    Abstract:

    We model public-private partnershios in building and managing facilities for the provision of public services. In particular,we analyze both the desirability of bundling the building and Management Operations, and the optimal allocation of ownership between the public sector and private firms. When a positive externality exists across stages of production, bundling is optimal;but unbundling may be preferred when the externality is negative.Whether public ownership is preferred to private ownership depends on the extent and sign of the externality, the market value of the facility and the effect of the firms' investments on social benefits. The main advantage of the public ownership is that it works as a commitment device for the government to share social benefits with the investor.

    We model alternative institutional arrangements for building and managing facilities for provision of public services, including the use of the Private Finance Initiative (PFI), by exploring the effects on innovative investment activity by providers. The desirability of bundling the building and Management Operations is analyzed, and it is considered whether it is optimal to allocate ownership to the public or the private sector. We also examine how the case for PFI is affected by the (voluntary or automatic) transfer of ownership from the private to the public sector when the contract expires. Asset specificity and service-demand risk play critical roles.

    Abstract:

    Abstract Hydrologic control structures are designed to connect or disconnect water movement in natural surface water-groundwater systems, and it is important to represent these features effectively within a finite difference/element model without over-discretization. This study presents efficient numerical schemes for operating water allocation and water rights systems in integrated hydrosystem models. We developed a numerical scheme for representing these structures directly within integrated surface/subsurface hydrologic models by creating boundary condition links to route water through control structures or by breaking nodal connections to prevent water flow. The boundary condition linking and mesh cutoff schemes minimize the need for mesh regeneration and modification. Through illustrative examples involving agricultural tile drainage and dam-reservoir operation systems, the numerical connection (boundary condition linking) and disconnection (mesh cutoff) techniques are demonstrated to be effective and efficient at simulating the hydrological processes affected by anthropogenic water resources controls. A proof-of-concept demonstration consisting of complex water supply (dam and groundwater pumping wells) and demand (farms, municipality, and stream) highlights how the numerical schemes for water Management Operations can be used to optimize surface water and groundwater extraction and distribution using a fully-integrated model.

    Abstract:

    Abstract Globalization results in both pressure and drivers for Chinese enterprises to improve their environmental performance. As a developing country, China has to balance economic and environmental performance. Green supply chain Management (GSCM) is emerging to be an important approach for Chinese enterprises to improve performance, possibly on both these dimensions. Using empirical results from 186 respondents on GSCM practice in Chinese manufacturing enterprises, we examine the relationships between GSCM practice and environmental and economic performance. Using moderated hierarchical regression analysis, we evaluate the general relationships between specific GSCM practices and performance. We then investigate how two primary types of Management Operations philosophies, quality Management and just-in-time (or lean) manufacturing principles, influence the relationship between GSCM practices and performance. Significant findings were determined for a number of relationships. Managerial implications are also identified.
