    Abstract:

    Saat ini Pemerintah Kota Surabaya sudah mulai menerapkan E-Government di dalam proses bisnis pemerintahannya. Salah satu bagian dari Pemerintah Kota Surabaya yaitu bagian Bina Program telah menggunakan sistem yang mereka namakan Government Resource Management Systems (GRMS) yang dilakukan untuk perencanaan keuangan daerah Kota Surabaya. Selama berjalannya sistem GRMS tidak lepas dari sebuah insiden layanan TI. Insiden yang terjadi pada Government Resource Management Systems (GRMS) ditangani oleh admin sebagai orang pertama yang berhubungan dengan pengguna. Apabila admin tidak dapat menyelesaikannya sendiri maka admin akan meminta bantuan developer maupun Kepala Sub Bagian bagian Bina Program. Sayangnya, insiden yang masuk tidak tercatat secara teratur dan tidak terkategorisasi dengan baik sehingga admin maupun developer masih salah dalam menangani insiden dan menyebabkan insiden kembali terulang. Selain itu insiden yang dikerjakan tidak diberikan prioritas karena mereka mengakui tidak ada standar prioritas yang diberikan sehingga membuat insiden yang terlaporkan terkadang tidak terselesaikan secara maksimal Oleh sebab itu dari beberapa insiden tersebut, diperlukan SOP pada manajemen insiden GRMS. Pembuatan SOP manajemen insiden GRMS didasarkan pada analisis kondisi kekinian dan kondisi ideal berdasarkan kerangka kerja ITIL V3 serta metode analisis kesenjangan. Adapun tujuan dari tugas akhir ini adalah menghasilkan sebuah produk berupa dokumen Standard Operating Procedure (SOP) manajemen insiden berdasarkan ITIL V3 pada level service operation sesuai dengan hasil analisis kesenjangan yang diperoleh. Dengan adanya pembuatan SOP dapat menjelaskan rincian aktivitas dari proses yang dijalankan. Dengan demikian standarisasi aktivitas dapat membantu dalam pengambilan keputusan. Selain itu adanya SOP dapat meningkatkan layanan yang diberikan dan bermanfaat bagi Bina Program serta SOP yang nantinya akan dibuat akan dapat membantu organisasi dalam melakukan pengawasan secara terstruktur terhadap aktivitas dari proses yang dilakukan dan adanya standarisasi aktivitas. ============================================================ Nowadays, Surabaya Municipality has already started appliying E-Government in its administration process. One of its departments is Bagian Bina Program which has applied the system reffered to as the Government Resource Management Systems (GRMS) used for Surabaya Municipality finance planning. In the course of running the system, Government Resource Management Systems (GRMS) is always confronted with the IT service incident. The incident happening at Government Resource Management Systems (GRMS) is handled by administration staff as the first person who has a single point of contact with the user. If the administration staff as the person in charge of can’t handle it, he will ask for a help either from the developer or the sub section chief of Bagian Bina Program. Unfortunately, any incident occuring isn’t both recorded regularly and uncategorized well so that both the administration staff and the developer still miss understand in solving the incidents and it causes to reoccure. Next to that, the incidents occuring aren’t given the priority because they often admit that there’s no priority standard given so that it makes the incidents reported as sometimes not solved optimally. That is why from the above mentioned problems, Bagian Bina Program needs the develop standard operating procedure (SOP) for the Government Resource Management Systems (GRMS) incident management. The Government Resource Management Systems (GRMS) incident management standard operating procedure creation is based on the recent technical condition and the ideal technical condition based on ITIL V3 framework as well as the gap analysis method. The objective of the final project to create a product in the form of the docment of the incident management standard operating procedure (SOP) based on ITIL V3 framework on the level service operation in accordance with the gap analysis obtained. The existance of the standard operating procedure (SOP) will be able to explain the details of the activities from the process run. Thus activity standardization can help the staff in making the decision. Next to that, it can alse increase the service given and it will be useful for Bagian Bina Program and the standard operating procedure (SOP) worked out later will be able to help the organization in conducting the supervision structrually againt any activity process conducted.

