    Abstract:

    This article sheds light on the Euro-Atlantic discourse in Georgia by situating it in a wider frame. It provides an analysis of its Euro-Atlantic orientation by presenting it as a continuation of past efforts to involve European powers in Georgian affairs and highlights changing trends in this aspect of contemporary foreign policy. Far from determining whether or not the Georgians are European, the different arguments that have been used to support Georgian “Europeanness” are evaluated to assess its role in the national identity construction process. Focusing primarily on the United National Movement government led by Mikheil Saakashvili, we demonstrate how the Euro-Atlantic discourse has been employed domestically by the Political Elite as a legitimacy management strategy and explore its function in seeking Western patronage, a key foreign policy goal.

    Abstract:

    In this article we examine how Chinese local officials impact rural business environment and market development since the late 1990s. If their power is not effectively checked by village elections, local Political Elite are able to manipulate reform policies in a way to serve their economic and Political interests at the cost of villagers' interests. In other words, local officials selectively implement reform policies not only to maximize economic rents available for extraction but also to minimize the risk that may challenge their rent-seeking capacity in the countryside. We draw on a survey data collected by the authors from rural China in 2003 and 2004 to test our hypothesis on the relationship between Political control exercised by local officials over village elections and rural business environment & market development. Our analysis shows that if a local government can keep a village elections under its control, then local officials would charge more license application fees from self-employment business owners, put village land re-allocation process under government administrative control, restrict peasants from founding their own professional associations. Local officials' self-serving strategy inevitably deteriorates rural business & market environment and bodes an incomplete market-oriented reform for reformists in the central government.

    Abstract Using nationally representative rural household survey data from the 2013 China Household Income Project (CHIP) and decomposable targeting differential measures, this article systematically evaluates rural Dibao’s targeting performance based on both income and multidimensional poverty measures, and investigates the effects of Political Elite capture in its community-based targeting (CBT) implementation. We found that rural Dibao’s targeting performance was quite poor based on income poverty standards. When based on multidimensional poverty, Dibao’s targeting performance was better than based on income poverty. Dibao’s intra-village targeting accounted for more of its targeting performance than inter-village targeting. We also found Political Elite capture effects to exist for both Dibao participation and transfer value received. Moreover, the Political Elite capture effect from close relatives was larger in magnitude than that from household members. Having a household member being a village leader in the village of residence had no significant Elite capture effect, whereas having members with a Political leader position outside the village of residence or being a non-leader Political party member was associated with a greater chance of welfare participation. These findings suggest that targeting errors in developing countries’ CBT welfare programs such as China’s rural Dibao is still substantial and Political Elite capture may be one important reason for them.

    Internationally, there is a growing call to embrace more participatory and democratic approaches to environmental science and policy to improve sustainability outcomes. This presents a particular challenge in Westminster-based systems of government, where participatory and inclusive structures for policy making are considered inherently difficult due, in part, to the high concentration of power in the executive and Political Elite. To better understand this challenge, we conducted exploratory research into the science–policy experiences of former environment ministers (politicians) and senior bureaucrats who have held executive roles in provincial/ state and federal governments across Canada and Australia and the national governments of New Zealand, Ireland, and the United Kingdom.
