A mixed-methods approach was used, including literature review, media scans, a driver-pressure-state-impact-response analysis, policy workshops, community surveys and consultations, case studies and key informant interviews. This interdisciplinary study examined four interrelated components of drinking water systems: source water quality and quantity; water infrastructure and operations; public perception, awareness and demand; and policy and governance. Issues identified include: aging, degrading and inappropriate infrastructure; high disinfectant by-products; use and misuse of chlorine; long-term boil water advisories; use of untreated water sources; and minimal source water protection. As other studies have found elsewhere in Canada, local actors in Newfoundland and Labrador communities of 1000 or fewer often exhibit inadequate technical/human, soci...

Challenges, Opportunities and Strategies for Advancing Innovation in Newfoundland and Labrador
2014Co-Authors: Heather Hall, Jacqueline Walsh, Kelly Vodden, Rob GreenwoodAbstract:In January 2013, the Leslie Harris Centre of Regional Policy and Development at Memorial University in Partnership with Navigate Entrepreneurship Centre (Grenfell Campus) and the Canadian Regional Development: A Critical Review of Theory, Practice and Potentials project team launched Advancing Innovation in Newfoundland and Labrador project to synthesize, share and ground-truth knowledge related to innovation and ways it can be fostered with key innovation stakeholders (business, community representatives, all levels of government, and postsecondary institutions) to support economic development. The Advance Innovation in Newfoundland and Labrador project deliverables included: A Knowledge Synthesis, summarizing the latest research on innovation and providing insights for advancing innovation strategies in Newfoundland and Labrador; A series of workshop reports based on the Innovation Workshops in Kittiwake region, Labrador Straits, and Northern Peninsula, St. John’s and Corner Brook; A series of Innovation Case Studies on firms in Newfoundland and Labrador; A Final Report summarizing the key findings from the AINL project and providing recommendations for policy and practice; The http://innovationnl.ca website to host these and other innovation-related research studies and promote and support knowledge exchange related to innovation in Newfoundland and Labrador. The overall goal of the Advancing innovation in Newfoundland and Labrador project was to generate dialogue and ideas for future policy and research directions and to respond to the overarching question of – what can firms, community organizations, all levels of government, Memorial University and the College of the North Atlantic do to advance innovation in Newfoundland and Labrador? This report highlights key findings from the knowledge synthesis, innovation and workshops, and innovation summit as well as provides key recommendations for policy and practice.

Understanding Regional Governance in Newfoundland and Labrador: A Survey of Regional Development Organizations
2013Co-Authors: Kelly Vodden, Heather Hall, David FreshwaterAbstract:In May 2007, the Canadian Rural Revitalization Foundation (CRRF), Municipalities Newfoundland and Labrador (MNL), and researchers at Memorial University and the University of Kentucky started an extensive research project with assistance from the Canada-Newfoundland and Labrador Labour Market Development Agreement to assist stakeholders to better understand the interdependencies between urban and rural communities and labour markets. The research presented in this report represents one of the most extensive assessments and inventories of regional governance activities and regional organizations (e.g. committees, organized interests, and divisions of various government departments) undertaken in the province of Newfoundland and Labrador.

Labour Market Development in Newfoundland and Labrador: Regional Challenges and Active Solutions
2010Co-Authors: Ekaterina Lysenko, Kelly VoddenAbstract:The labour market in Newfoundland and Labrador is challenged by historically high unemployment and Income Support dependency rates and an emerging shortage of labour. Seasonal employment fluctuation in primary industries and tourism creates instability of earnings and dependence on employment insurance. Growing labour demand in the province is further exacerbated by the out-migration and rapid aging of the population. Active labour market policies (ALMP) aimed to radically improve the functioning of labour market have been suggested as at least a partial solution to these issues (Freshwater, 2008). This paper seeks to explore to what extent ALMP are implemented in Newfoundland and Labrador, what outcomes and challenges they encounter, the extent to which these key success factors are in place, and what the possibilities are of transferring successful ALMP practices from other international jurisdictions, in particular from Norway. The critical aspect for this research is if they can be and if so how to transfer successful local development initiatives from their original location to Newfoundland and Labrador. Such policy transfers should include a complex assessment of place specific factors and the extent to which they determine the success of ALMP in the original location, and whether such factors exist in the comparing area (i.e. Newfoundland and Labrador). In order to achieve a closer examination of problems and functioning of local labour markets in Newfoundland and Labrador this study has focused on three case study regions, representing three types of rural regions: a rural region adjacent to a metro/urban center (St. John’s), Twillingate-New World Island (rural non-adjacent) and Labrador Straits (rural remote). Data collection in these regions included nine formal in-person interviews with local providers of employment services and three focus groups with local business owners; and 133 questionnaires from local businesses, NGOs and regional NGOs collected by the Rural Urban Interaction in Newfoundland and Labrador research team. Six interviews with senior government officials in provincial and federal government were also conducted and included in this research.

