    Abstract:

    This paper aims to present a conceptual framework for selecting and developing e-Government applications as part of an overall coherent strategy of e-Government Service delivery (EGSD). The framework proposed in this paper builds on and expands prior literature in the areas of e-Government and Service delivery in organizations. Specifically, the framework extends Heskett's work in Service delivery in organizations to the area of e-Government. The strategic operations management framework for EGSD developed in this paper represents a response to the need for a more strategic point of view on the electronic delivery of Government Services. The framework consists of seven building-blocks -- four basic elements: market segmentation, Service mode development, operations-strategy redesign, and Service delivery, in addition to three integrative elements: differentiation, leverage of value and alignment of strategy and system.

    Understanding consumer value is imperative in health care, as the receipt of value drives the demand for health care Services. While there is increasing research into health care that adopts an economic approach to value, this paper investigates a non-financial exchange context using an experiential approach to value, guided by social marketing thinking on behaviour change. An experiential approach is deemed more appropriate for Government health care Services that are free and preventative rather than for treatment purposes. Thus, instead of using an illness paradigm to view health-Services outcomes, the researchers applied a wellness paradigm. Data from 25 depth interviews have been analysed by the authors to demonstrate how social marketing thinking has guided the identification of six themes that represent four dimensions of value (functional, emotional, social, and altruistic) evident during the health care consumption process of a free Government Service.

    Abstract:

    Since the Great Recession, some have argued that local Governments have become ‘austerity machines’ that cut and privatize Services and undermine unions. We conducted a national survey of US municipalities in 2012 to examine how Service provision level and delivery methods are related to local stress and capacity, controlling for community need and place characteristics. We find that local Governments are balancing the pressures of stress with community needs. They use alternative revenue sources and Service delivery methods (privatization and cooperation) to maintain Services. Unionization is not a barrier to innovation. Further, we find that ethnically diverse suburbs are providing more Services than other suburbs, thus acting more like metro core cities. We find that the Great Recession has not dramatically shifted local Government behaviour to a ‘new normal’ of fiscal austerity. Instead, we find municipalities practising ‘pragmatic municipalism’ to maintain their public role.

    Abstract:

    ABSTRACTLocal Governments explore alternative delivery strategies for their Service portfolios by engaging both private markets of for-profit firms and public markets of interGovernmental agreements. This study investigates the critical role of professionally structured local Governments in selecting between these alternative markets. The analysis of national data on U.S. local Government for the year 2007 includes new measures of management motivators and obstacles to contract with both for-profit and interGovernmental agents, as well as new measures for transaction cost, citizen interest, and market competition for the full portfolio of Services provided by local Governments. The study finds that council-manager Governments are more responsive to market competition and citizen interest, and manage political motivation and opposition by exploring alternative forms of Service delivery.     Abstract:

    The last decades of the 20th century witnessed a profound experiment to increase the role of markets in local Government Service delivery. However, that experiment has failed to deliver adequately on efficiency, equity or voice criteria. This has led to reversals. But this reverse privatization process is not a return to the direct public monopoly delivery model of old. Instead it heralds the emergence of a new balanced position which combines use of markets, deliberation and planning to reach decisions which may be both efficient and more socially optimal.
