time, at any place of China.

    This paper deals with some issues of the Geodetic Coordinate system,of which most are related to the national Geodetic Coordinate system.It is proposed that China Geodetic Coordinate system 2000 should be realized by Coordinates and velocities of at least 2000 national level GNSS continuously operational stations and a certain amount of revisited GNSS stations for its maintenance and applications.It is identified that the updated period of a Geodetic Coordinate frame depends on the accuracy of its realization and the demands of the application concerned.Considering the requirements of 1∶1 000 scale mapping being to be met,the update period of the frame should be about 30 years.

    In this paper the problems of the national Geodetic Coordinate system are pointed out in terms of advanced character and practicability,the choices of the Coordinate systems are put forward and the adoption of a geocentric Coordinate system are proposed.Then the opinions are given on the definition and realization of geocentric Coordinate system,the constants of reference ellipsoid and the normal gravity formulas.Finally the influence of the change of Coordinate system upon the old topographic maps is studied.The main conclusions are drawn as follows:the existing national Coordinate systems have failure of their advanced character;they have increasingly failed to fit in with the needs of national economic construction and national defence construction and with the development of space technology;the geocentric Coordinate system can fulfill the scientific and practical demands of the geodesy,aerospace science and technology,geoscience study,navigation etc.;the national Coordinate system should be updated to the geocentric from the local system;the definition of the national Geodetic Coordinate system should be consistent with IERS conventions;the adopted ellipsoid and normal gravity formulas should be in common use internationally.The proposed ellipsoid and the formulas conform to these principles.Furthermore the proposed scheme of the old topographical map correction for the change of Coordinate system should be basically feasible and practical.
