Quarterly Journal of Economics, 2014Co-Authors: David YanagizawadroAbstract:This article investigates the role of mass media in times of conflict and state-sponsored mass violence against civilians. We use a unique village-level data set from the Rwandan genocide to estimate the impact of a popular radio station that encouraged violence against the Tutsi minority population. The results show that the broadcasts had a significant effect on participation in killings by both Militia groups and ordinary civilians. An estimated 51,000 perpetrators, or approximately 10% of the overall violence, can be attributed to the station. The broadcasts increased Militia violence not only directly by influencing behavior in villages with radio reception but also indirectly by increasing participation in neighboring villages. In fact, spillovers are estimated to have caused more Militia violence than the direct effects. Thus, the article provides evidence that mass media can affect participation in violence directly due to exposure and indirectly due to social interactions. JEL Codes: D7, N4.

Estado Republicano y Sujeto Indígena: La experiencia militar en el Altiplano Andino de la provincia de Jujuy (Argentina, 1830-1860)

We propose to examine the numerical composition and variation of the troops in the region over four decades, as well as the causes and projections of a mutiny staged in 1837. We maintain that in the face of a concrete and tangible militarization process, acts of resistance to the Militia and far-reaching negotiations were sustained. We work on a diverse documentary corpus from the Historical Archives of the Province of Jujuy and Salta and from the General Archive of the Nation (Argentina).En este artículo exploramos la experiencia militar de las poblaciones indígenas de la Puna de Jujuy durante el ciclo de las guerras civiles decimonónicas de la Argentina. Nos proponemos examinar la composición numérica y variación de las tropas de la región durante cuatro décadas, así como las causales y las proyecciones de un motín protagonizado en el año 1837. Sostenemos que ante un proceso de militarización concreto y tangible se sustentaron actos de resistencia a la milicia y trascendentales negociaciones. La mayoría de textos difunden un ideario liberal donde se ensalzan héroes individuales o colectivos —Pelayo, los Comuneros, Numancia, Riego, Espoz y Mina, la Milicia Nacional, etc.—. Muchas veces, el éxito de una obra se debía a la declamación del actor que encendía el patriotismo del público. En este artículo, estudiamos la cartelera barcelonesa en torno al Trienio Liberal con especial atención a las escenificaciones de Andrés Prieto. Prieto representa en escena a los héroes de la libertad a la vez que participa, como capitán de la Milicia Nacional, en la defensa constitucional. Asian Security, 2013Co-Authors: Shane Joshua BarterAbstract:Abstract Militias are responsible for some of the most egregious human rights abuses in civil wars. This said, they vary tremendously, and some may serve as a source of security against abusive rebel groups. What distinguishes predatory anti-rebel Militias from those which are more or less popular? While previous studies focus on the relationship between Militias and states, this study demands equal attention to the Militia/rebel relationship. While Militias in East Timor were largely predatory, formed at the behest of state forces to attack rebel supporters, Militias in Aceh were more diverse, and some formed among ethnic minorities against rebel attacks. This article proposes that Militias created where the state dominates are likely to be predatory, while those resisting powerful rebels are more likely to be defensive, popular organizations.
