Review of African Political Economy, 2012Co-Authors: Gavin CappsAbstract:The South African platinum industry has grown phenomenally since the mid 1990s to become the single largest component of the national mining sector in employment and sales-value terms. In line with Fine's (1992) contribution to a general theory of mining, this article presents an initial political economy of that industry by considering the critical role that the apartheid Mineral Property system played in its dominant strategy of competitive accumulation in the years leading to the current platinum boom. Emphasis is placed on the different forms of Minerals ownership that mediated the access of platinum capital to Mineral resources in the Bophuthatswana and Lebowa Bantustans, where the bulk of South Africa's vast platinum reserves were geopolitically located under apartheid and how the reproduction of these strategic Mineral Property relations was secured during the political transition to the benefit of the white platinum corporations. It studies the discounted cash flow for Mineral Property valuation, and discusses an option pricing approach to Mineral Property valuation.

In this article, we construct an example that using the models of the stochastic behavior of Mineral prices which are geometric Brownian motion and/or mean\|reverting progress instead of flat\|price, which shows Mineral price volatility has a great effect on Mineral Property valuation. This example is calibrated using data from recently opened jiangxi copper sulfur mine. Finally, we suggest using Markov process of Mineral price to simulate Mineral Property valuation.

Towards a Mineral Property valuation code: Considerations for South Africa

CawoodAbstract:One of the consequences of globalizing mine finance is a necessity to apply uniform accountancy and valuation standards that are clearly understood and consistently applied by the global investment community. However, each country has unique circumstances, which sometimes make it difficult to align domestic practice with international requirements. South Africa is no exception and issues such as its political history, a taxation regime enforcing different rules on different Mineral producers and a unique Mineral rights ownership distribution, are barriers to internationalization. The economy is in a transitional phase as a result of the many and diverse policy documents following the change in political dispensation in 1994. Many of these documents have recently been implemented through new legislation and, in the case of mining, negotiations are continuing in order to ensure an acceptable outcome. This paper discusses the challenges that the South African Minerals industry faces in the field of Mineral Property valuation. It draws on international experience and includes a discussion on the unique considerations that the South African Mineral Property market must take into account in establishing a code for this purpose, as such a code could later be aligned with international practice.

CawoodAbstract:The distinction between real estate ownership and that of interests in the Property is fundamental to the appraisal of Mineral properties. This distinction affects the nature and understanding of security of tenure and, consequently, the perception of what constitutes fair value. Legal matters are a particular concern because of their influence on security of tenure, ownership definition and use restrictions. The dynamics of the market and the complex interrelationships between the factors of production define value at a specific point in time for the bundle of rights, interests and assets that constitute a Mineral Property. Because each Mineral Property is unique, physically immobile and of a wasting nature, its usefulness to its owner and society must be optimized. The US Appraisal Institute (2001) classified the forces that affect land use as the cultural, political and economic attitudes of society. These forces culminate in laws that often dictate the purposes for doing appraisals. Once the legal definition of the asset is understood, valuers can decide on the valuation process that will support the final valuation approach.