    Government Resources Management System (GRMS) yang dikelola oleh bina program Pemerintah Kota Surabaya merupakan salah satu sistem informasi manajemen sumber daya pemerintahan dalam hal pengelolaan keuangan daerah yang terintegrasi. Secara berkelanjutan, pengembangan terhadap GRMS yang terus dilaksanakan guna penyempurnaan dan penyesuaian terhadap perundang-undangan dan kebutuhan pengguna akan menghasilkan suatu perubahan pada sistem. Dalam hal pengembangan aplikasi GRMS masih belum terstandarisasi sehingga terdapat poin-poin penting yang terlewatkan dalam proses pengembangan aplikasi GRMS. Dalam pengembangan aplikasi GRMS, manajemen perubahan TI diperlukan untuk mengatur dan mengelola perubahan-perubahan tersebut terhadap kondisi sebelum dan setelah dilakukannya perubahan tersebut. Untuk melakukan pengelolaan terhadap perubahan tersebut, diperlukan Standard Operating Procedure (SOP) mengenai manajemen perubahan terhadap kebutuhan aplikasi GRMS yang telah berdasarkan standar ITIL V3. Penelitian ini menggunakan metode analisis kesenjangan untuk mengetahui kesenjangan yang terdapat antara kondisi kekinian dan kondisi ekspetasi dengan kondisi ideal yang diharapkan. Kondisi ideal yang diharapkan didapatkan melalui kerangka kerja ITIL V3 mengenai manajemen perubahan. Hasil akhir dari penelitian tugas akhir ini adalah dokumen Standard Operating Procedure (SOP) mengenai manajemen perubahan terhadap kebutuhan aplikasi GRMS berdasarkan standar ITIL V3. Pembuatan dokumen SOP diharapkan dapat memberikan standarisasi terhadap kinerja Bina program dalam pengelolaan pengembangan aplikasi GRMS. ============================================================================== Government Resources Management System (GRMS) managed by the Surabaya Municipality Bina Program is one of management information system of Government Resources in term of an integrated financial management area. Continously, the development of GRMS which continue to be implemented in order to improve and adapt to the legislation and user requirement will result a change in the system. In terms of GRMS application development is still not standarized so that there are important points overlooked in the process of GRMS application development. Within the process of GRMS application development, IT change management is required to set up and manage the changes of the conditions before and after the changes have been implemented. In order to do management of the changes, standard operating procedure (SOP) about change management for GRMS application requirement is needed which is based on ITIL V3. This study uses gap analysis to determine the gap that exists between the present condition and the expected condition with the ideal condition. The ideal condition is obtained through ITIL V3 about change management. The last results of this research is the standard operating procedure (SOP) document about change management for GRMS application based on ITIL V3.. The Composing of SOP document is expected to provide a standarization to Bina Program perfomance in managing GRMS application development.

    Abstract China's primary approach to addressing poverty in its rural areas has been geographic, through the targeting of loans, grants and public works at designated 'poverty counties'. The efficacy of this approach is increasingly being called into question as China faces entrenched poverty and rising inequality despite decades of rapid economic growth. At the same time, evidence is growing that recent reforms to fiscal policy have disadvantaged poverty counties, leaving them with limited Resources with which to achieve poverty alleviation and rural service provision. This article considers how these two processes interact by explaining the pattern of Resource allocation in a national poverty county in Shanxi Province. Evidence suggests that the county Government, operating in a highly constrained fiscal environment, is betting on the strong. It concentrates Resources in villages with better existing conditions to the detriment of poorer villages who are in greater need. Such a pattern of Resource allocation amplifies existing inequalities and does little to address remaining poverty in rural China.

    Abstract:

    This study investigates the impact of users' socio-cultural orientation and religious values on Government Resource planning systems in the Kingdom of Saudi Arabia. Although many studies have been conducted on the adoption of technology in developed nations, only a few analyses have focused on the Middle Eastern region. This research fills that gap. The study developed an integrated conceptual research model based on existing technology acceptance theories, namely theory of reasoned action, technology acceptance model, unified theory of acceptance and use of technology and Hofstede's cultural dimensions theory. An online survey questionnaire was sent to 1677 employees at the Ministry of Foreign Affairs in Saudi Arabia and a total of 377 completed questionnaires were received of which 340 were considered usable, making a response rate of 22.48%. Data was analyzed using multivariate statistical analysis. The analysis finds there is a relationship between the socio-cultural and religious constructs with reference to attitude about using Government Resource planning systems. Results reveal that 55% of the variance (R2 = 0.557) of employees' attitude to the GRP application can be explained by the effect of socio-cultural and religious variables.     Abstract:

    Implementation of e-Government, in fact facilitates the relationships between Government, private, and the community, making them more efficient, effective, and productive. The ease of governance relationships through e-Government was responded well by the Surabaya City Government in order to improve services to the Government, the private sector and the public. To improve its services, city officials adopted the ERP (Enterprise Resource Planning), a kind of software that integrates all departments and functions of a company or into a computer system that can serve all the needs of the company, either from the sales department, HR, production or finance. The objective of the ERP system is to coordinate the organization's overall business. The Surabaya City Government has implemented the ERP software with the name of Government Resources Management System (GRMS). The GRMS is one of the innovations developed as a Resource management system that is integrated with the administration of bureaucratic activity from upstream to downstream (in the context of spending) that has been developed by the Government of Surabaya in order to support local financial management. The implementation of GRMS is expected to increase transparency and accountability in Government procurement, information on the state or condition of physical progress of a work and its problems, and facilitate the acknowledgement and accumulation of expenditures for each activity in the construction and implementation of activities or tasks in accordance with schedule which have been implemented. So that the desired output to meet the challenges and demands of better public services.
