  • the undeclared sector self employment and Public Policy
International Journal of Entrepreneurial Behaviour & Research, 2005
    Co-Authors: Colin C Williams
    Abstract:

Purpose – Viewing undeclared work as low‐paid, exploitative, organised employment conducted under sweatshop conditions, Public Policy has widely treated this illegitimate sphere as a hindrance to development and actively pursued its deterrence using stringent regulations and punitive measures to change the cost‐benefit ratio for those considering participation in such endeavour. In this paper, however, the intention is to evaluate critically this portrait of the nature of undeclared work and resultant Public Policy approach.Design/methodology/approach – To evaluate this representation of undeclared work and consequent Public Policy approach, empirical evidence is reported from 861 face‐to‐face interviews in English localities.Findings – The finding is that the majority of undeclared work is undertaken on a self‐employed basis by people who have identified an opportunity to provide a good or service and are taking a calculated risk in order to fulfil others needs.Research limitations/implications – Future ...

  • the undeclared sector self employment and Public Policy

    Abstract:

PurposeViewing undeclared work as low-paid exploitative organised employment conducted under sweatshop conditions, Public Policy has widely treated this illegitimate sphere as a hindrance to development and actively pursued its deterrence using stringent regulations and punitive measures to change the cost-benefit ratio for those considering participation in such endeavour. In this paper, however, the intention is to evaluate critically this portrait of the nature of undeclared work and resultant Public Policy approach.DesignTo evaluate this representation of undeclared work and consequent Public Policy approach, empirical evidence is reported from 861 face-to-face interviews in English localities.FindingsThe finding is that the majority of undeclared work is undertaken on a self-employed basis by people who have identified an opportunity to provide a good or service and are taking a calculated risk in order to fulfil others needs.Research limitationsFuture research will need to further investigate this relationship between self-employment and the undeclared sector.Practical implicationsIdentifying that the undeclared sphere is predominantly composed of self-employed endeavour, a call is made for greater emphasis in Public Policy on developing initiatives to legitimise this illegitimate self-employment, rather than simply deterring such work. ValueBy re-reading the nature of undeclared work as primarily composed of self-employed activity, it highlights the need for Public Policy to stop treating undeclared work purely as something to be deterred and for more emphasis to be put on developing enabling initiatives to help such workers formalise their business ventures.

  • global Public Policy transnational Policy communities and their networks
    Policy Studies Journal, 2008
    Co-Authors: Diane Stone
    Abstract:

Public Policy has been a prisoner of the word “state.” Yet, the state is reconfigured by globalization. Through “global Public–private partnerships” and “transnational executive networks,” new forms of authority are emerging through global and regional Policy processes that coexist alongside nation-state Policy processes. Accordingly, this article asks what is “global Public Policy”? The first part of the article identifies new Public spaces where global policies occur. These spaces are multiple in character and variety and will be collectively referred to as the “global agora.” The second section adapts the conventional Policy cycle heuristic by conceptually stretching it to the global and regional levels to reveal the higher degree of pluralization of actors and multiple-authority structures than is the case at national levels. The third section asks: who is involved in the delivery of global Public Policy? The focus is on transnational Policy communities. The global agora is a Public space of Policymaking and administration, although it is one where authority is more diffuse, decision making is dispersed and sovereignty muddled. Trapped by methodological nationalism and an intellectual agoraphobia of globalization, Public Policy scholars have yet to examine fully global Policy processes and new managerial modes of transnational Public administration.

  • law and Public Policy
    Policy Studies Journal, 2013
Co-Authors: Anthony Michael Kreis, Robert K Christensen
    Abstract:

Law and Public Policy is a dynamic, interdisciplinary area of study that has broad appeal to scholars, Policymakers, and stakeholders. Scholarship in the subfield is critical to our general understanding of existing Public policies and calls for future and reformed policies. While some of the subfield's utility and commonalities are obscured by diverging methodological approaches and topical foci, this review highlights some common fibers that run through the scholarship streams from Public Policy, Public law, and doctrinal disciplines. We focus on several substantive Policy areas to illustrate some of the best studies in the subfield and how scholars might better embrace the strength of the subfield's diversity by coordinating with scholars with similar topical interests. In so doing, we attempt to articulate clearer boundaries that integrate discipline, method, and the distinction between law and Public Policy.

  • The Mythology of Prostitution: Advocacy Research and Public Policy
Sexuality Research and Social Policy, 2010
    Co-Authors: Ronald Weitzer
    Abstract:

Over the past decade, Public policies on prostitution and other types of sex work have been increasingly contested, both in academia and in popular debates. One perspective, the oppression paradigm, is increasingly reflected in media reporting on the sex industry and is steadily being articulated by government officials in the USA, Europe, and elsewhere. The proliferation of myths based on the oppression paradigm is responsible for the rise of a resurgent mythology of prostitution. This article examines the claims made by organizations, activists, and scholars who embrace the oppression paradigm, evaluates the reasoning and evidence used in support of their claims, and highlights some of the ways in which this perspective has influenced recent legislation and Public Policy in selected nations. The author presents an alternative perspective, the polymorphous paradigm, and suggests that Public Policy on prostitution would be better informed by this evidence-based perspective.

    Abstract:

In 2010, the Society of Behavioral Medicine heightened its priority to take an even more active role in influencing health-related Public Policy. Here we discuss the importance of behavioral medicine presence in Public Policy initiatives, review a brief history of SBM’s involvement in Public Policy, describe steps SBM is now taking to increase its involvement in health-related Public Policy, and finally, put forth a call to action for SBM members to increase their awareness of and become involved in Public Policy initiatives.
