This results in a scheme of compensations, charges and net payments among the involved countries or transmission system operators (TSOs). This paper compares the most relevant methods amongst the ones that were initially considered for computing compensations and charges in the IEM. The considered methods are described first. Then, the results produced by each of them when applied to an actual snapshot of the European system are presented. Finally, the methods are compared from a quantitative and qualitative point of view. Based on the results of this comparison, the paper recommends the adoption of the Average Participations method as the most adequate procedure to compute compensations and charges among countries in the IEM.

Energy Policy, 2007Co-Authors: Luis Olmos Camacho, Ignacio J PerezarriagaAbstract:Abstract Inter-TSO payment methods (ITC methods) provide the aggregate compensations and charges faced by countries in a region, because of the use that agents in each country make of the transmission grids of the other countries. These compensations and charges should modify local access charges in each country. The paper closely examines the most promising methods for computing ITCs presently considered in the Internal Electricity Market (IEM) of the European Union, namely the Average Participations (AP) method and the With and Without Transits (WWT) method. Some attention is also given to a third method that lies somewhere between the two previous ones: the Average Participations applied to Transits (APT) method. The performance of the AP, WWT and APT methods is compared with that of the temporary method presently applied to compute compensations in the IEM. The three methods are closely examined both from a conceptual point of view and taking into account the numerical results they produce. Based on this analysis, the AP method is proposed as the best option to compute ITCs in the European Union. The paper draws on research projects carried out for the European Commission and the Florence Regulatory Forum.

This scheme tries to combine the rigor in the treatment of the energy and transmission capacity transactions with the flexibility and pragmatism that are necessary to make the scheme compatible with the current diversity of regulatory approaches and Market structures in the Member States participating in the IEM. First a reference scheme is presented with a complete formulation that jointly deals with the energy and capacity Markets. Because of the implementation difficulties of this conceptually ideal approach a more pragmatic scheme is proposed instead. The core of this scheme is an explicit auction mechanism that must be run prior to any short-term (daily, typically) energy Markets. In this auction, where only transmission capacity is traded, both bilateral contracts and energy bids to Power Exchanges can participate in order to acquire the capacity that is necessary to carry out their transactions. Some technical issues related to the practical implementation of the proposed approach are also examined; these include Market liquidity, the financial or physical nature of the long-term contracts, the potential problems of "slicing" transmission capacity and the allocation of congestion rents. Market power issues are ignored.

These schemes will be based on compensatory mechanisms between countries, because of the costs incurred by international trade, and some degree of tariff harmonization. The paper describes and compares the transmission tariffs applied in each one of these countries for some representative case examples. The driving factors that may explain the different levels in the transmission tariffs are examined. Finally, regulatory recommendations regarding transmission tariff harmonization and the compensatory mechanisms to be implemented in the IEM are provided.

Currently, in this decade, new 2009/28/EC Directive on the promotion of the use of energy from renewable sources plays significant role in development of renewable energy sources. Directive set new target for 2020. Nowadays is a time for summary and assessment of results fulfilling Directives and monitor progress of new targets. Article presents measures implemented for renewable source energy development, also current state and perspectives of using of renewable energy sources in Poland and in the EU.

The implication of the European inter-TSO compensation mechanism for cross-border Electricity transmission investments

One of the prominent regulatory measures taken to speed up the creation of the Internal Market was to abolish tariff pancaking by replacing cross-border tariffs with an Inter-Transmission System Operators Compensation (ITC) mechanism through which transmission system operators (TSOs) can compensate each other. In this study, the implication of introducing such mechanism on the cross-border investment outcome is explored. The results indicate that the current ITC mechanism is loosely linked to the cross-border investment decisions of TSOs. In addition, the study concludes that factors such as the ITC fund size and the number of participating TSOs can influence the investment outcome.

The influence of phase shifting transformers on the results of flow-based Market coupling

As investing in new cross-border transmission capacity is a long term process with a lot of challenges, optimal use of the existing capacity is the best short term measure. In Europe, Flow-based Market Coupling (FMC) is the state of the art methodology in this regard and is near its implementation in the Central and Western Europe (CWE) region. The CWE transmission system is equipped with power flow controlling devices (PFCs), such as Phase Shifting Transformers (PST), to mitigate loop flows. Such devices can change the flow pattern throughout the system and therefore affect the FMC output. This paper analyzes the potential influence of PSTs in the results of FMC. The FMC algorithm is modified adding PST setting as a variable and illustrated for a 3-zone example. The main objective of the proposed algorithm is to include the PST settings in the search for optimal cross-border transmission capacity allocation.

