Risky Business: Sustainability and Industrial Land Use across Seattle’s Gentrifying Riskscape

Drawing on the perspective of sustainability as a conflicted process, this research explored the intersections of urban Industrial and nonIndustrial Land Use planning, gentrification, and environmental injustice. In the first part of our research, we combine geographic cluster analysis and longitudinal air toxic emission comparisons to quantitatively investigate socioeconomic changes in Seattle Census block-groups between 1990, 2000, and 2009 coupled with measures of pollution volume and its relative potential risk. Second, we qualitatively examine Seattle’s historical Land Use policies and planning and the growing tension between Industrial and nonIndustrial Land Use. The gentrification, green cities, and growth management conflicts embedded within sustainability/livability lead to pollution exposure risk and socioeconomic vulnerability converging in the same areas and reveal one of Seattle’s significant environmental challenges. Our mixed-method approach can guide future urban sustainability studies to more effectively examine the connections between Land Use planning, Industrial displacement, and environmental injustice. Our results also help sustainable development practitioners recognize that a more just sustainability in Seattle and beyond will require more planning and policy attention to mitigate obscured Industrial Land Use conflicts.

Spatial-temporal disparities, saving potential and influential factors of Industrial Land Use efficiency: A case study in urban agglomeration in the middle reaches of the Yangtze River
Land Use Policy, 2018Co-Authors: Hualin Xie, Fucai Lu, Qianru Chen, Qing Wu, Wei WangAbstract:Based on the sequential generalized directional distance function (SGDDF) and Metafrontier non-radial Malmquist index (MNMI), the dynamic changes, saving potential, efficiency decompositions, and influencing factors of Industrial Land Use efficiency are analyzed. This paper is a case study on the urban agglomeration in the middle reaches of the Yangtze River focusing on the years between 2003 and 2012. The results show that (1) potential for significant improvement in Industrial Land Use efficiency exists, and the saving potential of Industrial Land shows a rising trend. With the least saving potential, the Poyang Lake city group enjoys the highest efficiency. With the greatest saving potential, the efficiency in Wuhan city group is the lowest. (2) A positive catch-up effect and technological progress can be observed in Industrial Land Use efficiency in the examined region, but the lack of technology innovators inhibits the promotion of Industrial Land Use technology. (3) The analysis of the influencing factors shows that the relationship between per capita GDP and Industrial Land Use efficiency follows an “N” shape. With the further economic development, Industrial Land Use efficiency will decline slightly. Enhancing Industrialization and Land investment policies is thus conducive to increasing Industrial Land Use efficiency, while Industrial labor surplus and the governance of “Land Finance” have the opposite effect. Specific countermeasures to promote Industrial Land Use efficiency are as follows: optimize Industrial structure and improve labor skills; expand local Industrial economy size properly to absorb surplus labor; perfect the Land circulation system, and give full play to the resource allocation function of the Land market; promote cross-regional flow of production factors; and strengthen regional cooperation among cities in the middle reaches of the Yangtze River.

Measuring the Total-Factor Carbon Emission Performance of Industrial Land Use in China Based on the Global Directional Distance Function and Non-Radial Luenberger Productivity Index

Therefore, a detailed analysis of the carbon emission performance of Industrial Land Use is necessary for making reasonable carbon reduction policies that promote the sustainable Use of Industrial Land. This paper aims to analyze the dynamic changes in the total-factor carbon emission performance of Industrial Land Use (TCPIL) in China by applying a global directional distance function (DDF) and non-radial Luenberger productivity index. The empirical results show that the eastern region enjoys better TCPIL than the central and western regions, but the regional gaps in TCPIL are narrowing. The growth in NLCPILs (non-radial Luenberger carbon emission performance of Industrial Land Use) in the eastern and central regions is mainly driven by technological progress, whereas efficiency improvements contribute more to the growth of NLCPIL in the western region. The provinces in the eastern region have the most innovative and environmentally-friendly production technologies. The results of the analysis of the influencing factors show implications for improving the NLCPIL, including more investment in Industrial research and development (R&D), the implementation of carbon emission reduction policies, reduction in the Use of fossil energy, especially coal, in the process of Industrial production, actively learning about foreign advanced technology, properly solving the problem of surplus labor in industry and the expansion of Industrial development.

Spatiotemporal differences and convergence of urban Industrial Land Use efficiency for China’s major economic zones

Then, we analyze the dynamic changes in the urban Industrial Land’s total factor productivity (UILTFP) by using the Malmquist productivity index approach, and we examine the UILTFP’s convergence. The results show that the Pearl River Delta and the Yangtze River Delta have a higher UILUEs but show downward trends in UILTFPs. The other four zones, Beijing-Tianjin-Hebei, Chengdu-Chongqing, Guanzhong-Tianshui and the Central Plains, show poorer UILUEs but have upward trends in UILTFPs. A significant excess supply of Industrial Land and labor exists in all six zones, and the zones in economically developed areas perform better in Industrial output. The results of the convergence test do not support σ-convergence but support conditional β-convergence for all zones. These results indicate that the gaps in the UILTFP of Industrial Land in all six zones, in fact, do not narrow, and the UILTFPs of cities will converge to their own steady states. The regression results of the influencing factors show that the urbanization rate should be increased in the Pearl River Delta and reduced in Beijing- Tianjin-Hebei. The Yangtze River Delta and Chengdu-Chongqing should pay more attention to the problem of Industrial labor surplus, and the Pearl River Delta should reduce the proportion of Industrial output. All zones should focus on improving the quality of the Industrial economy and the Land Use intensity.

Agglomeration or dispersion? Industrial Land-Use pattern and its impacts in rural areas from China's township and village enterprises perspective

Optimal rural Industrial Land Use distribution provides a spatial foundation for sustainable development in rural areas. Moreover, the importance of appropriate rural Industrial Land Use adjustment is evident in rural spatial restructuring. This paper investigates rural Industrial Land Use patterns and its impact on rural areas in Pinggu District of Beijing based on a combined method of “Landscape indices” and the “geospatial analysis.” Subsequently, this paper proposes a rural Industrial Land Use adjustment. The results show that according to the relevance of township and village enterprises (TVEs) to rural development, rural Industrial Land can be classified as rural industry Land (RI-Land) and non-rural industry Land (NI-Land). “Small scale, spontaneous dispersion” is the overall rural Industrial Land Use pattern in China, and the spatial patterns between the two types of rural Industrial Land are quite different: the pattern “dispersion inside rural settlements” is usually observed in RI-Land, while “agglomeration around regional central towns” and “linear sprawl” are common on NI-Land. Considering the peculiarity of TVEs, the dispersion for RI-Land is designed to absorb the surplus labor and raw materials nearby in the countryside to enhance their output-efficiency, whereas the agglomeration for NI-Land is to pursue the efficiency of agglomeration economies. This paper also revealed that current disperse rural Industrial Land Use pattern has generated polluting effects on the environment. Therefore, following the “classification principle,” rural Industrial Land Use adjustment should not merely pursue economic efficiency and agglomeration efficiency but should also engage in labor absorptivity and environmental benefits. The formation and development of rural Industrial Land in China is quite different from traditional Industrial Land; these differences are largely attributed to their unique driving mechanisms and historical backgrounds. In particular, the traditional Theories of the Location of Industries directed by “agglomeration,” are unsuitable for rural Industrial Land in China. Therefore, the results in this paper can help form a basis for sustainable planning of rural Industrial Land and contribute to rural transformation development in China.
