    Abstract:

    This paper discusses problems of creating and using ontology Library Services in production use. One approach to a solution is presented with an online implementation--the Finnish Ontology Library Service ONKI-- that is in pilot use on a national level in Finland. ONKI contributes to previous research on ontology libraries in many ways: First, mashup and web Service support with various tools is provided for cost-efficient utilization of ontologies in indexing and search applications. Second, Services covering the different phases of the ontology life cycle are provided. Third, the Services are provided and used in real world applications on a national scale. Fourth, the ontology framework is being developed by a collaborative effort by organizations representing different application domains, such as health, culture, and business.

    ABSTRACT This article will describe how a revolution in customer Service provision beginning in 2002 has led to an evolution of Library Services. When the reference and circulation desks were merged to create a single Service point, responsibilities were broadened, core competencies were developed, and staff members were cross trained. In 2005, an analysis of staffing and work patterns demonstrated a need to build upon the original model to better utilize staff and ensure coverage of the desk. Reference librarians were moved to “on call” status, technical Services staff were added to the schedule, and core competencies and procedures were refined.

  • Collaborative Leadership in Public Library Service Development

    Abstract:

    Findings from the formative evaluation of a national public Library development initiative in England are discussed, with a focus on the practice and impact of collaborative leadership. A Realistic Evaluation approach was used in the study, enabling a nuanced assessment of the initiative’s contexts, mechanisms and outcomes in relation to its core objectives. These included testing innovative, partnership approaches to Library Service delivery, encouraging greater synergy between libraries and the arts and other public and commercial sectors. Evaluation findings are subsequently contextualised using a conceptual framework drawn from critical management studies on collaborative advantage. Data show that the initiative was an effective catalyst for enhanced collaborative leadership in the public Library sector, including the development of a cross-sector community of practice, with evidence of collective ownership and decision making. The relative collaborative advantages of the initiative are underpinned by evidence on the unique value of public Library Services to collaborating organisations and sectors. Outcomes are of relevance to a range of public Services and governing bodies with reference to shared strategic objectives with other sectors and Services and collaborative leadership learning and practice. There are implications relating to the public value of Library Services and how this can potentially be enhanced via collaborative leadership approaches to Service design and delivery. This is especially pertinent given current cross-government policy drivers towards integrated public Services. The research makes an original contribution to contemporary debates on cultural value in considering the cross-sector role and impact of collaborative leadership.

    Purpose – This paper describes a comprehensive user survey carried out in an Irish higher education academic Library (Waterford Institute of Technology Library Service) as part of a strategic initiative to engage with Library users.Design/methodology/approach – Two major user groups – full‐time undergraduate students and academic staff – were surveyed. The survey instrument was a hardcopy questionnaire. The paper outlines the relative merits of different survey types and the reasoning behind the final choice of survey instrument.Findings – The main results of the survey are synopsised. The paper also includes selected free‐text comments made by survey respondents and the Library's response to the results in terms of how issues highlighted will be addressed.Research limitations/implications – The survey focused on two specific user groups, which leaves scope for future research by this institution into how the Library is used by other types of users, such as distance learners.Practical implications – The s...
