    Abstract:

    Abstract The European Energy Performance of Buildings Directive (EPBD) recast proposes, a comparative methodology to calculate cost-optimal levels of Minimum Energy Performance requirements for buildings. This paper presents a method able to select the best retrofit action for lighting system, selectively analysing the daylight conditions and applying the cost-optimal methodology for different scenarios proposed for two existing educational buildings located in Italy. With the aim to improve both Energy efficient and visual comfort conditions, the retrofit scenarios include lighting solutions with different combinations. They consider the replacement of lamps with more efficient lighting sources and the application of lighting control.

    The recast of the Energy Performance of buildings directive (EPBD) describes a comparative methodological framework to promote Energy efficiency and establish Minimum Energy Performance requirements in buildings at the lowest costs. The aim of the cost-optimal methodology is to foster the achievement of nearly zero Energy buildings (nZEBs), the new target for all new buildings by 2020, characterized by a high Performance with a low Energy requirement almost covered by renewable sources. The paper presents the results of the application of the cost-optimal methodology in two existing buildings located in the Mediterranean area. These buildings are a kindergarten and a nursery school that differ in construction period, materials and systems. Several combinations of measures have been applied to derive cost-effective efficient solutions for retrofitting. The cost-optimal level has been identified for each building and the best performing solutions have been selected considering both a financial and a macroeconomic analysis. The results illustrate the suitability of the methodology to assess cost-optimality and Energy efficiency in school building refurbishment. The research shows the variants providing the most cost-effective balance between costs and Energy saving. The cost-optimal solution reduces primary Energy consumption by 85% and gas emissions by 82%–83% in each reference building.

The recast of Energy Performance of Buildings (EPBD) Directive establishes that Minimum Energy Performance requirements have to be set to achieve cost-optimal levels. A methodology is developed to assess Energy and cost effectiveness in new buildings located in the Mediterranean area. Several Energy efficiency technical variants are applied to a multi residential reference building selected as a representative model of the national building stock. Primary Energy consumption and global costs are evaluated in a number of configurations to derive the cost-optimal solution. The paper shows how economical high efficient buildings can be obtained at a design stage for a warm climate. The selected configuration decreases primary Energy consumption by 90% and CO 2 emissions by 88% with respect to the baseline building. Results appear useful for comparison with other climates and building types. The paper also points out that the methodology is suitable to guide and support the choice of cost effective Energy efficiency measures in compliance with EU requirements.

    Abstract The recast of the Energy Performance of Buildings Directive (EPBD) introduced a comparative methodological framework for calculating cost-optimal levels of Minimum Energy Performance requirements. The cost-optimal methodology, conceived for national authorities, was here exploited as a decision-making tool for supporting a private investor in choosing the most viable Energy scenario. The methodology was thus used to evaluate different Energy efficiency measures applied to an abandoned industrial building in Turin (Northern Italy) and to identify the best retrofit solution in terms of Energy and costs. Providing guidance and tools for re-designing ex-industrial areas can be useful for several similar case studies widespread not only nearby Turin, but also in other Italian regions and EU countries. The research activity here presented aims at testing the cost-optimal methodology to support Energy retrofit projects starting from an early design stage. The arisen issues may be considered for future applications, with reference to specific contexts. In this perspective, this work constitutes a first step towards the definition of an “environmental and economic sustainability equilibrium”, assuming that the application of models and approaches for evaluating both the Energy-environmental Performances and the economic ones, in many cases, may give very different results.

    The recast of the Directive on the Energy Performance of Buildings has set out that Member States must ensure that Minimum Energy Performance requirements are set with a view to achieve cost optimal levels for buildings, building units and buildings elements. A cost optimal level is defined as the Energy Performance level which leads to the lowest cost during the estimated economic lifecycle. It must be calculated in accordance with a comparative methodology framework that is based on the global cost method. This one considers, for each Energy efficiency measure, the initial investment, the sum of the annual costs for every year (including Energy costs) and the final value, all with reference to the starting year of the calculation period. In this study, the global cost method is applied to a reference building for existing offices customized to the Italian context to assess the cost optimal levels. In detail, different packages of Energy efficiency measures, which consist in the implementation of envelope thermal insulation and the improvement of systems efficiency, were considered. Moreover, the utilization of renewable Energy sources was taken into account with the installation of PV system on the building roof. Then, the Energy consumptions of the reference building and the impact of the improvement measures were assessed. Finally, the costs of the different packages were estimated, according to the European Standard EN 15459:2007, in order to establish which of them has the lowest global cost and, consequently, represents the cost optimal level
