    Abstract:

    This article draws on data from a survey of 400 refugees and shows low levels of Labour Market activity. The minority of refugees who are working are in secondary sector jobs with little opportunity for progression.Moreover, refugees with high levels of skills who are working are not in jobs commensurate with their skills and qualifications. The article examines the human capacity and personal characteristics that have an impact on refugee employment, and finds the greatest difference in employment is between men and women, although English language fluency and training are also very important. Employment is a major part of the refugee integration strategy, and employment initiatives focus on capacity- uilding rather than discrimination or reversing restrictive policies. The article concludes that strategies need to focus on individual employability as well as measures to overcome personal and structural barriers to the Labour Market.

    Migrant workers constitute a vital component of many Western Labour Markets. Although migrants can benefit greatly by moving to higher-wage economies, it is important to compare their Labour-Market outcomes with those of native-born workers. In this paper, we discuss factors that have been found to influence Labour-Market success in the receiving country and examine the actual performance of recent migrants to the UK. The UK provides a good case study for conducting such an exercise because of the very large increases in immigration that have been seen over the past decade. We find that Labour-Market performance varies greatly between migrant groups and that outcomes have changed noticeably following the UK government's decision to allow migrants from Poland and other Central and Eastern European countries more or less free access to the Labour Market after EU enlargement in 2004.

    Abstract:

    This paper discusses the recently coined concept of flexicurity. It is outlined how this concept gained importance in legislative and Labour Market policy reform in the Netherlands, linking a number of previously separated areas of policy-making such as flexibilization and deregulation of the Labour Market on the one hand and social security and the concern for the negative consequences of flexible employment on the other hand. Second, the paper explores the relevance and significance of the concept to a theory of transitional Labour Markets. It is suggested that 'flexicurity', as a trade off or new balance between Labour Market flexibility and increased security for workers (especially those in precarious situations) might define more precisely and accurately the legal, social and perhaps even psychological conditions under which Labour Markets can become truly transitional, i.e. triggering, fostering and safeguarding transitions between employment and other distinct social systems such as private households, education, retirement and unemployment.
