Despite the centrality of language to Political life and agency, limited attempts have been made thus far in contemporary Political philosophy to consider this possibility. We therefore set out to explore the possible influence of linguistic relativity effects on Political Thinking in linguistically diverse societies. We begin by introducing the facts and fallacies of the “linguistic relativity” principle, and explore the various ways in which they “color,” often covertly, current normative debates. To illustrate this, we focus on two key Rawlsian concepts: the original position and public reason. We then move to consider the resulting epistemic challenges and opportunities facing contemporary multilingual democratic societies in an age of increased mobility, arguing for the consequent imperative of developing Political metalinguistic awareness and Political extelligence among Political scientists, Political philosophers, and Political actors alike in an irreducibly complex linguistic world.

Political Psychology, 2018Co-Authors: Carina WeinmannAbstract:Compared to the concept of interpersonal deliberation, little is known about the underlying and preceding cognitive processes of citizens' deliberative discussions. The aim of this article is to develop a psychometric measurement for these processes, which—following an idea advanced by Goodin (2000, 2003)—may be called “deliberation within.” The measurement is constructed based on theoretical definitions of the concept and further normative criteria of citizen deliberation. In three empirical studies using independent samples, the psychometric properties of the measurement are assessed, and evidence for its reliability as well as structural and criterion validity is offered. The resulting scale may serve as a useful instrument not only for deliberation research, but also for further communication research related to Political processes.

A assistência farmacêutica no planejamento: relação entre a participação dos profissionais e a qualificação da gestão
2016Co-Authors: Nora, Letisa ComparinAbstract:O planejamento público no Brasil foi marcado ao longo de seu desenvolvimento por uma natureza verticalizada, elaborado por equipes muitas vezes externas às atividades em pauta. Na década de 70 foram introduzidas as ideias do político sobre o econômico e da diversidade dos atores-sujeitos. Surge então o planejamento estratégico, trazendo a necessidade do diálogo e problematização coletiva para a formulação de projetos. Com a criação do SUS e seu princípio de descentralização das ações, com direção única em cada esfera de gestão, foram implementadas políticas de planejamento, cujos instrumentos devem ser formulados de forma ascendente, de acordo com as necessidades locais até o nível federal. Para a assistência farmacêutica a inserção do planejamento visou à organização do setor, decorrente em grande parte à descentralização das ações de promoção do acesso aos medicamentos pelos usuários do sistema, que deve ocorrer com os recursos disponíveis e em qualidade, quantidade e temporalidade necessários. Este estudo tenta descrever como se dá a participação dos atores responsáveis pela assistência farmacêutica na elaboração dos instrumentos de planejamento orçamentário e da saúde de seus municípios, por meio da análise dos dados produzidos pelo projeto “A assistência farmacêutica nas Redes de Atenção à Saúde: um recorte nas regiões do Projeto QualiSUS-Rede”. Trata-se, portanto, de uma análise de dados secundários descritiva, com abordagem metodológica quantitativa. Foram analisadas as respostas dadas por responsáveis pela assistência farmacêutica em municípios distribuídos nas cinco regiões administrativas do país, acerca de sua participação na elaboração dos seguintes instrumentos de planejamento orçamentário e da saúde: Plano Plurianual (PPA), Lei de Diretrizes Orçamentárias (LDO), Lei Orçamentária Anual (LOA), Plano Municipal de Saúde (PMS), Programação Anual de Saúde (PAS) e Relatório Anual de Gestão (RAG). A coleta de dados foi realizada do segundo semestre de 2013 até o terceiro trimestre de 2015. De forma complementar, foi analisada a postagem do PMS, da PAS e do RAG pelos municípios avaliados no inquérito no Sistema de Apoio à Elaboração do Relatório de Gestão (SARGSUS). Em relação aos instrumentos de planejamento orçamentário foi referido pelos responsáveis pela Assistência Farmacêutica participação na elaboração do PPA em 24%, para a LDO em 12% e para a LOA de 12%. A respeito das ferramentas de planejamento da saúde foi observada a participação de 52% dos entrevistados nos PMS e de 33% na PAS e no