Structural-functionalist approach was used as the theoretical base. In the other words the formation of Political power in Tokat and the overall operation and changing regularities were investigated. Both the province of Tokat and Tokat city center selected as the sampling group from the universe of Turkey. The evaluation of socio-Political Structure of Tokat in relation with the Political Structure of the Turkish society from the early 1960’s up to the present time was researched in this study. Findings clearly show that there is a overwhelming superiority of the right wing across the Tokat province. Although some seasonal differences in the proportional sense from past to present, the right Political culture has been more effective in the Political Structure of the province. Ozet Yapisal-islevselci sosyoloji perspektifinden bakildiginda toplumda alti temel kurum vardir. Her kurum toplumsal yapi icinde belli basli islevler yerine getirir. Bu toplumsal kurumlarin yerine getirdigi islevler, toplumsal yapinin varligi ve devami acisindan hayati onem tasir. Siyaset kurumu da, bu alti temel toplumsal kurumdan bir tanesidir. Arastirmada, siyaset sosyolojisinin yontem ve teknikleri kullanilarak, yapisal-islevselci bir bakis acisindan hareketle, Tokat’in siyasi yapisi ve Turkiye’nin genel siyasi yapisi icindeki yerinin incelenmesi hedeflenmistir. Baska bir ifadeyle Tokat’ta siyasi erkin olusumu, sekillenisi, isleyis ve degisim duzenliliklerinin arastirilmasi ve topyekun Turk toplumu icindeki yerinin incelenmesi amaclanmistir. Bu amaca yonelik, son 10 yerel secimin sonuclari incelendi. Bu baglamda, Turkiye’nin siyasi yapisi icinde Tokat’ta siyasi yapinin olusumu, siyasi gucun dagilimi ve 1960’li yillardan gunumuze degisim duzenliliklerine bakildi. Son asamada da, Tokat ile ilgili olarak ortaya konan bulgularin Turk toplumu geneli icinde ifade ettigi anlam ele alindi. Bulgular, uzun yillardan beridir Tokat’in siyasi yapisinda sag siyaset geleneginin belirleyici rol oyndaigini acik bir sekilde gostermektedir. Sag partilerin gucu, kent merkezinde, kirsala oranla cok daha yuksek duzeyde olup, bu guc her gecen guc artmaktadir.

Political Structure of Mersin at the basis of the results of the local elections

Ali ArslanAbstract:It was aimed to investigate the Political Structure of Mersin and its place in the general Political Structure of Turkey by using methods and techniques of Political sociology. Structural-functionalist was used as the theoretical base. In the other words the formation of Political power in Mersin and the overall operation and changing regularities were investigated. To achieve this goal, the results of the Turkish local elections in last 50 years (totally 10 local elections) were examined. First of all, the formation of Political power in Turkey and the overall operation and changing regularities at the bases of the local elections were evaluated. Secondly, It was looked to the formation of the Political Structure and the distribution of Political power in Mersin since 1963 up to 2012. Finally, the meaning of Mersin findings within Turkish society was elaborated. Findings clearly shows that the Political Structure of Mersin city is rather different than overall Turkey. Rightist Political understanding predominates the Political Structure of Mersin province. However, left politics plays a determining role in the Political Structure of the city of Mersin. Nevertheless, it has been experiencing significant changes in the city of Mersin in recent years: While left-wing parties has been experiencing a significant decrease, the trend has been upward for the right-wing parties. Additionally, ethnic-based Political parties are gaining power in the city of Mersin.

Our research examines two distinct but related measures of e-government effectiveness, namely the online service index and the e-participation index, both reported in the 2010 e-government survey conducted by United Nations. We analyze the impact of Political Structure, administrative culture and policy initiatives on both indices in approximately 160 countries. Our multiple regression analysis shows that when controlling for measures of economic and educational development, there is greater e-government capability in countries that have an administrative culture of sound governance and policies that promote the development and diffusion of information and communication technologies. These results hold in nations that are more democratic, even though Political freedom (i.e., press freedom and civil liberties) appears to have a negative impact on e-government. These results suggest that the path to e-government leverages different strategies depending on a nation's Political Structure, and that countries in which there is less Political freedom may be utilizing e-government to maintain the status quo.

Political Structure and economic policy the institutional determinants of policy outcomes
Social Science Research Network, 2007Co-Authors: Gary W Cox, Mathew D MccubbinsAbstract:The institutions that define the sequence of delegations that democracy entails have systematic effects on public policy. Democratic states that systematically provide public goods are typically seen as having three characteristics: they are decisive; they have the administrative capacity to implement whatever decisions they make; and they are only responsive to broad public interests. We investigate the two primary ways in which democratic states are said to fail in this regard: through an inability to decide or to pursue a consistent policy; and through the excessive influence of interest groups, which reduces public policy to an allocation of pork and a chase after rents. The first is a problem of state indecisiveness, the latter a defect in the nature of accountability, with too much responsiveness to special interests and too little responsiveness to general interests. More specifically, we argue that Political actors' incentives are significantly influenced by the rules regulating electoral competition, while their capabilities are determined jointly by their electoral success and the constitutionally stipulated powers of the various governmental posts that are at stake (either directly or indirectly) in elections. Different combinations of capabilities and incentives--Are governmental powers separated, with different actors controlling different institutional veto points? Are governmental powers unified in a single post or body, with a single actor controlling that post or body?--systematically affect the degree to which the state can act decisively and the degree to which it is responsive to broad public as opposed to narrow special interests.