Assessing changes in numbers and distribution of large whale entanglements in Newfoundland and Labrador, Canada

This data set represented an opportunity to identify fisheries posing particular entanglement risks to local whale populations. Data were assessed over the periods 1979–1992 and 1993–2008, corresponding to distinct phases in fisheries distribution and intensity. Between 1979 and 2008, 1,209 large whale entanglements were recorded in Newfoundland and Labrador. These were mostly humpback whales (Megaptera novaeangliae; 80%) and minke whales (Balaenoptera acutorostrata; 15%). Dramatic declines in reported inshore whale entanglement rates were observed following the 1992 moratorium on Atlantic cod (Gadus morhua) fisheries. Recently, more entanglements have been reported further offshore, largely due to expansion of fisheries targeting snow crab (Chionoecetes opilio). Incidental catch of large marine vertebrates in gillnet fisheries in Newfoundland and Labrador
2006Co-Authors: Steven BenjaminsAbstract:Small cetaceans, such as harbour porpoises, often become entangled in gillnets, and this anthropogenic mortality is a conservation concern. For years, harbour porpoises have been captured regularly in fisheries in waters of Newfoundland and Labrador (Canada), but defendable estimates have been lacking. Incidental catch of small cetaceans in nearshore and offshore gillnet fisheries in Newfoundland and Labrador waters was studied for the years 2001, 2002 and 2003, using datasets from Fisheries and Oceans Canada, reports from fishers, and Fishery Observer records. Fisheries studied included those targeting Atlantic cod, lumpfish, Atlantic herring, monkfish, white hake, Greenland halibut, redfish and winter flounder. -- A methodology was developed to estimate incidental catch, based on datasets currently available within the Department of Fisheries and Oceans. Confidence intervals were generated using resampling statistics, allowing an assessment of uncertainty surrounding these estimates. Despite reductions in fishing effort since 1992, an estimated average of 1,516 harbour porpoises were captured in various Newfoundland and Labrador gillnet fisheries annually between 2001 and 2003. Most captures occurred in nearshore fisheries for Atlantic cod and lumpfish. Several dolphin species were also captured in smaller numbers, mostly in the offshore monkfish fishery. The impact of this mortality on the population of harbour porpoise and other small cetaceans cannot be assessed until population estimates become available. -- Using the same methodology, incidental catch assessments were compiled for numerous species of pinnipeds, seabirds, sharks and bony fish that had been reported as incidental catch. For most species, insufficient information exists to assess the impact of this mortality. However, catch rates of harbour seals, murres. shearwaters, various shark species and sturgeons appear to warrant concern. -- In conclusion, Newfoundland and Labrador gillnet fisheries annually remove considerable numbers of non-target large marine vertebrates from the local marine ecosystem. The nearshore fisheries for Atlantic cod and lumpfish, and the offshore fishery for monkfish, appear to capture the greatest diversity of species, including small cetaceans, various seals, murres, shearwaters, schooling sharks and sturgeons. Various potential measures to mitigate this incidental catch in Newfoundland and Labrador are discussed. A framework for assessing the impacts of fisheries on marine environments is described.

Potentials for Public Engagement in Source Water Protection in Newfoundland and Labrador: A Literature Review
2015Co-Authors: Sarah MinnesAbstract:This literature review explores the role of citizen engagement in watershed planning, governance, and management, and more specifically the implications for increased citizen engagement in source water protection efforts in Newfoundland and Labrador. This is particularly of concern for rural Newfoundland and Labrador, which suffers from a lack of capacity to adequately manage source water supplies that contribute to their drinking water systems. It has been found in other areas of Canada and beyond that increased citizen engagement can have a myriad of benefits for watershed stewardship in general, and can help to address the lack of human and financial capacity to sustainably plan, govern and manage source water supplies. Potentials for more opportunities for public engagement and better methods of public engagement in source water protection have been provided, according to the literature, as well as potential areas for future research related to this topic.

Seasonal patterns in zooplankton community structure on the Newfoundland and Labrador Shelf
Progress in Oceanography, 2011Co-Authors: Pierre Pepin, Eugene Colbourne, Gary MailletAbstract:We report on the patterns in zooplankton community structure on the Newfoundland and Labrador Shelf from seasonal collections along oceanographic sections during 2000–2007. We use a combination of constrained and unconstrained multivariate methods to assess latitudinal and cross shelf patterns in community structure. Both physical and biological features of the region are dominated by the cross-shelf gradient in water mass characteristics although there is evidence of a latitudinal gradient that may be a reflection of the influence of freshwater outflow from the Arctic. All analyses reveal a strong and consistent pattern in species composition among water masses that extends across spring, summer and autumn, although there are some variations that occur among seasons that reflect differences in development state of certain taxa. The strong association between community structure and water mass characteristics in the region may be the result of the Newfoundland and Labrador Shelf being at the intersection of several major oceanographic domains, bounded by strong Labrador and Gulf Stream currents, that allows the formation and persistence of well defined zooplankton communities. Our findings have implications for the region’s potential as a monitoring location for long term changes in ocean state.
