    Abstract:

    A watershed in the politics of public management in France was crossed in 2001, when the French president and prime minister signed off a Law initiated by the French Parliament to reform the planning and control of public expenditure. This legislation, the Organic Law on Laws of Finance of August 1, 2001 (generally known as the LOLF), requires public authorities to adopt performance-oriented ideas and public management approaches, and seeks to rebalance executive and parliamentary powers over the public purse. This article uses the LOLF as a case study to gain insight into the politics of public management policymaking in France as developed in recent decades. The article starts with an original historiographic account of the policymaking around the Law, follows with a research argument explaining the policy choice, and concludes with some field-level research questions on the politics of public management reform in France.

  • Evaluation and Analysis of Provisions of Measures for the Implementation of Organic Law of the Villagers' Committee

    Abstract:

    In the process of the implementation of Organic Law of the Villagers Committee,there are four different ways of regulating village relationship in the villager autonomy.Although no discrepancy exists in the substance of provisions,the expressions fail to keep unanimous.Actually,some provisions even alter the adjustment of village relationship which is specified in the Organic Law of the Villagers Committee.Meanwhile,provisions on the matter and way of direction and coordination among villages are far from concrete and comprehensive.From the view of practice of current villager autonomy,the room for upgrading the legalization level of village relationship is to clarify the matter and way.As to the approach to realize the improvement of the relationship,it is necessary to supplement corresponding articles of the current Organic Law of the Villagers Committee rather than make a special village relationship Law.

    Abstract:

    The functional provisions in the Measures for the Implementation of "Organic Law of the Villagers Committee of the P.R.C" formulated by each province are an important basis for the daily administrative performance of villagers committee.Through comparing measures taken by various provinces as well as the legal provisions of the Organic Law of the Villagers Committee of the P.R.C.concerning functions of villager committee,we can find the following manifestations: On the one hand,the functional provisions of the measures are marred with lots of repetitions.It plays a trivial role in embodying the approaches,methods and steps for the implementation of the Organic Law of the Villagers Committee of the P.R.C.,in other words,it fails to realize the "localization" of the central legislation.On the other hand,merger difference exists in the measures of all provinces,and the overwhelming majority of legislation fails to reflect local features.In addition,recent decade has witnessed great changes in both the national government agricultural policies and the rural environment.However,the functional provisions of the measures of most provinces reflect no significant difference compared with those of the measures of the trial Law,which fails to advance with the times.

    Abstract:

    Abstract Aims Violence represents a serious societal problem which plagues all over the world. In this paper, we aim to study the effect of this phenomenon on the region of Sfax,(the second city of Tunisia) to describe socio-epidemiological characteristics of victims and recall medico-legal consequences of this violence on the aggressor particularly in the light of Organic Law n ° 58–2017 of August 11th 2017 on the abolition of violence against women. Methods A retrospective descriptive and analytical study was carried out, over a period of 3 months from October 1st 2019, to December 31st 2019, including all cases of interpersonal violence. Results 973 cases of victims of interpersonal violence were examined in our unit for assault and battery consultation. It represents 50,8% of all consultants. The median age was 30 ± 15,5 years. The most affected age group was children ( Conclusion violence against women and children is not negligible. In our society, Women are most affected with domestic violence, despite of the new Organic Law No. 58-2017 of August 11th 2017, relating to the abolition of violence against women. Men are more exposed to serious violence with serious medical and medico-legal consequences.
