    Safety management systems are key to logical, cost-effective, comprehensive Highway Safety improvements. The underlying premise of such systems is that the number and severity of traffic accidents can be reduced by making Highway Safety an integral part of daily operations at state and local transportation agencies. That is, Safety should be considered in the planning, design, and construction stages, and requires coordination and communication. This article describes the components of a good Safety management system, the costs associated with data management and implementation, and the limitations of such systems. A sidebar gives an historic perspective on Safety management systems.

    Part of the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 requires that each state develop, establish, and implement a system to manage Highway Safety. The goal is to reduce the number and severity of motor vehicle crashes. This article describes the program requirements, which are designed to provide flexibility to states based on varying Highway Safety problems. The article states that prevention is the key in designing appropriate Highway Safety management systems.

  • AN EXPERT SYSTEM FOR Highway Safety ANALYSIS ADVISING

    Abstract:

    This report describes the development of an expert system called Rural Highway Safety Advisor (RITA) which is expected to expedite and standardize the conduct of Highway Safety analysis in the central and district offices of the Ohio Department of Transportation (ODOT). RITA is an advisory knowledge-based expert system which codified within its knowledge base the procedures, techniques, and rules of thumb (heuristic) involved in the process of conducting Highway Safety analysis for rural (a) signalized intersections, (b) unsignalized intersections, and (c) non-intersections (Highway segments). A panel of Safety experts from ODOT with a cumulative experience of more than 100 years worked with the developers of the system to assure that the knowledge base was of the highest quality. RITA consists of the following four modules: (1) Preliminary Investigation, (2) Accident Analysis, (3) Suggest Engineering Studies, and (4) Suggest Feasible Countermeasures. The user can generate an individual report for each module or a combined report for all modules. A tutorial and a User's Guide are available for reference.

  • Framework for Highway Safety Mitigation: The Utah Experience

    Safety has always been an important component in the planning, design, and operation of Highways. A framework for Highway Safety mitigation is outlined in this paper that provides a logical and comprehensive context within which efforts to improve Highway Safety can be made. This framework incorporates predictive methods of Highway Safety analysis to allow transportation officials to proactively improve the Safety of the transportation system. This framework has been developed around the Roadway Safety Management Process contained in the Highway Safety Manual (HSM) and has six primary steps: 1) Network Screening, 2) Diagnosis, 3) Countermeasure Selection, 4) Economic Appraisal, 5) Project Prioritization, and 6) Effectiveness Evaluation. In addition to methods used in the HSM, alternative methods of predictive Highway Safety analysis are discussed in context of their application. This framework for Safety mitigation can be applicable to transportation agencies worldwide to maximize benefits resulting from Highway Safety investment.

    Safety has always been an important component in the planning, design, and operation of Highways. In an effort to reduce crashes occurring on Highway facilities, the Safe, Accountable, Flexible, and Efficient Transportation Equity Act - A Legacy for Users of 2005 established a new Highway Safety Improvement Program that encourages the integration of Safety into the decision-making process and facilitates the expenditure of funds for Highway Safety improvement. A framework for Highway Safety mitigation is outlined in this report that provides a logical and comprehensive context within which efforts to improve Highway Safety can be made. This framework has been developed around the Roadway Safety Management Process contained in the Highway Safety Manual and has six primary steps: 1) Network Screening; 2) Diagnosis; 3) Countermeasure Selection; 4) Economic Appraisal; 5) Project Prioritization; and 6) Effectiveness Evaluation. The application of this framework and the predictive methods of Safety analysis it entails requires familiarity with the latest advances in Highway Safety research and practices. Therefore, recommendations on Safety workforce development are presented along with a summary of possible training resources. The framework for Highway Safety mitigation and Safety workforce development recommendations provided in this report are part of an ongoing effort to improve Highway Safety across the state of Utah and will play an important role in training the next generation of Safety experts that will be able to meet the Highway Safety needs of tomorrow.
