    Abstract:

    In the face of rapid economic development, population growth, people increasing needs and changing lifestyles, most Historic centers in the Gulf have experienced problems in making the necessary adjustment and adaptation to the present needs and changes. This paper examines the role of urban regeneration in revitalizing redundant Historic areas and how they can be used to reinforce their Cities urban identities. This study is based on the case study approach by focusing on the urban regeneration of Msheireb in old Doha, Qatar. Since the project is not yet completed, this paper will focus on the physical aspects of urban identity rather than its social dimensions. The empirical investigation used a comprehensive fieldwork undertaken through several site visits. This paper argues that one way of rediscovering the urban identity of the city of Doha is to go back to its first roots and try to sustain them in face of the emerging global environments. Through the Msheireb urban regeneration project, this paper explores a new experience in Qatar and the Gulf in creating a new urban identity inspired from the past

    Abstract:

    The Sustainable Development Goals (SDGs) of the United Nations state that Cities and human settlements need to be more inclusive, safe and resilient. In Europe Cities have experienced dramatic physical, social and economic changes during the last decades while Historic centres of European Cities, among the most important assets of the European cultural heritage, are living paradoxes. They are defined as “a collection of beauty, icon of well-being, model of sustainability, but abandoned”. This study investigates the changes in the urban landscape of Nicosia, a particular Historical centre in the Mediterranean region (Cyprus). The city centre is characterised by exceptionally well-preserved Venetian fortifications. Due to political circumstances, the capital of Cyprus, Nicosia, is still divided and has been ruled by two different administrations for several decades. This study used optical multi-spectral satellite datasets processing, like the Landsat and the most recent Sentinel-2 products, to detect, identify and characterise significant morphological transformations within the walled city and around it. This paper’s central thesis promotes a more systematic use of earth observation products and derivatives in decision-making processes that regard planning, use and management of urban resources in Europe, especially in support of urban planning strategies of Historic Cities.

    Abstract:

    Earth observation (EO) technologies and products are traditionally providing an extremely important contribution to a more efficient management of built areas and people during emergencies. Their employment could be extremely useful in monitoring and risk assessment of protected monument and sites situated in potentially vulnerable areas such as costal zones. Change detection has a crucial role in such activities, especially in case of hazardous events—on one side, this method can provide inputs in the phases of risk assessment and rapid mapping for immediate response; on the other side, over prolonged periods of time after the event, change detection can be used for purposes of option analysis of technical solutions and for overall recovery planning of the site. Workflow proposed is based on the use of Copernicus Sentinel-2 data to provide the comparison of changes occurring during extreme flooding events of river Centa, Liguria. Firstly, an investigation of NDVI and NDWI of the extreme flooding event occurring in November 2019 was conducted. The event was then put in correlation with another previously studied flooding hazard occurring in 2016 in the same area that has caused severe damages to the archaeological remains of the medieval church of San Clemente, situated within the Centa riverbed. In conclusion, the results from both years have been compared with ground truth data of topographic database in order to observe the extension of the flooded area and to provide contribution to the monitoring activities. The aim of the research was to offer some novel insight for a more informed decision-making during the risk assessment, risk management and resilience phases regarding the vulnerable built heritage sites found in coastal areas.

    Abstract:

    In recent years, finding affordable housing has been a notable challenge for the residents of Historic Cities in Europe. This paper aims to develop a novel vision for improving housing policies in the post-COVID time to moderate the long-lasting issue of affordable housing in Historic Cities. The research was developed based on the findings of the Atlas World Heritage in 2019. In this project, five European Art Cities, namely Florence, Edinburgh, Bordeaux, Porto, and Santiago de Compostela, discussed their common management challenges through the shared learning method. Focusing on the case study of Florence and using a mixed-method, we collected data through the municipality of Florence, map analysis, and distribution of a questionnaire among the city residents. Then, we used inductive reasoning to explain how reforming housing policies in the post-COVID time could moderate the long-lasting issue of affordable housing in Historic Cities. The findings suggest that housing policies need to be supported simultaneously at both international and local levels. From the international perspective, associated cultural heritage organizations, like United Nations Educational, Scientific and Cultural Organization (UNESCO) and its advisory bodies and the World Tourism Organization (UNWTO), need to develop restriction policies that manage tourism flows in Historic Cities like increasing the airline taxation. At the local level, Florence needs decisive housing policies that ban the growth of illegal tourist accommodation in the city. However, the privilege of establishing new hotels can be awarded in suburban or rural areas to support sustainable tourism goals.

    Abstract:

    Given the globalisation and free movement of capital and people, global Cities compete with others not only as tourist destinations but also for the attraction of investors, skilled labour and well-educated citizens. In this research, the image of the Historic city of Florence is investigated from the perspective of tourists and residents to assess the feasibility of joining Historic Cities to the global world. The sample size included 384 people who were randomly selected in the Historic centre of Florence and answered the research questionnaire. The data was then analysed by descriptive statistics and logistic regression test. The findings show that although appropriate environmental qualities have made Florence highly successful in attracting tourists, what can promote the sustainability level of this Historic city in the globalisation era is the organisation of urban planning in order to gain a part of global economic and human capital by creating the precise and unique image of the city.
