    Abstract:

    This study aimed to examine the role of private security providers in crime prevention in Lurambi Sub-County, Kenya. The study was necessitated by private security providers' presence and use to protect life, property, and maintenance of law and order in Lurambi Sub-County, Kakamega County, Kenya. The Routine Activity and Situational Crime Prevention Theories of criminology informed the study. Specifically, this study intended to establish resource availability for private security service providers in crime prevention in Lurambi Sub-county, Kenya. The study adopted descriptive and correlational research designs. The primary target population constituted 358 respondents, both male and female, drawn from six registered and regulated private security service providers in Lurambi Sub-County, 5 senior Police officers in charge of security, Police Administration, and 4 Police stations across Lurambi Sub-County, and 133 clients of private security services. Purposive sampling was used to identify the 6 registered and licensed private security firms which provided the study population. Proportionate sampling with a statistical framework of 30% was used to identify 108 private security service providers who formed the sample size to ensure that the private security officers from the 6 firms were represented in the same proportion that they existed within the population. Questionnaires were used to collect data from three groups of respondents, including 108 private security officers, 6 managers each in charge of each private security firm that participated in the study, and 40 clients sampled from the 6 private security firms that participated in the study. Interview guides were used to collect data from 5 senior Police officers in charge of security, Police Administration, and 4 Police stations spread across Lurambi Sub-County. Study findings revealed that private security service providers in Lurambi Sub-County did not possess adequate resources needed to prevent crime. The study recommended that private security service providers should consider deploying adequate resources to strengthen crime prevention efforts.     Specialne enote so zaradi povečanja kriminala in terorizma, zelo pomemben člen pri zagotavljanju varnosti po celem svetu, zato je pomembno, da so ustrezno usposobljene in opremljene za takšne situacije. V uvodnem delu diplomske naloge, je predstavljenih nekaj splošnih značilnosti specialnih enot. Obravnavali smo pojme, kot so varnost, terorizem, Ministrstvo za notranje zadeve (MNZ), Generalne policijske uprave (GPU), Uprava za policijske specialnosti (UPS) ter nacionalnovarnostni sistem. Glavna tema proučevanja pa je slovenska policijska specialna enota (SE) ali Rdeči panterji ter 5 specialnih enot s tujine in sicer britanska specialna enota Special Air Service (SAS), francoska specialna enota Recherche, Assistance, Intervention et discussion (RAID), ameriške specialne enote Special Weapons and Tactics (SWAT), nemška enota Grenzschutzgruppe 9 (GSG 9) ter avstrijska specialna enota Einsatzkommando Cobra (EKO Cobra). Pri vseh je najprej predstavljena zgodovina in nekaj splošnih značilnosti, poudarek pa je na usposabljanju ter organizaciji posameznih enot. Zaključili smo s primerjavo Rdečih panterjev z ostalimi specialnimi enotami ter s potrditvijo oziroma zavrnitvijo zastavljenih hipotez. Ugotovili smo majhne razlike v organizaciji in strukturi ter velikosti enot, medtem ko so samo usposabljanje, pogoji za sprejem, delovanje ter izvrševanje akcij zelo podobni. Slovenska SE kljub majhni številčnosti konkurira vsem ostalim specialnim enotam večjih držav. Skrbijo za nenehno usposabljanje in posodabljanje pripadnikov ter opreme, zato so vedno korak s časom in vredni zaupanja.Due to the increase in crime and terrorism, special forces are a very important factor in ensuring security around the world, so it is important that they are properly trained and equipped for such situations. In the introductory part of the diploma thesis, some general characteristics of special units were presented. We discussed concepts such as security, terrorism, the Ministry of the Interior (MNZ), the General Police Administration (GPU), Police Specialties Directorate (UPS) and national security sistem. The main topic of the study is the Slovenian Police special unit (Red Panthers) and 5 special units from abroad, namely the British special unit Special Air Service (SAS), the French special unit Recherche, Assistance, Intervention et discussion (RAID), the American special unit Special Weapons and Tactics (SWAT), the German unit Grenzschutzgruppe 9 (GSG 9) and the Austrian special unit Einsatzkommando Cobra (EKO Cobra). All of them first present the history and some general characteristics, with an emphasis on training and the organization of individual units. We concluded by comparing the Red Panthers with other special units and by confirming or rejecting the hypotheses. We found small differences in the organization and structure and size of the units, especially compared to the US SWAT special Police units, while the training itself, the conditions for admission, operation and execution of operations are very similar. Despite its small number, the Slovenian special unit competes with all other special units of larger countries. They are constantly training and updating their members and equipment, so they are always up to date and worthy of trust

    Abstract:

    Deadly encounters between Police and Black individuals in America have left the Police-community relationship strained and the country reeling. The purpose of this dissertation to gain a deeper understanding of how Police Administration, patrol officers, and community leaders identify community, their role in the community, and how they potentially engage in community building, community problem solving, and community policing. This dissertation combines public relations scholarship on community building with community policing scholarship. As part of a case study, 26 semi-structured interviews with Police Administration, patrol officers, and community leaders were conducted as part of a case study. Patrol officer interviews took place over the course of seven ride alongs, which provided added context and triangulation. This study addresses several research gaps in both public relations and community policing literature by conducting a qualitative case study that includes both community and Police voices. Amid calls to defund and disband Police in America, this dissertation argues that community policing has the potential to build community
