    The Intelligence Cycle is a procedure framework for the development of mission-focused Intelligence support. It is not an end in itself, nor should it be viewed as a rigid set of procedures that must be carried out in an identical manner on all occasions. The commander and the Intelligence officer must consider each IR (Intelligence requirement) individually and apply the Intelligence Cycle in a manner that develops the required Intelligence in the most effective way (U.S. MARINE CORPS, 2007).

    Focusing on the Information Cycle, reference is made to the distribution architectures and the pathways that the various Intelligence products (journals, reports, alerts, forecasts) produce to the Administration (Intelligence Cycle). An introduction to any study on the Information loop needs a brief digression to clarify concepts such as data, news, and information. Events mean any event or action that has been established to be true and/or has occurred and whose knowledge is assigned an information value; the information is the unclear cognition of a fact and/or a significant event related to topics of interest; information, in turn, is the product resulting from data following a frame of processing, analysis, interpretation, comparison, reasoned integration and evaluation.

In this paper we propose the new service’s model, based on the Intelligence Cycle and other systems which are necessary for gathering Intelligence information and data. The paper is mostly focused on the system architecture and services design as a mainstream for definition of the services.     Abstract:

    This paper presents a concept for Service Oriented Architecture (SOA) approach in a prototype of an Intelligence Information System (IIS). IIS prototype, based on SOA, could offer better coordination among institutions involved in Intelligence thus providing increase of Intelligence effectiveness. This approach can serve as a foundation for the establishment of the Integrated Intelligence System, which is based on services as software components. Here, our main interest is the upgrading of the Intelligence Information System with a Smart Web Portal, composed of three modules combined together to automate the Intelligence Cycle. The purpose of this feature is to serve as a platform for integrating Intelligence’s information collected by different sources and ensure information delivery to the right end-user.

    Intelligence Information System (IIS) is created in order to satisfy unique Intelligence functions. Users of the system are part of a certain department, section, service or agency with the various specific features of the work, for the purpose of satisfying the processes of Intelligence Cycle. The information exchange or its use and availability to different participants depending on the information system security polices to a great extent helps authorities in the decision making process. It also helps them in the planning future steps. To achieve the above, a model of information systems integration that can be used with different technologies and different integration platforms has to be developed. This paper presents the features of information systems required for integration with IIS, then it gives an overview of models for application integration and finally it presents a suitable solution model for the integration of different institutional information systems with IIS.

  • SMC - RECON: An Adaptive Human-Machine System for Supporting Intelligence Analysis

    This position paper presents the initial designs for a novel functional, context-aware, case-based recommendation system to enhance the current Intelligence capability of military Intelligence analysts. Its central objective is to support these analysts during the collection, processing, and analysis phases of the Intelligence Cycle through load minimization and improved human-machine synergy. This involves sense-making from both explicit and implicit contextual information with a nexus of technologies and processes, including software modelling and simulation, meta-level modelling and recommendation, and psycho-physiological modelling and monitoring. The proposed system, RECON, will contribute a new architecture based on five core components: i) brain-computer interfaces, ii) human-computer interaction, iii) data, iv) context, and v) case-based recommendation. Together with human analysts these form the basis of an adaptive system that will advance toward a powerful future Intelligence analysis capability.

    The defence technologies which have been developing and changing rapidly, today make it difficult to be able to foresee the next environment and spectrum of warfare. When said change and development is looked in specific to the naval operations, it can be said that the possible battlefield and scenarios to be developed in the near and middle terms (5–20 years) are more clarified with compare to other force components. Network Centric Naval Warfare Concept that was developed for the floating, diving and flying fleet platforms which serves away from its own mainland for miles, will keep its significance in the future. Accordingly, Network Centric Intelligence structure completely integrating with the command and control systems will have relatively more importance. This study will firstly try to figure out the transition from the traditional Intelligence Cycle that is still used in conventional war to Network Centric Intelligence Production Process. In the last part, the use of this new approach on the base of UAV that is alternative to satellite based command control and data transfer systems in the joint operations in narrow seas will be examined, a model suggestion for the use of operative and strategic UAVs which are assured within the scope of the NATO AGS 2 for this aim will be brought.
