Unemployment duration, job search and Labour Market Segmentation - evidence from urban Ethiopia
2008Co-Authors: Pieter SerneelsAbstract:Although it is a common theoretical assumption that the chances to find a job fall with time in unemployment, this is not systematically confirmed by empirical evidence, and there is no evidence for developing countries. We develop a framework that allows us to test the four major explanations why we may observe non-negative duration dependence while genuine duration dependence is negative: financial support for the unemployed, active Labour Market policies, a change in the economy over time, and Segmentation of the Labour Market into ‘good’ and ‘bad’ jobs. Using data for urban Ethiopia we observe a constant hazard while controlling for unobserved heterogeneity, and find that Labour Market Segmentation is the only convincing explanation.

'Dualisation as Generational Layering - An Analytical Framework'
2013Co-Authors: Paulo MarquesAbstract:Youth unemployment has been on the rise across Europe since the onset of the global economic crisis. The situation is particularly problematic in southern Europe, where the youth unemployment rate exceeded 50 per cent in Spain and Greece during 2012. Throughout this paper it is argued, however, that youth unemployment is only the tip of the iceberg, and that to successfully tackle this problem it is crucial to identify its causes. The paper provides a conceptual framework for shedding new light on the process that has led to a deterioration in the position of young people in the Labour Market. After reviewing the literature on institutional change and Labour Market Segmentation (Labour Market Segmentation theory, economic insider-outsider, and the dualisation literature), it is argued that the process of change in southern European Labour Markets can be seen through the concept of dualisation as generational layering. This concept highlights the differences between southern and Continental Europe as regards the system of industrial relations and the characteristics of the production regime. It is also argued that the current changes will lead southern Europe to the unsustainability of the welfare state.

Labour Market Segmentation: Standard and Non-Standard Employment in Germany

We identify two segments that largely correspond to the common distinction between these forms of employment and find substantial differences in the determination of wages, as well as the composition of worker and job characteristics. These differences tend to increase after the Hartz reforms. The estimates also indicate the existence of a primary sector wage premium and job rationing, as well as specific patterns of Labour mobility due to (partly non-economic) barriers between segments.

Do they come back again? Job search, Labour Market Segmentation and state dependence as explanations of repeat unemployment

Using data from the Austrian unemployment register we test the explanatory power of three different approaches which appear in the literature: job search theory, Labour Market Segmentation and state dependence. Whereas job search theory does not seem to be able to explain anything, Labour Market Segmentation does. However, the most powerful determinant of the risk of unemployment repetition is past unemployment history. This micro finding is not inconsistent with theories explaining the persistent high level of unemployment rates.
