Validating the “Seven Functions” Model of Technological Innovations Systems Theory with Industry Stakeholders—A Review from UK Offshore Renewables

BroadbentAbstract:Technological Innovation Systems theory, and its “functions” framework, have demonstrated their value as tools for exploring socio-technological transitions. Although the “seven functions” model has demonstrated its academic value across a vast literature, there have been few attempts to explore the model through the lens of Industry Stakeholder opinion. We believe that involving a relevant Stakeholder group offers the potential for validating this approach, and even potentially enriching it. This research aims to address that shortfall. In 32 interviews with senior participants in the UK offshore wind, tidal stream and wave sectors and associated supply chain, policy makers, support organisations and other Stakeholders, the validity of the seven well-established “Hekkert” functions was tested. The research found that the interviewees confirmed that all seven functions were necessary in characterising the emergence of the focal technologies, and analysis of the interviews allowed the definition and scope of each function to be enriched. The research also found that an additional function—defined as “Demonstrating Value”—was helpful in providing a more complete description of technology emergence. This function is defined and appropriate metrics for it are discussed. The authors suggest that this proposed enrichment of the “functions” model may provide a greater understanding of socio-technological transitions in the face of volatile external contextual factors, whose importance the current COVID pandemic has made all too obvious.

This paper analyses approaches to ethical trade in the South African wine Industry through a case study of the Wine and Agricultural Ethical Trade Association (wieta). It examines factors influencing wieta, including the legacies of colonialism and apartheid, its relationship with post-apartheid restructuring and legislation, and the role of international retailers. wieta's impact within the wine Industry, Stakeholder perceptions, and improvements in on-farm standards are explored. The paper illustrates how these impacts are mediated by political and economic factors operating at various scales, and by the contradictions of improving working conditions within free market globalisation. ESEM - An Industry perspective to comparing the SQALE and quamoco software quality models
2017 ACM IEEE International Symposium on Empirical Software Engineering and Measurement (ESEM), 2017Co-Authors: Clemente Izurieta, Isaac Griffith, Chris HuvaereAbstract:Context: We investigate the different perceptions of quality provided by leading operational quality models when used to evaluate software systems from an Industry perspective. Goal: To compare and evaluate the quality assessments of two competing quality models and to develop an extensible solution to meet the quality assurance measurement needs of an Industry Stakeholder -The Construction Engineering Research Laboratory (CERL). Method: In cooperation with our Industry partner TechLink, we operationalize the Quamoco quality model and employ a multiple case study design comparing the results of Quamoco and SQALE, two implementations of well known quality models. The study is conducted across current versions of several open source software projects sampled from GitHub and commercial software for sustainment management systems implemented in the C# language from our Industry partner. Each project represents a separate embedded unit of study in a given context -open source or commercial. We employ inter-rater agreement and correlation analysis to compare the results of both models, focusing on Maintainability, Reliability, and Security assessments. Results: Our observations suggest that there is a significant disconnect between the assessments of quality under both quality models. Conclusion: In order to support Industry adoption, additional work is required to bring competing implementations of quality models into alignment. This exploratory case study helps us shed light into this problem.
