    Abstract:

    Germany's recovery from an unemployment disease and its resilience to the Great Recession is remarkable. Its success story makes it a showcase for Labor Policy and Labor market reforms. This paper assesses the potential of the German experience as a model for effective, evidence-based Policymaking. Flexible management of working time (through overtime and short-time work, time accounts and Labor hoarding), social cohesion and controlled unit Labor costs, combined with a rigid, incentive-oriented Labor Policy supported by effective program evaluation, define the characteristics of a strong reference model. Austerity, sometimes seen as core to the German model, is not viewed as a key element.

    Purpose – This paper aims to present the IZA Evaluation Dataset, a newly created data source allowing for the evaluation of active Labor market policies in Germany.Design/methodology/approach – The paper's approach is a description of the sampling and contents of the IZA Evaluation Dataset and an outline of its research potential.Findings – The evaluation of active Labor market policies is often confronted with a lack of adequate empirical data. The advantages of administrative data are straightforward: they are accurate, contain a large number of observations (in some cases the whole population) and usually cover a long period of time. However, the information contained in administrative data is normally limited to administrative purposes. Therefore, information that might be relevant for economic modeling is often absent. The IZA Evaluation Dataset aims to overcome such limitations for Germany by complementing administrative data from the Federal Employment Agency with innovative survey data. The administrative part of the dataset consists of a large random sample of inflows into unemployment in Germany from 2001 to 2008 and contains around 920,000 individuals. The complementary survey covers a panel of more than 17,000 individuals who entered unemployment between June 2007 and May 2008. They were initially interviewed shortly after becoming unemployed and then again one year later. In addition, a quarter of individuals were interviewed already after six months. The survey data also contain information on search behavior, ethnic and social networks, psychological factors, (non-)cognitive abilities, and attitudes. This paper describes the sampling and contents of the IZA Evaluation Dataset and outlines the future development.

    Russian Abstract: Целью настоящей работы является проведение комплексного анализа процесса этномонополизации профессиональной деятельности как формы дискриминации граждан; раскрытие роли государственной кадровой политики в обеспечении межнационального согласия как регулятора кадровых процессов и от-ношений на рынке профессионального труда; обоснование направлений, средств и способов деэтномонополизации различных видов профессиональной деятельности в условиях многонационального российского социума. Во-первых, проанализированы теоретические представления о сущности этномонополизации профессиональной деятельности в условиях многонационального российского социума. Дано социоло-гическое обоснование необходимости деэтномонополизации профессиональной дея-тельности. Приведена оценка нормативно-правовых и организационных механизмов деэтномонополизации профессиональной деятельности граждан. Во-вторых, изучено и раскрыто состояние социально-этнической структуры населения как объекта кад-ровой политики. Рассмотрены механизмы и технологии совершенствования регио-нальной политики в многонациональном обществе. В-третьих, охарактеризованы проявления этномонополизации профессиональной деятельности в российских стро-ительных организациях. Проанализирована динамика миграционных процессов как фактора этномонополизации профессиональной деятельности в условиях многона-ционального российского социума.English Abstract: The aim of the present work is to present a systematic analysis of the process of ethnic monopolization of professional activity as a form of civil discrimination; to outline the role of government labour Policy in promoting interethnic peace as means of regulating personnel processes and relations in the labour market; to suggest ways, means, and instruments for combating ethnic monopolization of different types of professional activity in Russian multinational society. First of all, we have developed theoretical basis for analysis of ethnic monopolization of professional activity in Russian multinational society. Our study provides a sociological justification for the need to combat the ethnic monopolization of professional activities. In our paper, we have analyzed legal and organizational mechanisms for prevention of ethnic monopolization of professional activity. Secondly, we have studied the state of social and ethnic structure of population from the perspective of Labor Policy. We have analyzed mechanisms and technologies that could be used to improve regional Policy in a multinational society. Thirdly, we have outlined manifestations of ethnic monopolization of professional activity in Russian development companies. We have also analyzed dynamics of migration processes as a factor of ethnic monopolization of professional activity in Russian multinational society.
