    China Railway 20th Group Corporation is a large-scale construction enterprise in China,which has obtained Super A qualification for general contracting of railway construction projects,Level A qualification for general construction contracting of highway works,water conservancy and hydropower works,and municipal utilities works,and contracting qualification for bridge and tunnel construction,etc.It grew out of the10th division of PLA Railway Engineering Corps which was set up in 1948 and had participated in War to Aid Korea Against U.S.Aggression and the Liberation War.It has made outstanding contributions to the liberation and construction of new China.The Corporation insists on the excellent army traditions and the good style of fighting hard battles,and promotes the spirit of never shrinking from dangers,scaling new heights,leading in the railway industry,and creating reputation at home and abroad.Guided by the market,relying on science and technology innovation,with human as the center,the corporation is determined to make vigorous effort to build a modem enterprise image.In order to learn from their enterprise spirit,especially the innovation ideas,implementation measures and effect of the enterprise culture,which is worthy of valuable reference to us,we had an interview with Zhou Fu,the Party Secretary of China Railway 20th Group Co.Ltd.

    Full-fledged grassroots organizations among residents of rural villages are expected to foster the capability of organizing collective actions in the public,so that they could effectively respond to national policies and protect their long-run interests.Building on an in-depth account of and analysis on Nongan County′s recent efforts in redeveloping grassroots organizations,this research revealed that,the scarcity of resource and authority,the extreme individualism and opportunistic motivation existing among rural citizens and the distance away from the developed urban markets are the three most prominent obstacles to improving governance performance via the engagement of grassroots organizations.With the case study of Nongan County′s"Project Party Secretary"Model for enhancing the grassroot organization construction,the present paper summarized the experience and rationalism of local Party Committee and government in motivating the market force for agricultural and rural farmers′ transformation,and analyzed the synergetic effects created by appointing grassroots organization leaders with entrepreneurship talents,by promoting corporatism to exploit the scale economy and by maintaining village democracy to facilitate public supervision from principle-agent and incentive theory perspectives.The operational approaches attempted by Nongan County Government in strengthening the collective economy,enriching the supply of public goods and services and attracting villagers to participate in collective action,were also outlined at last.

    Abstract:

    Political incentive is one of the most efficient methods to promote local officials to push for both economic growth and environmental progress in the context of China. Since previous scholars have never investigated the relationships between political turnover and environmental governance at the municipal level, in this work, we proxy pollution by SO2, COD, SOOT, and NHx and examine whether environmental performance affects the political turnover of the municipal Party Secretary by exploiting a panel conditional logit with a fixed-effect model for the period 2002–2013. The results indicate that environmental performance does not significantly impact the turnover of municipal Party secretaries, offering evidence that an increase of SO2 is associated with the likelihood of promotion under the panel multinomial logit approach. However, a higher GDP growth rate plays the determinant factor affecting the promotion of China’s municipal Party secretaries. Specific policy recommendations are proposed in accordance with our empirical findings.
