    Abstract:

    Abstract This paper examines the how new manufacturing firms choose locations in response to the Environmental Regulations in Jiangsu, China. In particular, we utilize three representative measures of the Environmental Regulations to test the consistence of the Pollution Haven Hypothesis (PHH). The dramatic results indicate that different measures of Environmental Regulation lead to different conclusions of the PHH. However, firms' relocation patterns are common and consistent, i.e., new polluting firms are more likely to be driven by the government Environmental mandates to northern Jiangsu, where the pollution abatement cost is high. This pattern is consistent with the industrial planning of the province, suggesting that local government may use Environmental Regulations to achieve economic objectives. More comprehensive and equitable policy design is thus recommended to address the problems of Environmental equity in China.

    Abstract:

    Abstract Traffic and transportation industry is a carbon-intensive industry in China. The implementation of Environmental Regulation is of important practical significance. Nowadays, literatures lack of quantitative analysis on transport industry's sustainability performance under the Environmental Regulation. By using a directional distance function, this paper aims to investigate the effect of Environmental Regulation on this industry. Furthermore, this paper measures its green total factor productivity under the general intensity of Regulation and strict Regulation from 2000 to 2010. Results show that the economic growth mode in transportation industry is still the extensive mode, while there is great potential for the improvement of energy saving and production.

  • Effect of Environmental Regulation on Industrial Solid Waste Pollution in China: From the Perspective of Formal Environmental Regulation and Informal Environmental Regulation.

    Abstract:

    To address the concern of Environmental pollution, it is necessary to study the effect of Environmental Regulation on industrial solid waste emission reduction in China. This paper aimed to analyze the effectiveness of provincial Environmental Regulation (both formal and informal) on the industrial solid waste emission reduction. The results show that both the effect of formal and informal Environmental Regulations on industrial solid waste emission intensity present an inverted "U" shape. The threshold value of per capita GDP as an indicator variable is CNY 16,299 and CNY 15,572 respectively. The effect on pollution emission reduction will appear when the value is higher than the threshold, and the two-way transmission mechanism between formal and informal Environmental Regulations does exist. When GDP per capita exceeds CNY 27,961, there is a phenomenon of "rebound" in the effect of informal Environmental Regulation on pollution reduction. Based on the findings, it was suggested that both formal and informal Environmental Regulation should be promoted to achieve the goal of industrial solid waste emission reduction. The coordination between formal and informal Environmental Regulation should be considered when the government makes policies. Different Environmental Regulation policies should be implemented in different regions. Informal Regulation should be enriched and further promoted. Environmental law should play an important role in maintaining the public's participation in Environmental Regulation to prevent the failure of informal Environmental Regulation.

    Abstract:

    We empirically investigate the responsiveness of international trade to the stringency of Environmental Regulation. Stringent Environmental Regulation may impair the export competitiveness of ‘dirty’ domestic industries, and as a result, ‘pollution havens’ emerge in countries where Environmental Regulation is ‘over-lax.’ We examine the impact of pollution abatement and control costs on net exports in order to grasp this phenomenon. Theoretically, our analysis is related to a general equilibrium model of trade and pollution nesting the pollution haven motive for trade with the factor endowment motive. We analyze data on two-digit ISIC manufacturing industries during the period 1977–1992 in Germany, the Netherlands and the US, and show that trade patterns in ‘dirty’ commodities are jointly determined by relative factor endowments and Environmental stringency differentials.

    Abstract:

    The relationship between domestic Environmental Regulation and international competitiveness has evoked various speculations. The common neoclassical train of thought is that strict Environmental Regulation is detrimental to the competitiveness of industry,and that it induces phenomena such as ecological dumping,ecological capital flight,and regulatory `chill’ in Environmental standards. A different view is that strict Environmental Regulation triggers industry’s innovation potential,and subsequently increases its competitiveness. The impact of Environmental Regulation on competitiveness has been analyzed in terms of international capital movements,new firm formation,and international trade. The paper presents a statistically supported evaluation of the literature,in order to assess what the main conclusions regarding the relationship between Environmental Regulation and competitiveness are when it comes to studies on international trade flows. The synthesis of the literature is subsequently used to present guidelines for future primary research in this area.