Lacking balancing Market harmonisation in Europe: room for trader profits at the expense of economic efficiency?

Saguan, Vincent RiousAbstract:Following several regional initiatives on the day-ahead and intra-day stage, integrating real-time balancing Markets constitutes a logical next step in the process towards an Internal Electricity Market (IEM) in Europe. So far, realtime balancing Market designs significantly differ between European countries and a coordinated approach for cross-border exchange of balancing services is non-existent. This paper aims to illustrate that the current lack of balancing Market harmonisation – in combination with an increasingly integrated day-ahead and intra-day trade – can be profitably exploited by traders. More specifically, trading strategies taking advantage of structural design differences in the imbalance settlement of two countries are identified and assessed. The paper analyses detailed data of the Belgian and French power system using statistics in order to verify the profitability of different trading strategies between both countries. Some of the identified trading strategies are found to be significantly profitable; others turn out to be loss-making. On average, France was the most attractive country for traders to be long in 2008; Belgium to be short. Profitable trading strategies can usally be carried out without any expense as cross-border capacities available at the intra-day stage are currently far from being used and no value is attributed to them. However, some profitable trading activities resulting from Market design imperfections may induce economic inefficiencies

PapalexopoulosAbstract:Abstract The stated aim of the European Commission has been the unbounded flow of energy across Europe and the effective functioning of a single European power Market so as to achieve secure, sustainable and affordable energy supplies, as well as to foster competition and increase the utilization of Electricity networks and generation capacity. Most countries have already adapted or are gradually adapting their wholesale Markets to the provisions of the so called Target Model for the Internal Electricity Market in Europe, however Greece still lies behind in this binding target. In this paper, the basic design variables and respective options for the integration of the Greek wholesale Electricity Market with the other European Markets under the Target Model paradigm are presented. The design variables refer to all Market instances and mechanisms. The proposed choices are justified in terms of effectiveness and Market power mitigation, considering the current Market structure in Greece. A transitional phase for the full integration of the Greek Intraday and Balancing Markets is proposed, considering the relevant evolutions in the wholesale Markets of Greece’s neighboring countries. Finally, a simulation analysis is performed in order to highlight the implications on schedules of utilizing European-based order formats in the restructured Greek Electricity Market.

In view of the “Target Model” that will be enforced in all European Markets, the three possible integration methods (namely, price coupling, volume coupling and Market splitting) are initially discussed. A centralized Market splitting algorithm is developed, respecting the standard Market regulatory framework of European Power Exchanges, including (a) block offers/bids, linked block offers/bids, flexible hourly offers/bids and convertible block offers. The problem is formulated as a Mixed Integer Linear Programming model, and it is solved using commercial MILP solvers. The performance and computational requirements of an implementation in pan-European level is presented; the model is tested in terms of problem solvability to its limits, considering a day-ahead Market clearing time threshold equal to one hour. The results demonstrate that a viable solution to the clearing of the IEM can be attained with the current state-of-the art of computers' processing power. Further discussion is made concerning the viability of the proposed approach and other harmonization issues that should be considered for successful Market integration.

European Electricity Market Integration With Mixed Market Designs—Part II: Solution Algorithm and Case Studies

The performance and computational requirements of this implementation is presented; the model is tested in terms of problem solvability to its limits, considering a day-ahead Market clearing time threshold equal to one hour. The results demonstrate that a viable solution to the clearing of the Internal Electricity Market can be attained with the current state-of-the-art of computers' processing power. Volume-coupling between a power pool and a power exchange

BakirtzisAbstract:Recent developments in European Union's legal and regulatory frameworks are leading to the creation of the Internal Electricity Market, which will substitute the local spot Electricity Markets. In this direction, a volume-based Market coupling approach between a Power Exchange (PX) and a power pool is implemented in this paper, in order to examine the feasibility of the aforementioned integration between Markets with significant diversity in their design. The results of the volume-based approach are compared to those of a single Market splitting approach, in terms of pricing, overall social welfare and computational time.
