Cleaner production and Industrial ecosystems, a Dutch experience
Journal of Cleaner Production, 1998Co-Authors: Leo BaasAbstract:This article opens briefly with the recent discussions about the effectiveness of pollution prevention. As pollution prevention and cleaner production are important elements of Industrial ecology, the different definitions and approaches of Industrial ecology as a term also need clarity. The major part of this article reflects the first results of the cleaner production and Industrial ecology concepts, applied in an Industrial ecosystem project (INES) in the Rotterdam harbour area. In this Industrial area with many refineries and (petro)chemical facilities, the possibilities for companies to reuse waste streams, by-products and energy from each other was researched. The project was initiated by an Industrial Association. Sixty-nine members of the Industrial Association joined the INES project and provided confidential information about their resources, products and waste streams to the research team. Based on this information, 15 projects were designed. The selected three projects for further feasibility studies showed the potency to reduce the use of energy, water and bio sludge significantly.

This study seeks to identify relationships between the application of specific systems engineering practices on development projects, and the performance of those projects, as measured by their satisfaction of budget, schedule, and technical requirements.

The survey population consisted of projects and programs executed by system developers reached through the National Defense Industrial Association Systems Engineering Division (NDIA-SED), the Institute of Electrical and Electronics Engineers Aerospace and Electronic Systems Society (IEEE-AESS), and the International Council on Systems Engineering (INCOSE). Analysis of survey responses revealed strong statistical relationships between project performance and several categories of specific SE best practices. The survey results show notable differences in the relationship between SE best practices and performance between more challenging and less challenging projects. The statistical relationship with project performance is quite strong for survey data of this kind when both SE capability and project challenge are considered together.

The survey population consisted of projects and programs executed by defense contractors who are members of the Systems Engineering Division (SED) of the National Defense Industrial Association (NDlA). The deployment of SE practices on a project or program was measured through the availability and characteristics of specific SE-related work products. Project Performance was measured through typically available project measures of cost performance schedule performance and scope performance. Additional project and program information such as project size project domain and other data was also collected to aid in characterizing the respondent's project. Analysis of the survey responses revealed moderately strong statistical relationships between Project Performance and several categorizations of specific of SE best practices. Notably stronger relationships are apparent by combining the effects of more than one the best practices categories. Of course, Systems Engineering Capability alone does not ensure outstanding Project Performance. The survey results show notable differences in the relationship between SE best practices and performance between more challenging as compared to less challenging projects. The statistical relationship between Project Performance and the combination of SE Capability and Project Challenge is quite strong tor survey data of this type.

Supporting the emergence of knowledge communities in Industrial Association groups in the construction sector

The generic architecture of the supporting system (Knowledge Community Support - KCS and Customer Needs Management - CNM) is described, in terms of information and knowledgemanagement, community building facilities and semantic resources management. The Know-Construct project decided to re-use, as far as possible, existing ontologies, classification systems and othersemantic resources to develop a system for the integration, management and reuse of the area specific knowledge. Part of the paper describes the approach followed, as well the lessons learned. The finalpart of the paper depicts the approach to the actual introduction of the system in the community
