    Abstract:

    On the basis of transforming the factors, which includes transmission line investment, corridor cost, network loss, loss caused by power shortage, power transmission congestion and nodal price and influences power grid planning, to social cost, an optimal power grid planning method that is suitable to Market Environment is proposed. Applying the proposed method to classic case, the results show that this method is rational and effective, and it may play a certain guiding role in drawing up optimal power grid planning in Market Environment.

    Abstract:

    Transmission system plays an important role in electricity Market operations as it provides a level playing field for all Market participants. The operation status of the transmission system such as capacity adequacy has an important influence on the electricity Market competition. It is important to reasonably expand or reinforce the transmission system to meet the need of generation companies and consumers, eliminate or relieve transmission congestions to promote competition in the electricity Market and then to improve the operation efficiency of the whole power system. Compared with the transmission system planning in the traditional vertically integrated monopoly industry, the transmission system planning in the electricity Market Environment is more complicated and there are more uncertain factors to be dealt with. Especially, the locations and capacities of new power plants to be built in the planning period become uncertain factors. Considering this background, a versatile methodological framework for horizontal year transmission system planning under Market Environment is established and a flexible transmission system planning method based on the Monte-Carlo simulation and genetic algorithm is presented. Finally, the essential features of the proposed method are illustrated by numerical examples.

    The new problems and challenges are analyzed in the paper,which are caused by the generation expansion planning under the Market Environment,especially the problem of Environment protection,peak-shaving,uncertainties,coordination between generation and network planning,distributed generation under Market Environment.The conventional optimization methods,real option approach and option game approach for the decision-making of generation expansion investment are summarized.The methods of generator units'maintenance scheduling,production simulation and the calculation of reliability index in the evaluation system are reviewed.Finally,some further resarch works on generation expansion planning under Market Environment are suggested,such as modeling new problem,coordination among multi-investors,mechanism of generation expansion planning and the construction of post evaluation system.

    Abstract:

    We present a bilevel model for transmission expansion planning within a Market Environment, where producers and consumers trade freely electric energy through a pool. The target of the transmission planner, modeled through the upper-level problem, is to minimize network investment cost while facilitating energy trading. This upper-level problem is constrained by a collection of lower-level Market clearing problems representing pool trading, and whose individual objective functions correspond to social welfare. Using the duality theory the proposed bilevel model is recast as a mixed-integer linear programming problem, which is solvable using branch-and-cut solvers. Detailed results from an illustrative example and a case study are presented and discussed. Finally, some relevant conclusions are drawn.
