    Abstract:

    A theoretical framework is developed for a precise control of spatial patterns in oscillatory media using nonlinear global feedback, where a proper form of the feedback function corresponding to a specific pattern is predicted through the analysis of a phase diffusion equation with global coupling. In particular, feedback functions that generate the following spatial patterns are analytically given: i) 2-cluster states with an arbitrary Population Ratio, ii) equally populated multi-cluster states, and iii) a desynchronized state. Our method is demonstrated numerically by using the Brusselator model in the oscillatory regime. Experimental realization is also discussed.

    Abstract:

    Abstract Government efforts designed to help improve healthcare access rely on accurate measures of accessibility so that resources can be allocated to truly needy areas. In order to capture the interaction between physicians and Populations, various access measures have been utilized, including the popular two-step floating catchment area (2SFCA) method. However, despite the many advantages of 2SFCA, the problems associated with using fixed catchment sizes have not been satisfactorily addressed. We propose a new method to dynamically determine physician and Population catchment sizes by incrementally increasing the catchment until a base Population and a physician-to-Population Ratio are met. Preliminary application to the ten-county region in northern Illinois has demonstrated that the new method is effective in determining the appropriate catchment sizes across the urban to suburban/rural continuum and has revealed greater detail in spatial variation of accessibility compared to results using fixed catchment sizes.

    Civil administRation departments require reliable measures of accessibility so that residential care facility shortage areas can be accurately identified. Building on previous research, this paper proposes an enhanced variable two-step floating catchment area (EV2SFCA) method that determines facility catchment sizes by dynamically summing the Population around the facility until the facility-to-Population Ratio (FPR) is less than the FPR threshold (FPRT). To minimize the errors from the supply and demand catchments being mismatched, this paper proposes that the facility and Population catchment areas must both contain the other location in calculating accessibility. A case study evaluating spatial accessibility to residential care facilities in Nanjing demonstrates that the proposed method is effective in accurately determining catchment sizes and identifying details in the variation of spatial accessibility. The proposed method can be easily applied to assess other public healthcare facilities, and can provide guidance to government departments on issues of spatial planning and identification of shortage and excess areas.

    This paper first documents trends in employment rates and then reviews what is known about the various factors that have been proposed to explain the decline in the overall employment-to-Population Ratio between 1999 and 2018. Population aging has had a large effect on the overall employment rate over this period, but within-age-group declines in employment among young- and prime-age adults also have played a central role. Among the factors with effects that we can quantify based on existing evidence, labor demand factors, in particular increased import competition from China and the penetRation of robots into the labor market, are the most important drivers of observed within-group declines in employment. Labor supply factors, most notably increased participation in disability insurance programs, have played a less important but not inconsequential role. Increases in the real value of state minimum wages and in the share of individuals with prison records also have contributed modestly to the decline in the aggregate employment rate. In addition to the factors whose effects we roughly quantify, we identify a set of potentially important factors about which the evidence does not yet allow us to draw clear conclusions. These include the challenges associated with arranging child care, improvements in leisure technology, changing social norms, increased use of opioids, the growth in occupational licensing, and declining labor market fluidity. Our evidence-driven ranking of factors should be useful for guiding future discussions about the sources of decline in the aggregate employment-to-Population Ratio and consequently the likely efficacy of alternative policy approaches to increasing employment rates.
