    Abstract:

    The literature of Chinese politics focuses on two determinants in selecting government officials—merits and social ties. On the one hand, local officials who produce higher economic growth are more likely to be promoted. On the other hand, local officials who have social ties with top Party leaders are more likely to become candidates of future leaders. Since1990 two major factions have dominated in the Chinese politics. Strong tie with one faction might be perceived as a threat to the rival faction. My empirical analysis will examine what determined the promotion outcomes of provincial Party chiefs from 1990 to 2007. Five indicators of social ties are used in the Cox event history analysis: ties built through family, college, birthplace, workplace, or mishu. In the analysis the factionalist argument holds better than the meritocratic argument. But the story of social ties is complex because different social ties have different effects on promotion outcomes.

    Abstract:

    Theory: This paper develops a theory of candidate strategy from social-choice principles and from the workings of open-list proportional representation. The theory is used to explain the campaign behavior and the spatial patterns of vote distribution for candidates to the Brazilian Chamber of Deputies. Hypotheses: Campaign strategy is evaluated with models that predict where deputies will offer budget amendments to benefit target municipalities whose votes they seek in subsequent elections. The choice of target municipalities is a function of the cost of erecting barriers to entry, the dominance of the deputy in the municipality, the spatial concentration of the deputy's statewide vote, the vulnerability of the municipality to invasion by outsiders, the weakness of the deputy in the last election, and the deputy's prior Political Career. Methods: Logistic regression of amendments to the Brazilian national budget in 1989 and 1990 and OLS regression of municipal-level electoral results for the Brazilian Chamber of Deputies in the 1990 elections. Results: Deputies seek secure bailiwicks, search for vulnerable municipalities, and strive to overcome their own electoral weakness by delivering pork. Candidates' tactics vary, partly because Political backgrounds differ and partly because the differing demographic and economic contexts of Brazilian states reward some tactics and penalize others. Candidate behavior hinders voter control over deputies, increases incentives for pork seeking, and weakens party programs and discipline.

    Abstract:

    We provide a novel approach to understanding the Political ambition gap between men and women by examining perceptions of the role of politician. Across three studies, we find that Political Careers are viewed as fulfilling power-related goals, such as self-promotion and competition. We connect these goals to a tolerance for interpersonal conflict and both of these factors to Political ambition. Women's lack of interest in conflict and power-related activities mediates the relationship between gender and Political ambition. In an experiment, we show that framing a Political Career as fulfilling communal goals—and not power-related goals—reduces the ambition gap.
