    Abstract:

    Abstract The Narrative Policy Framework has a growing number of researchers seeking to apply the Framework in Policy process scholarship. This article is intended to assist those interested in conducting an NPF study that is ‘clear enough to be wrong’ (Sabatier, 2000). While graduate programs offer critical methodological training, this article focuses on the specific application of the NPF to research inquiries about the role of Policy narratives in the Policy process. We approach our discussion by examining various decisions in the research process and include a detailed discussion of specifying the model and obtaining narrative data. We also point out areas for further investigation.

    Abstract:

    In 2010, the narrative Policy Framework was introduced as a positivist, quantitative, and structuralist approach to the study of Policy narratives. Deviating from this central tenet of the narrative Policy Framework, in this article we show that the Framework is quite compatible with qualitative methods—and the various epistemologies associated with them. To demonstrate compatibility between qualitative methods and the Narrative Policy Framework, we apply classic qualitative criteria to an illustrative case examining Policy narratives in US campaign finance reform. Drawing on elite interviews, we illuminate competing Policy narratives rooted in distinct democratic values that exhibit variation in how victims and harm are defined, how blame is attributed to villains, what Policy solutions are put forth, and Policy narrative communication strategies.     Abstract:

    Recent critiques of the Narrative Policy Framework (NPF) have described the Framework as a hybrid – and perhaps contradictory – platform using postpositivist theory in the service of positivistic methods. While the NPF has done much to advance what one might term its positivist hypotheses-testing orientation, the ongoing relationship between the NPF and its postpositive, interpretative foundation is – to date – unclear. This article explores the relationship between the NPF and interpretivism. In our exploration, we detail NPF dimensions of ontology, epistemology, socio-theoretic choice, disciplinary boundaries, generalizing versus particularizing styles and normativity, as these dimensions relate to interpretivism. We find the NPF and interpretivism to be quite compatible along our analyzed dimensions – albeit with major epistemological differences. We conclude with a discussion outlining what the NPF has to offer interpretivism and what interpretivism has to offer the NPF.

    Abstract:

    This chapter aims to detail the narrative Policy Framework (NPF) in an effort to provide a means by which Policy researchers in a variety of contexts can advance scientific discoveries surrounding our central research question. Narrative strategies are used in an attempt to influence the Policy process. The NPF identifies operational measures of Policy beliefs through narrative elements such as characters and other symbolic, metaphorical, or contextual means by which collective understandings of the Policy are generated. The NPF assumes that Policy narratives operate simultaneously at three levels of analysis such as Microlevel NPF, Mesolevel NPF and Macrolevel NPF. The chapter addresses four new directions in NPF research, which include comparative public Policy approaches, use of evidence, validation of digital media as a source of narrative data, and a new proposition regarding Policy narrative learning in the context of Policy change.

    Abstract:

    Narratives are increasingly subject to empirical study in a wide variety of disciplines. However, in public Policy, narratives are thought of almost exclusively as a poststructural concept outside the realm of empirical study. In this paper, after reviewing the major literature on narratives, we argue that Policy narratives can be studied using systematic empirical approaches and introduce a “Narrative Policy Framework” (NPF) for elaboration and empirical testing. The NPF defines narrative structure and narrative content. We then discuss narrative at the micro level of analysis and examine how narratives impact individual attitudes and hence aggregate public opinion. Similarly, we examine strategies for the studying of group and elite behavior using the NPF. We conclude with seven hypotheses for researchers interested in elaborating the Framework.
