    Abstract:

    Companies are increasingly using social media to communicate with consumers, and the content of those media affects consumer decision making. We investigate the adoption of new communication media (social media, mobile apps, email alerts, etc.) by companies to disclose company news to consumers and investors. Using a cluster analysis, we group companies either into a cluster with high adoption of new media or into one with low adoption, based on their use of new media for Disclosure. We find that a company's voluntary Information Disclosure on social media is positively related to its adoption level of new media. Our findings suggest that the engagement of Information Disclosure on new media increases a company's influence and reach. This work studies Information Disclosure on social media from the perspective of companies rather than consumers. Information Systems (IS) literature focuses on User Generated Content (UGC) on social media and examines the value of social media content provided by users. This study considers how companies disclose or disseminate Information on social media, i.e., Enterprise Generated Content (EGC), thus it differs from the existing social media literature.This work studies the cutting-edge communication mediums and social media for Disclosure. Traditional mediums, such as official SEC reports or government filings, are widely studied in the literature of voluntary Information Disclosure. New technologies are increasingly made available for the use of Information diffusion, for instance, RSS (Rich Site Summary), email alerts, mobile apps, social media platforms, etc. However, new communication mediums for Information dissemination including social media have not been studied yet. We examine new mediums for Information Disclosure.We cluster companies into two groups based on their adoption of new mediums (social media, mobile apps, RSS, email alerts, etc.) for Disclosure. Companies selected for this study are randomly chosen from the Information industry and the manufacturing industry based on North American Industry Classification System (NAICS). We find that companies in the Information industry are not necessarily advanced in the adoption of new mediums for Disclosure and the amount of news released through social media. Our analysis clusters companies into either the group with high adoption level or the one with low adoption level regardless of their NAICS industry classification. We find that the companies in the high adoption group embrace more audience on social media and are leading in the intensity of Information Disclosure on social media.We show that voluntary Information Disclosure on social media is determined by the level of new media adoption and other factors such as Information environment, Information asymmetry, and firm's profitability. We find that a company's adoption level affects its intensity of Information Disclosure on social media. In addition, when a new medium becomes widely adopted and more popular for Disclosure, voluntary Information Disclosure on the medium starts to catch the pattern of voluntary Information Disclosure on traditional filings and reports. Voluntary Information Disclosure on the medium can be explained by the determinants of voluntary Information Disclosure on traditional mediums (e.g., SEC filings or reports).

    Given its past as a so-called Information-poor and authoritarian country, China has recently made remarkable progress in Information Disclosure and environmental transparency. Since enacting the Open Government Information Regulations and the Environmental Information Disclosure Measures in 2008, China has advanced the actual amount of environmental Information disclosed to civil society actors, the diversification and pluralism of environmental Information suppliers and users, and the diversification in the methods of transparency and Disclosure. This has significantly changed environmental governance in China. In practice, however, practical and more fundamental problems and limitations in environmental Information Disclosure continue to exist in China. Moreover, it is not yet clear what the actual effect of Information Disclosure is on environmental pollution reduction and environmental quality.

    Entering the twenty-first century, China has been the site of many serious environmental disasters and accidents. These have strengthened the call for the establishment of an environmental risk management system and for the development of new policies to effectively manage risk. Among the new policies in China’s environmental risk management strategy are pollution insurance and Information Disclosure. This paper explores Information Disclosure policies through the implementation of the Environmental Information Disclosure Decree by governmental authorities and companies. In both 2008 and 2010, we reviewed the websites of the Ministry of Environmental Protection and all 31 provincial Environmental Protection Bureaus, conducted experiments in requesting Information Disclosure, and held interviews with all provincial Environmental Protection Bureaus. We conclude that the implementation of the Environmental Information Disclosure Decree is improving but still far from widespread, full and effective. The lack of enforcement and the ambiguity of some clauses in the decree give provincial environmental agencies great discretion to avoid Disclosure and discourages enforcement of company environmental Information Disclosure. Implementation shortcomings of the decree are also related to the longstanding closeness, secrecy and monopoly of Information in China’s political system.

    China’s 2007 Open Government Information Regulations is widely considered as a milestone in the country’s Information policy history and is praised as a ‘sunshine program’. The Environmental Information Disclosure Decree was the first to operationalize these general regulations into a sectoral Information Disclosure system on environment. This study assessed the implementation of the environmental Information Disclosure system about six months after the Decree took e ect on May 1, 2008. Through reviewing the websites of all 31 provincial Environmental Protection Bureaus and the Ministry of Environmental Protection, conducting an experiment with actual Information Disclosure request, and through interviews with all provincial Environmental Protection Bureaus, this article concluded that the implementation of the environmental Information Disclosure system still falls short. Future improvements should focus on further publicity of the regulations and decree to enhance public participation, the establishment of an independent evaluation and supervision system for Information Disclosure, the exchange of experiences and best practices among provincial Environmental Protection Bureaus, and on strengthening the legal status of environmental Information Disclosure.

    Environmental Information Disclosure is seen as a creative approach in environmental governance worldwide.Environmental Information Disclosure Decree 2008(EIDD) was regarded as a milestone of right-to-know and public participation in environmental protection in China.Environmental Information Disclosure can improve the intercommunication between the government and public,and also speed up the transition from conventional government-dominated environmental regulation to a more transparent and modern environmental governance system in China.Aiming to explore the effectiveness of EIDD implementation by environmental agencies,this study conducted the website interviews,the practical Information Disclosure requests,and telephone interviews with officers from environmental agencies in 31 provinces,5 cities with independent budgetary status,and 27 provincial capital cities in 2010.It is concluded that the implementation of the Environmental Information Disclosure system has been improving over past two years but still far from being widespread,full and effective.The lack of enforcement and the ambiguity of some clauses in EIDD give environmental agencies great discretion to avoid Disclosure and discourage enforcement of environmental Information Disclosure.
