  • Integrated Coastal Management: a comparative analysis of four UK initiatives

    Abstract:

    The effectiveness of institutional arrangements and policies for governance has become a key question within the sustainability paradigm, not least in Coastal areas which have unique issues and jurisdictions across the land–sea interface. In the UK, approximately 60 non-statutory Coastal Management initiatives have been established at the local/regional level since the 1990s, based on a variety of programmes and projects. Proposals for a UK Marine Bill have raised questions about the role of non-statutory initiatives in the system of governance. The traditional sectoral approach to Management and planning is being modified due to the pressure of increased human activities, but doubts exist about what effective contribution local and regional partnerships can make. The paper reports extensive examples of Integrated Coastal Management initiatives engaging institutions and society to produce outputs which have transformed Management, promoting long-term, collaborative, participatory and ecologically sustainable approaches. The paper concludes that there are demonstrable benefits in taking a partnership approach to Coastal Management at a local level, yet these forms of planning and Management are not widely accepted or embedded within the current system of governance.

    Abstract:

    Capacity building is commonly considered to be a fundamental prerequisite to successful Integrated Coastal Management (ICM). Capacity building for ICM is an educational process, in which skills and knowledge are taught, learned and then applied, within a Coastal Management process. Previous research into ICM capacity building has tended to focus upon identifying the skills and knowledge required for effective ICM rather than the pedagogic elements of capacity building; that is, how the effectiveness of learning can be improved. This paper reports on a study that focuses on establishing the favoured learning style of students studying ICM in UK universities in order to consider more generally the role of pedagogy in ICM. Kolb's Learning Styles Inventory, a widely used generic learning styles test, was used to establish preferred learning styles. The results showed that ICM learners exhibited a complete range of learning styles, but that 47% were classified as ‘convergers’, who prefer to learn through practice and consider the teacher to be a facilitator and role model rather than knowledge giver. It is concluded that ICM capacity building leaders should consider pedagogic issues more fully in the design and delivery of capacity-building activities and that a specific pedagogy of ICM is required.

    Abstract:

    The purpose of this paper is to identify important factors for successful Integrated Coastal Management (ICM). This has been achieved by reviewing secondary literature and providing a synthesis of the ideas used in existing studies of Coastal Management. The paper demonstrates that there are significant gaps in empirical research in the field of ICM, particularly in reviewing success factors at the level of regional and local initiatives. The paper discusses the methods that academics use in conducting research that measures success. Suggestions are offered for future research and theoretical realism is presented as a fruitful approach for further studies in this field. The intention is also to contribute to practical Management by aiding practitioners—the project officers and government officers who co-ordinate and run Coastal Management initiatives—to think reflexively about the type of Management they are encouraging. A list of important factors for successful ICM is presented, allowing practitioners to check whether their initiative has procedures that will contribute to effective Management.

    Abstract:

    The coast of the United Kingdom, being one of the most diverse in Europe, presents significant challenges for Integrated Coastal Management (ICM). Intensely developed coasts, particularly in the southeast and in the vicinity of major urbanised and industrialised estuaries, present immense pressures on the Coastal environment. However, equally important challenges for ICM include the need to maintain the extensive conservation importance of habitats, ranging from low-lying salt marshes and mudflats to steep, cliffed coastlines. Although the United Kingdom (UK) of Great Britain and Northern Ireland is made up of the countries of England, Wales, Scotland and Northern Ireland as well as seventeen dependent territories, including the Channel Islands and the Isle of Man, this paper only focuses on the aforementioned countries. These are contiguous geographical areas sharing similar Coastal issues and institutional systems unlike the dependents, which possess more divorced legal systems and are not full members of the European Union.

    Abstract:

    Integrated Coastal Management (ICM) enjoys growing support within the UK. It is therefore timely to assess the factors which have influenced the evolution of the current administrative system and to investigate the extent to which the current organisational arrangements provide a suitable framework within which ICM can develop. Coastal Management is indebted to related developments in conservation and environmental Management. As a corrective to fragmented and largely sectoral institutional arrangements, limited integrative mechanisms have recently been introduced. Further opportunities arising from the establishment of regional government and with European initiatives should consolidate the establishment of a more Integrated Coastal Management regime.

    Abstract The Integrated Coastal Management (ICM) framework has been increasingly adopted in Coastal cities of China. Using indicators to monitor and measure the progress and effectiveness of ICM implementation is a key step towards adaptive Management of the ICM process in the long-term perspective. However, proper methods of evaluating the ICM performance are still lacking. An evaluation method based on assessment of indicators is suggested and applied to Quanzhou in this study. 32 indicators adapted to China's Coastal cities are developed, and the Principal Component Analysis (PCA) method is employed as the weighting method to synthesize the evaluation results. Key ICM performance indicators are identified and specific suggestions are proposed based on the evaluation results, which would be useful for future decision-making in the ICM governance. The correlations between ICM governance, Coastal environmental and socioeconomic sustainability are analyzed using the “Drive force-Pressure-Status-Impact-Response (DPSIR)” model. The evaluation indicators and methodologies could be applied to other Coastal cities for promoting the progress of ICM towards the goal of sustainability.

    Abstract Integrated Coastal Management has seen an on-going debate on the best way of integrating knowledge with political decision-making across the so-called ‘science–policy interface’. This paper engages with this debate by presenting an empirical study into practice at the science–policy interface supporting Coastal Management in New Zealand. The research takes as its point of departure a notional dichotomy in the Integrated Coastal Management literature between two broad traditions; one espousing a ‘science-based interface’, the other a ‘participatory interface’. Structured according to this conceptual framework, the research describes and analyses the diverse ways in which these two traditions have found practical expression across New Zealand, both at the national scale and according to a comprehensive survey of Coastal managers across all 16 regional councils. The analysis extends to the relationship between these two traditions, and how this relationship has determined the evolution of the science–policy interface. This paper describes the traditional dominance of science-based Coastal Management in New Zealand, but highlights an important paradox; while science is valorised as the most robust knowledge for decision-making under the statutory decision-making process, there are pervasive financial, procedural and institutional barriers to its collection, meaning that many decisions are made under significant uncertainty. Against the background of this paradox, local government has increasingly departed from the statutory process, according to a philosophy of co-Management. This extends to new strategies for mobilising knowledge, both through knowledge partnerships to generate more science, and participatory approaches to mobilise other forms of traditional and local knowledge. These participatory interfaces take many forms, but typically see scientists engaged alongside other knowledge holders within an inclusive decision-making process. All knowledge systems form a common pool of evidence on which to base decisions, and science is used strategically to fill knowledge gaps identified by a participatory process. Therefore, while science-based Coastal Management remains dominant in New Zealand, it is increasingly couched within a participatory tradition that valorises other knowledge systems as well.
