    Abstract:

    In view of the fact that the roof breaking characteristics and overlying strata Migration Law of close coal seams under repeated mining conditions are not clear, which seriously affects the safety advancing of working face. A large-cutting-height panel in Panjiang of Guizhou Province is used as an example, the roof breaking characteristics and overlying strata Migration Law under repeated mining are studied using theoretical analysis, numerical simulation and field observation. The research results show that although the roof weighting is not strong in close coal seams mining, there are three kinds of roof weighting phenomena frequently in different overlying strata stratum and the coal face is easy to failure due to the repeated mining; the theoretical formula (5) for determining the support resistance is obtained by establishing the mechanical model and the calculated support resistance of 7200 kN can be determined; compared with the single coal seam mining, the initial weighting interval is smaller and the periodic weighting interval will not change much under the repeated mining; after theoretical analysis and numerical simulation, it can be known that it is necessary to strengthen the control of coal face stability and prevent safety accidents caused by coal face rib spalling in close seams group under repeated mining. The research results provide a theoretical basis for coal seam mining under similar conditions.

    Abstract:

    Aiming at the problem that the roof broken characteristics and overburden Migration Law of upper coal seam are not clear due to the disturbance of repeated mining in underlying coal seams, this paper takes a mine of Panjiang mining area as the background, the roof broken characteristics and overburden Migration Law of upper coal seam under repeated mining of close coal seam group are studied using rock mechanics test, similarity simulation and numerical simulation. The results show that the cracks of coal and rock mass are well developed, the strength is low, and the sensitivity to engineering disturbance is poor; The roof is fragmented due to repeated mining of underlying coal seam, and the rib spalling and roof caving occurs many times; The roof stress value on the coal face is 1.02 MPa, which shows that the roof pressure is not large, and the support selection should focus on preventing the roof caving of end face and the rib spalling of coal face; The pressure peak value point is close to the coal face. Although the roof weighting is frequent, the length of broken rock blocks is relatively small. The initial roof weighting interval is about 30 m, and the periodic weighting interval is about 10 m. The research results can provide basis for surrounding rock control of stope under similar conditions.

    Cet article examine les processus politiques et juridiques par lesquels les droits de l'homme et le droit de la Migration ont ete confondus – nous l’appellerons plus generalement ici « l'enchevetrement des regimes ». L'enchevetrement des regimes implique que les differents domaines du droit non seulement interagissent, mais soient plus etroitement lies et s'influencent mutuellement. Les droits de l'homme et le droit de la Migration ont historiquement eu des trajectoires distinctes dans le droit et la politique europeenne, mais le recent couplage des deux a transforme l’un et l’autre. Le droit de la Migration a acquis un elan juridique et une autonomisation judiciaire grâce a l'engagement croissant du droit et des institutions des droits de l’homme ; les droits de l'homme ont acquis une legitimite dans leurs aspirations universalistes en developpant, quoique lentement, une jurisprudence sur les droits des non-ressortissants. Le couplage des deux droits a cependant ete politiquement controverse – parfois meme explosif – ce qui a remis en cause les deux domaines du droit. Bien que cet enchevetrement participe d’une dynamique europeenne globale, l'article applique une approche plus localisee, utilisant le Danemark comme un cas d’etude pour comprendre comment ces deux regimes juridiques ont ete mis en œuvre et ont interagi dans le droit et la politique a l’echelle nationale.

    Abstract:

    This article examines the political and legal processes through which human rights and Migration Law have become confounded – what we in this article more generally refer to as regime entanglement. Regime entanglement implies that different areas of Law not only interact but are more fundamentally entwined and mutually impacted. Human rights and Migration have historically had distinct trajectories in European Law and politics, but the recent coupling of the two, we argue, have transformed both. Migration Law has gained legal momentum and judicial empowerment from increasingly engaging human rights Law and institutions; human rights Law has gained legitimacy for its universalist aspirations by developing, albeit slowly, a jurisprudence on non-nationals’ rights. Yet, the coupling has also been politically contentious – at times even explosive – which has in turn challenged both fields of Law. Although the entanglement of Migration Law and human rights Law is a general European development, the article applies a more situated approach, using Denmark as a case for understanding how these two legal regimes have been implemented and interacted in national Law and politics.