RAG. Os resultados complementares demonstraram que 225 municípios que postaram o Relatório Anual de Gestão 2013 no SARGSUS alegaram não ter PAS para o respectivo ano e que, para o ano de 2014, este mesmo caso ocorreu com 107 municípios. Neste estudo foi possível verificar a baixa participação dos responsáveis pela Assistência Farmacêutica no planejamento estratégico de atividades de sua responsabilidade, e a maior presença de instrumentos de prestação de contas no SARGSUS, como o RAG, a despeito dos documentos de planejamento e programação. Desta forma, aponta-se a necessidade de capacitação dos atores responsáveis pela assistência farmacêutica nos municípios a atuarem na área do planejamento, e das políticas que favoreçam a elaboração de uma programação de ações que visem a qualificação dos serviços farmacêuticos, de forma que as ações da área se apresentem de fato inseridas no planejamento orçamentário e da saúde municipais. ________________________________________________________________________________________________ ABSTRACTThe governmental health planning in Brazil has been shaped by a hierarchical nature throughout its history. Furthermore, this planning was mainly managed by outsiders regarding the handled issues. Policies that emerged in the seventies of the last century brought in the privilege of the Political Thinking instead of a pure economic approach. That new meaner bounded together with the acknowledgment of a great variety of stakeholders, set the scenario for the strategic planning. This brand new situation put in the must for public dialogue and citizenship aim for project planning. With the creation of SUS (Portuguese acronym for Unified Healthy System) and its principle of decentralized actions with a sole decision board for each sphere, it were developed planning policies considering tools that should be designed ascendantly considering the local needs rising up towards the federal level. Regarding pharmaceutical assistance the planning insertion aimed the sector organization, mostly motived by the dispersed arrangements to allow the access of medications for the system users. It´s valuable to highlight that those arrangements may occur timely, with sufficient resources, observing the necessary standards and at the available funding. This study purposes the description of the process, conducted by the ones involved on the pharmaceutical assistance, regarding instruments development for budgeting and health planning for their municipalities, through the data analysis of the work “A assistência farmacêutica nas Redes de Atenção à Saúde: um recorte nas regiões do Projeto QualiSUS-Rede”. Therefore it is a descriptive analysis of secondary data with quantitative approach. It has been analyzed the results of a survey answered by the responsible ones for the pharmaceutical assistance throughout Brazil´s five administrative regions. The mentioned survey covers issues connected with the following instruments for budgeting and health planning: PPA (Portuguese acronym for Multiyear Plan), LDO (Portuguese acronym for Budget Guidelines Law), LOA (Portuguese acronym for Annual Budget Law), SMP (Portuguese acronym for Municipal Health Plan), PAS (Portuguese acronym for Annual Health Programing) and RAG (Portuguese acronym for Annual Management Report). The data collection ranged from the second half of 2013 until the third quarter of 2015. As a complementary action, it was analyzed the available data from PMS, SBP and RAG on the system SARGSUS (Portuguese for Support System Development Report). About those interviewed on the informed survey, 24% declared participation on the PPA elaboration, 12% declared participation on LDO planning and other 12% mentioned participation on LOA elaboration. Regarding health planning instruments, 52% of the interviewed declare participation on PMS and 33% mentioned they were involved on PAS and RAG planning. The results shows that 225 municipalities which inserted information on SARGSUS system on 2013 claimed not having PAS for the current year and for the following year (2014) identical situation was recorded for 107 municipalities. This work states the low participation of the Pharmaceutical Assistance´s responsibles on the handling of activities under their responsibility. It is also clear a greater employment of accountability tools in comparison with planning instruments. Due that, it´s revealed a picture showing a need to induce a planning culture and invoke the municipalities towards policies focused on planning and ensure the complete insertion of those policies into the budget and health planning
