    Abstract:

    Persistent unemployment across OECD countries has led to increasing investments in activation programmes and, as a consequence, rigorous evaluations of the effectiveness of these programmes. The results of these evaluations have been mixed at best. To improve the effectiveness of the activation programmes, it is important to know why we observe these unsatisfactory results. One possible explanation that has been largely underexplored is the signal these programmes send to prospective employers. We investigate this signalling effect in the context of a Job-Vacancy referral system. To this end, we conduct a state-of-the-art vignette experiment in which HR professionals make hiring decisions concerning fictitious Job candidates who apply either under a Job-Vacancy referral system or directly (without referral). By analysing the experimental data, we provide first causal evidence for a substantial adverse effect of referral on the probability of being hired. In addition, our experimental design allows us to explore whether this effect is heterogeneous by Job candidate and recruiter characteristics and what exactly is signalled by the Job-Vacancy referral. In particular, we find that employers perceive referred candidates as being less motivated than other candidates.

    This paper studies the relationship between a Job Vacancy population obtained from an international project based on web scraping of online Job vacancies and Job vacancies derived by the Eurostat Job Vacancy rate referred to Italian national statistics survey. We compare the time series properties of both time series between 2013 and 2018, globally and in each specific sector of economic activity. Using time series decomposition and cointegration analyses, we find that, apart some specific sector, the web and national statistics office vacancies data present similar time series properties, suggesting that both time series represent the same underlying phenomenon, namely the real number of new vacancies in the Italian economy. The study confirms promising frontiers to measure in real time aggregate demand in the labour market based on web data.

    "The German Job Vacancy Survey delivers representative data on the number and structure of vacancies in Germany. Such data cannot be derived from other sources and are therefore unique. The survey includes registered and non-registered vacancies. In course of extensive tests and reviews a new extrapolation procedure has been developed. As a result, the aggregate Vacancy supply is revised downwards. Additionally, differences between data on vacancies from the IAB and BA were revealed. The research report is organised as follows: Firstly, an overview about the aim and content of the German Job Vacancy Survey is given. Subsequently, the evolution of the new extrapolation procedure is described. Thirdly, the new method is presented and it is shown that the adaption of it significantly improves the quality of the survey results. Along with the new extrapolation procedure a revised time series dating back to 2000 is given. However, figures before and after 2010 cannot be directly compared. The research report presents the results for both time periods and compares the new and old extrapolation methods."     "This article introduces the German Job Vacancy survey (EGS). Its data are valuable because employers' recruitment processes and decisions are little-noticed through the empirical literature on matching processes on the labour market. This is due to the fact that administrative data on Job openings do not cover the total number, neither in their structure nor in their extend. Furthermore, beside the EGS there are no such regular, representative and comprehensive surveys concerning the recruiting processes in Germany or elsewhere. Those processes can be analysed in detail, such as recruiting processes that were cancelled. The number and structure of open positions are published quarterly and the EGS is the only source for such information in Germany. The time series of the manifold data mostly go back to the early 90ies and can therefore contribute crucially to the expansion of macroeconomic labour market research. This is accelerated by the release of the data: From the year 2011 onwards, the waves of the survey will be opened to external scientists one after another by the Research Data Centre of the Federal Employment Agency at the Institute for Employment Research." This is due to the fact, that administrative data on Job openings do not cover the macroeconomic information, neither in their structure nor in their extend. In Germany, this gap can be bridged by the data of the German Job Vacancy Survey. This representative survey contains information on the number and the structure of Job openings. Additionally, it contributes crucially to the understanding of the staffing processes and the reasons for abandoning such processes. Therefore the survey helps to evaluate the balances on the labour market, especially with respect to operational search- and decision processes.
