    Abstract:

    Management of technology implementation has been a critical challenge to organizations, public or private. In particular, user acceptance is paramount to the ultimate success of a newly implemented technology in adopting organizations. This study examined acceptance of COPLINK, a suite of IT applications designed to support Law enforcement officers' analyses of criminal activities. We developed a factor model that explains or predicts Individual officers' acceptance decision-making and empirically tested this model using a survey study that involved more than 280 police officers. Overall, our model shows a reasonably good fit to officers' acceptance assessments and exhibits satisfactory explanatory power. Our analysis suggests a prominent core influence path from efficiency gain to perceived usefulness and then to intention to accept. Subjective norm also appears to have a significant effect on user acceptance through the mediation of perceived usefulness. Several managerial implications derived from our study findings are also discussed.

    Abstract:

    This study purports to develop and empirically examine a model for explaining technology acceptance decisions by Individual Law enforcement officers. Specifically, we describe the research model and hypotheses, detail our study design, and highlight important results from a pretest study that included 42 detectives and police officers from the Tucson Police Department (TPD). Based on the pretest results, our survey instrument exhibited satisfactory validity and reliability. A large-scale empirical examination of the proposed model is currently under way, targeting several hundred police officers and detectives at TPD. Results expected from this large-scale survey will contribute to technology acceptance/adoption research, particularly in Law enforcement settings. In addition, findings anticipated from the study will also shed lights on the probable areas that hinder technology acceptance/use, thus providing a necessary foundation upon which effective implementation management strategies and organization intervention mechanisms can be developed to foster technology acceptance and use by Individual Law enforcement personnel.

    New data on Individual Law firms and attorneys is used to examine the effects of professional licensing restrictions and market forces on prices of legal services. The data allow detailed testing of the hypothesis that licensing restrictions serve to increase the price of professional services as well as the incomes of those providing these services. In general, little support is found for this hypothesis. Instead, the estimates show that market forces are most important in explaining variations in prices and attorney incomes.

    Abstract:

    General reinforcement learning is a powerful framework for artificial intelligence that has seen much theoretical progress since introduced fifteen years ago. We have previously provided guarantees for cases with finitely many possible environments. Though the results are the best possible in general, a linear dependence on the size of the hypothesis class renders them impractical. However, we dramatically improved on these by introducing the concept of environments generated by combining Laws. The bounds are then linear in the number of Laws needed to generate the environment class. This number is identified as a natural complexity measure for classes of environments. The Individual Law might only predict some feature factorization and only in some contexts localization. We here extend previous deterministic results to the important stochastic setting.
