    The History of Libraries is divided in two parts: one is the History of the Library, the other is the History of Libraries. The first one have to give a definition of the Library, find the origins and highlight the processes of growth and development. The second one have to tell the History of the most important and relevant Libraries and of their influences on the evolution of a society or a nation. In this sense, the library has a high value when it is a valuable support to a job or a scientific activity. The bibliographic collection determines the quality of a library, and this quality is strictly connected to the selection of books. The bibliographic selection, in fact, when it is the result of a deliberate choice, creates a collection highly representative of the books at the time, giving to the scholar a faithful historical representation of the bibliographic reality and its relationships with the coeval cultural and scientific context. The great Libraries created according to this accurate bibliographic selection permit to do a real History of Libraries, because of their highly representative collections and   the cultural and scientific context of their development. For these reasons, the Libraries have to possess two requirements in order to be worthy of historical attention: a clear and unequivocal bibliographic bond that bind all the books of the collections  and a number of books enough elevate to constitute a representative view of the bibliographical reality at the time.

    Information is a form of social capital, and information institutions of all sorts are disseminators of the cultures in which they arise. Therefore it is important also to understand the culture of the institutions themselves. Libraries, museums, archives, and repositories of knowledge artifacts have existed as long as societies have considered themselves organized. History demonstrates how such institutions have evolved from simple repositories to service providers. The introduction of scientific method applied to the problems of information service helped information workers move up a social ladder from custodians of artifacts to valued professionals. The evolution of ever more sophisticated information technologies accompanied the evolution of the discipline to the complex, interdisciplinary status it enjoys today.

    The article provides a brief overview of the History of the beginning and development of Libraries: from the oldest library of Ashurbanipal, in whose collection books were clay cuneiform tablets to the recognized world’s best multifunctional city library of Helsinki with modern equipment. The author hadn’t task to create a detailed chronology of the History of Libraries development. Author focused on not only to public Libraries, but also to University Libraries, since University Libraries have always been the flagships of librarianship. The important role of national Libraries in the formation of statehood is mentioned. The websites of the MSU Scientific Library, the Russian National Library, and the Central City Library of Helsinki Oodi (Finland) were analyzed. The influence of the invention of printing on Libraries is noted. The History of library’s functions expansion is considered: from the function of protection book heritage to the function of support of readers. The role and significance of the library in educating the masses is noted. The author mentions the ideological component of educational activities of Libraries in Soviet Russia. The author speaks about the serious impact of global technological changes that took place in the XXI century and the introduction of digital technologies in library’s activities, and the search for new forms of library’s work. Conclusions were drawn about the direction in which Libraries are being transformed as a socio- cultural institution. Author relied on the scientific works of Boris F. Volodin, Alexey G. Glukhov and other researchers in this field, while preparing this article.
