    Abstract:

    In line with sustainable development path, electrification with the aid of renewable energy resources is a key element for the developing countries. Cambodia with almost 85% rural population is one of the countries with high renewable energy resources but at the same time has a low installed capacity. In the context of this study, the potential and status of sustainable energy generation in Cambodia are studied in detail. The renewable energy policies, strategies and programs are investigated, and the implemented projects based on the determined policies are reviewed. Considering the existing Governmental Policy of enabling 70% of rural households to reach reliable electricity services by 2030, the renewable energy resources are found as the best option for rural electrification. The economic, regulatory, financial and institutional barriers are shown as the main cause of the significant deviation between the potential and installed capacity. It is essential to overcome the challenges in order to achieve a sustainable development in rural electrification in Cambodia.

    Abstract:

    We developed a comprehensive econometric model to study the long-term outlook of Malaysia's economy, energy and environment to 2030. Our projections under the reference scenario indicated that Malaysia's gross domestic production (GDP) is expected to average 4.6% from 2004 to 2030, and total primary energy consumption will triple by 2030. Coal import will increase following Governmental Policy of intensifying its use for power generation. Oil import is predicted to take place by 2013 and reach 45 Mtoe in 2030. Hence, in the near future, Malaysia's energy import dependency will rise. Carbon emissions will triple by 2030. On the other hand, our projections under an alternative renewable energy (RE) scenario showed that the utilization of RE is a strategic option to improve the long-term energy security and environmental performance of Malaysia. However, substantial Governmental involvements and support, as well as the establishment of a regulatory framework are necessary.

    Abstract:

    This Policy and practice note describes and discusses two recent decisions by the District Court in Amsterdam regarding the applicability of YouTube’s and Facebook’s Community Guidelines on COVID-19 misinformation. The decisions (Cafe Weltschmerz /YouTube and Smart Exit/Facebook) illustrate the tense intersection between, on the one hand, the possibility to express critique on the government’s Policy to fight the outbreak of COVID-19 in the Netherlands, and on the other hand, the prevention of (dis)information with the potential to harm public health. The author will point out that the two decisions, although covering merely the same subject matter, differ significantly in argumentation regarding the (scope of the) application of the freedom of expression. Analysing this divergence in argumentation will show that the root of the difference can be traced back to a different valuation of the role of the online platforms regarding the dissemination of speech. A debate on this divergence is needed to prevent inconsistency in future decisions and contributes to the broader discussion on content regulation in the European Union.

    Abstract:

    Many manufacturers and retailers have cooperated for low-carbon production in various industries. This study examines the role of consumers’ low-carbon preference in this cooperation. We construct four scenarios to investigate the effects of consumers’ low-carbon preference on the market equilibrium of supply chains’ product selection strategy. Based on the game theoretic models, optimal solutions for the two supply chains are derived with different consumers’ preference for low-carbon products. Through the discussion, we uncovered the influence of consumers’ preference on price and demand and the relationship between the influence coefficient of retailers’ promotional effort on consumers’ utility and retailer profits. In addition, given the increase of government’s low-carbon production subsidy, two supply chains will both more likely choose low-carbon production. Interestingly, under the government subsidy, the profit of manufacturer will increase or decrease more than its retailer and the market structure will not change if the two supply chains have chosen low-carbon production.
