The paper discusses the emergence of a holistic approach to Fisheries/ ocean management, and concludes by outlining future programmes that will ensure Marine Fisheries a place in the global food equation.

    RS (Remote Sensing), GIS (Geographic information System) and ES (Expert System) are used in many fields. They are powerful tools for obtaining, organizing, analyzing and displaying spatially referenced data, estimating resources, providing relevant information and so on. So their introduction to Marine Fisheries is essential to take sustainable development of Marine Fisheries in east China Sea into reality and improve Marine Fisheries management in China. Based on the Marine Fisheries information, using Geographic Information System and Expert System, we have established the Chinese Marine Fisheries Remote Sensing Information Service System. This system started in 1997. It extended the application of the advanced technology such as GIS, RS, ES to Marine Fisheries. In this paper, the recent works and improvement are introduced.

    Abstract:

    Marine Fisheries science is a broad field that is fundamentally concerned with sustainability across ecological, economic, and social dimensions. Ensuring the delivery of food, security, equity, and well-being while sustaining ecosystems in the face of rapid change is, by far, the main challenge facing Marine Fisheries. A tighter integration of modeling and empiricism is needed to confront this challenge. In particular, improved incorporation of empirically grounded and realistic representation of human behaviors into models will greatly enhance our ability to predict likely outcomes under alternative adaptive strategies. Challenges to this integration certainly exist, but many of these can be overcome via improved professional training that reduces cultural rifts between empiricists and modelers and between natural and social sciences, ideally ending the presumption that there is a divide between empiricism and modeling.

    Abstract We describe the rationale behind and details of a 15-year-research initiative that resulted in a global database of Marine Fisheries catches, which overcomes the data limitations imposed on the officially reported FAO “landings” database derived from annual data submissions by member countries. The resultant global database of the Sea Around Us (freely accessible at www.seaaroundus.org ), which spatially allocates global Fisheries catches to ocean space in an ecologically meaningful and politically “practical” manner, represents the most comprehensive database of total reconstructed Marine Fisheries catch in the world. Furthermore, we outline catch data products that may be of great utility to scientists interested in global Fisheries and to other global Fisheries data users engaged in strategic policy environments. Finally, we indicate potential future directions for Sea Around Us data and website features.

    Abstract A brief history of Marine Fisheries is presented which emphasizes the expansion of industrial fleets in the 20th century, and their inherent lack of sustainability. In contrast, small scale Fisheries, i.e. artisanal, subsistence and recreational Fisheries could become part of a blue economy, given that care is taken to reduce incentives for building up fishing effort. However, they usually receive little attention from policy makers, as reflected by the almost complete absence from the catch data submitted by member countries to the FAO. While industrial Fisheries tend to lack the features that would make them compatible with a blue economy, small-scale Fisheries possess most of these features, and thus may represent the future of sustainable Fisheries.

    The aim of this study is to reconstruct the total historic catch of Bulgarian Marine Fisheries in their Exclusive Economic Zone for the time period 1950-2013, including unreported landings, discards, recreational and subsistence catches from the ecosystem. The landings data officially reported by Bulgaria to the Food and Agriculture Organization of the United Nations for the Mediterranean and Black Seas (FAO Area 37) were revised in line with all available information. The reconstructed total catch for 1950-2013 was 1.7 times the (adjusted) baseline data reported by Bulgaria to FAO and 1.5 times the unadjusted data as reported by FAO. This study revealed major deficiencies which exist in the officially reported Bulgarian catch data, foremost being the large amount of unreported industrial catches, especially for the last two decades. Furthermore, the exclusion of some Fisheries sectors, notably the absence of data on the subsistence and recreational Fisheries in reported data are also noteworthy.

    Abstract It is well recognized that not all Fisheries catches are reported or recorded properly by either government or non-government agencies. These unreported catches can be illegal, of unregulated species, or simply not monitored due to logistical barriers. In Mexico, these barriers are an extensive and often not easily accessible coastline, mostly de facto open access Fisheries, poor administrative practices and generalized corruption in the fishing sector as a whole. These conditions were likely promoted early in the last century through the government's largely successful policies to increase Fisheries catches and stimulate employment and economic growth. Many years later and amid declines in fish stocks and subsequent economic benefits, most notably at local scales, it is evidently time for a fundamental change in strategy away from expansion of fishing effort and toward ecological and economic sustainability. An important step in this endeavor is to provide a quantitative pre - mortem analysis of Mexico's total Marine Fisheries catches during the last half-century. Results suggest that from 1950 to 2010, total catches were nearly twice as high as the official reports, with an average annual catch of 1.5 million tonnes (t) compared to 796 thousand t in official statistics. In the last year of available data, 2010, official and total estimated catches were 1.5 million and 2.2 million t, respectively. While these results may be perceived as a criticism of the status quo and ante , this study actually does not single out a responsible party, but is, rather, a call to the many sectors of society who contribute to a lack of control, to help overcome these conditions, and increase and sustain the benefits from Mexico's Marine Fisheries.

    Global Marine Fisheries are currently underperforming, largely due to overfishing. An analysis of global databases finds that resource rent net of subsidies from rebuilt world Fisheries could increase from the current negative US$13 billion to positive US$54 billion per year, resulting in a net gain of US$600 to US$1,400 billion in present value over fifty years after rebuilding. To realize this gain, governments need to implement a rebuilding program at a cost of about US$203 (US$130–US$292) billion in present value. We estimate that it would take just 12 years after rebuilding begins for the benefits to surpass the cost. Even without accounting for the potential boost to recreational Fisheries, and ignoring ancillary and non-market values that would likely increase, the potential benefits of rebuilding global Fisheries far outweigh the costs.
